Another call for Sarawak MPs to oppose Hadi’s bill

SUPP assemblyman Lo Khere Chiang says the amendment will affect non-Muslims, no matter what assurance is given.

KUCHING: All Sarawak MPs should oppose the tabling of the private member’s bill, initially proposed by PAS, to empower the shariah court in meting out criminal sentences, said a leader of BN component Sarawak United People’s Party (SUPP).

The private member’s bill to amend the Shariah Courts (Criminal Jurisdiction) 1965 Bill, better known as Act 355, was moved by PAS president Abdul Hadi Awang at November’s parliamentary sitting.

Prime Minister Najib Razak, who is also Umno president, said at his party’s general assembly in early December that the government would take over Hadi’s bill, which is scheduled for its second reading in the next parliament sitting in March.

“We have been living together all this while in peace and harmony. I’m very disturbed that Umno is saying that all BN members should support the hudud law which has been taken up by Umno,” Batu Kitang assemblyman Lo Khere Chiang told reporters.

Lo was referring to a recent statement by Umno supreme council member Ahmad Maslan that BN component parties were compelled to support the bill as they were part of the ruling coalition.

“I always respected Umno for not coming into Sarawak because Sarawakian politics is different from that of Semenanjung (Peninsular Malaysia). In Sarawak, we’ve learned to be tolerant with one another as far as race and religion is concerned.

“And I dare say that this is the reason why Sarawak has been progressive in terms of socio-economic development. I’m sure all the BN members from Sarawak will say ‘no’ to hudud,” Lo said.

Hadi’s bill proposed to increase shariah punishment caps to a maximum 30 years’ imprisonment, RM100,000 fine and 100 strokes of the cane. It had earlier sought to remove all limits to shariah punishments save for the death penalty.

Lo said such laws would not be tenable in multi-ethnic Sarawak, where over 42% of the population are Christians and Muslims make up less than 25% of the state’s population.
“Sarawak must never agree to hudud law. Not just SUPP, but everybody in Sarawak should not accept hudud law.

“Just look at Brunei. How many of us in Sarawak, irrespective of whether we are Muslim or Christian, would like to see the kind of scenario in Brunei, where one cannot even sell Christmas or Chinese New Year decorations in public,” Lo said.

He added that the state already had its rights enshrined under the Malaysia Agreement 1963, which was not open to negotiations.

“We already have a set of common laws here in this state and we have been doing very well under the Malaysia Agreement 1963. We have the freedom to practise our own religion. We are free to use English or any other language as far as Sarawak is concerned. These are the special privileges that we have and must continue to have,” Lo said.

He also disagreed with the argument by Umno and PAS leaders that the proposed laws would only affect Muslims and that non-Muslims should not interfere.

“Malaysia belongs to everybody. If Malaysia has only Muslims and there are no other religions, then that’s different. So we cannot just say it doesn’t affect the other religious groups because it will. Malaysia consist of so many other religions.

“And if we look at our Constitution, if we look at the Malaysia Agreement 1963, it states there very clearly that we should be free to practise our religion.

“You can say that it’s only for the Muslims. But then if that is the case, don’t treat it as a law for Malaysia, whereby it is required to pass through Parliament,” he added.

Meanwhile, Lo criticised a call by Sarawak DAP leader Chong Chieng Jen early this month for Sarawak BN to leave the ruling coalition if it wished to oppose imposition of such laws and to stand up for Sarawak’s rights.

“Leaving the Barisan is not a solution to the problem. The chief minister will certainly not tell everybody to follow Umno and vote for hudud. Our chief minister would never do that. That is only political talk by Chong. I think it’s very irresponsible of him. If we are concerned about Sarawak, we should not play with fire and stir up sentiments.

Early this month, Chong had told reporters that Sarawak BN should “act soon” as Umno was at its weakest.

“Isn’t it malicious to tell Sarawak BN leaders to leave the coalition? Right now we are the only link to the BN in Semenanjung, to the big boss. What we want is to negotiate better terms for Sarawak. Because of that we cannot leave.”

Lo said both DAP and SUPP should “work together” on certain issues.

“Why? Because our interests are the same. Whether DAP, SUPP or PBB, our objectives are the same. We want what belongs to Sarawak to come back to Sarawak. There are so many things that have been lost,” Lo said.

He added that Sarawakian voters should trust Adenan’s leadership.

“In the coming parliamentary election (for Sarawak), I don’t know what is going to happen or how Malaysian politics is going to change. But there’s something I’m very sure. When the time comes, just listen to what Adenan has to say.

“And when parliamentary elections come, there is only one thing to do. You rally behind a leader who can lead Sarawak in the right direction, and that is Adenan Satem,” Lo said.

The 14th general election must be held no later than June 2018.

He said he was disappointed with Pending State Assemblywoman Violet Yong’s criticisms on the council over the past two weeks.

“Yong said that MPP collected assessment rates and should do better as it had a lot of money. I would like to remind her that MPP had just handed over Siburan, Beratok and Tapah last week and would lose about RM2 million in assessment rates annually.

“I also want to remind her that Chief Minister Datuk Patinggi Tan Sri Haji Adenan Satem had reduced the rates of assessment so as not to burden the people,” said Lo.

Lo said the assessment rates collected this year were not enough to implement development projects for the council.

“I have mentioned this many times. Either she (Yong) is deaf or not listening. The assessment rates collected are just enough to maintain the overheads of the council,” he pointed out.

“She said we had not done enough, but I would like to remind her that we have undertaken 259 projects, big and small, this year,” he said.

“Yong should be worried about her constituency. We have sources for funds, and now I have won the Batu Kitang state seat, I have additional funds. 砂人联党巴都吉当区州议员兼巴达旺市议会主席罗克强驳斥朋岭区州议员杨薇讳针对他及市议会的指责,并质问后者担任朋岭区州议员3届期间,为选区带来了什么贡献?
他主持巴达旺常月集会后,在新闻发布会上透露,巴达旺市议会今年内总共落实259项基础设施计划,涉及的经费达2500万令吉。
他说,在其今年5月中选州议员之后,他也在短短半年内,争取到40万令吉的拨款,提升10哩哥打巴达旺圣安(ST ANN)天主教堂前方沟渠,解决水患问题,同时也为10哩兰迪路的甘榜文冬(Betong)争取20万令吉拨款,兴建民众礼堂。
“副首长拿督阿玛阿邦佐里也为该甘榜额外拨出30万令吉,同样作为兴建民众礼堂的用途,同时还另外拨出10万令吉给予当地教堂。”
罗克强指出,在他争取下,明年在煤炭路也将落实40万令吉的沟渠计划,解决闪电水患问题。
他强调,上述工程计划只是诸多计划的其中例子之一,但如果是反对党在巴都吉当赢了选举,这一切计划也将不会落实。他称,杨薇讳与其关注巴达旺和巴都吉当地区,不如担心自己的朋岭区得到多少发展拨款?
他说,杨薇讳不可能向首相拿督斯里纳吉讨到拨款,作为其选区的发展经费。
因此,他提醒杨薇讳,不应只是一直“关心”他做了什么,而是应该担心自己,为朋岭做了什么?
罗克强表示,杨薇讳指责说巴达旺市议会有门牌税收入和乡区道路维修拨款(MARRIS Fund),理应做得更好。惟他提醒后者,最近巴达旺市议会才刚转交新生村和大富村的管辖权予西连县议会,这等于巴达旺市议会少了200万令吉的门牌税收入。
“而且,首席部长拿督巴丁宜丹斯里阿迪南沙登在体恤人民经济负担下,也已经宣布减低门牌税,这让市议会的收入也随之减少。”
他解释,实际上,门牌税的收入并不足以应付建设发展开销,若是如此,岂不是人们都乐于缴交门牌税?
他说,本身在当选巴都吉当州议员之后,等于多了一个平台为人民争取发展,而他也一直都为选区上人民争取发展。而尽管杨薇讳的指责毫无根据和偏离事实,但他还是会当作是一种挑战,在明年为选区上人民做得更多。

“Dalam timpuh dua minggu tu, Violet majak bejai aku enggau MPP. Iya madah aku enda patut ringat enggau tuduh ari iya. 

“Ke amat, aku sigi ringat enggau tuduh sengapa Violet ti tau endar nguing runding rayat.
“Pengudah enam bulan nyadi pengari rayat, aku udah nyendia 259 projek mit sereta besai ke beungkus RM25 juta ungkup DUN Batu Kitang,” ku iya. 

Lo mansutka jaku nya ba aum pengarang berita pengudah ngulu aum kaunsil MPP ditu, kemari.

Berindik enggau nya, Lo minta Violet berundingka konstistusyen ke dikuasa iya ari ti kiruhka DUN Batu Kitang. 

“Ni pemayuh belanja udah diagih Violet ngagai DUN Pending. 

“Anang enda diingat, enti tetiap konstitusyen dikuasa penyakal, sigi nadai agih belanja ari perintah disedia ungkup konstitusyen nya,” ku Lo.

KUCHING: Batu Kitang assemblyman Lo Khere Chiang is angry with Pending assemblywoman Violet Yong over negative remarks levelled at him for the past two weeks.

He said what Yong had said was ‘without facts, rubbish and half truth’, and making a mountain out of a molehill.

He reminded Yong to look after her own backyard (constituency) and stop making such remarks to mislead the people.

“I am angry and disappointed with Yong for criticising me and Padawan Municipal Council for the past two weeks for not doing enough..what she has been saying are rubbish, without facts and half truth.

“Yong should be more concerned about her constituency. What has she done (looking for fund) to develop the area,” Lo, who is also Padawan Municipal Council (MPP) chairman, told a press conference yesterday.

The press conference was held after the full council meeting which was also attended by deputy chairman Datuk Ahmad Ibrahim and secretary Andrew Jores.

Lo disclosed that the council implemented 259 projects (both big and small) costing RM25 million this year.

“Within six months since becoming an elected representative, 13 projects costing RM2.6 million have also been implemented,” Lo said.

He mentioned improving the drainage system at St Ann’s Church in Kota Padawan at a cost of RM400,000 and another RM200,000 for a community hall at Kpg Betong in Jalan  Landeh, as among the projects.

Lo added that RM400,000 (from his MRP grant) had been approved to improve the drainage system at Arang Road next year. He assured that more would be done next year.

“Ask Yong how much money she has brought to develop her constituency since becoming its elected representative..show us your report card.”

Lo also said the assessment collected by the council was inadequate for development, adding that it was only enough to maintain the overhead cost of the council.

He also said the assessment rate of the council would be reduced by RM2 million after Siburan, Beratok and Tapah were given to Serian.

Lo said he was taking Yong’s negative criticism as a challenge and vowed to bring more development to Padawan next year.


Violet Tidak Peka Isu Di Kawasan Sendiri - Lo Khere Chiang

 

KUCHING - Pengerusi Majlis Perbandaran Padawan (MPP) Lo Khere Chiang menempelak Ahli Dewan Undangnan Negeri (ADUN) Pending Violet Yong berhubung kritikan terhadapnya dan majlis mengenai isu dana bagi melaksanakan program pembangunan kawasan Padawan.
Kenyataan Violet bahawa MPP gagal dalam melaksanakan projek di kawasan seliaannya walaupun mempunyai dana hasil daripada kutipan cukai taksiran selain memperolehi peruntukan di bawah MARRIS tidak munasabah dan tidak benar sama sekali.
“Saya sangat marah dengan Violet kerana apa yang beliau cakap adalah sampah dan tidak ada fakta.
“Malah, saya juga kecewa terhadapnya kerana sebagai seorang wakil rakyat selama tiga penggal beliau langsung tidak tahu mengenai perkembangan semasa,” katanya pada sidang media di ibu pejabat MPP di sini, semalam.
Lo yang juga ADUN Batu Kitang memberitahu Violet patut tahu bahawa Ketua Menteri Sarawak Datuk Patinggi Tan Sri Adenan Satem telah mengurangkan kadar cukai taksiran (PBT) bagi meringankan beban rakyat.
Maka itu, ia tidak memberikan hasil yang banyak, seperti difikirkan Violet kepada mana-mana PBT termasuk MPP.
Malah, beliau berkata hasil cukai taksiran dikutip oleh MPP selama ini adalah tidak mencukupi untuk digunakan bagi melaksanakan projek pembangunan.
“Perkara ini sudah saya nyatakan berkali-kali tetapi mengapa Violet masih tidak tahu…bahawa cukai taksiran dikutip oleh MPP selama ini hanya mencukupi untuk membiayai kos operasi majlis sahaja.
“Jika kami mahu mengutip cukai taksiran bagi tujuan melaksana projek pembangunan, saya pasti ini akan membebankan rakyat,” katanya.
Lo turut berkata MPP sejak awal tahun ini telah melaksanakan sebanyak 259 projek kecil dan besar di dalam kawasan seliaannya dengan nilai lebih RM25 juta.
Justeru, beliau menyeru Violet supaya lebih menumpukan perhatian kepada membantu rakyat di dalam kawasannya tanpa perlu risau akan MPP.
“Kami sudah melakukan banyak pembangunan untuk semua rakyat di kawasan MPP berbanding Violet yang langsung tidak pernah melakukan apa-apa kepada rakyat di kawasannya walaupun sudah menjadi wakil rakyat selama tiga penggal,” katanya lagi.

Mansutka penerang nya, Chairman MPP Lo Khere Chiang madah MPP menang ba kategori Laman Web 5 Bintang enggau Anugerah Inovatif sereta Kreatif (KIK). 

“Laman web opis kunsil di beri gelar pemadu nyulut ungkup kategori Laman Web 5 Bintang 2015 Perintah Nenegri Sarawak. 

“Tim ari MPP bisi mega enggau ba Konvensyen KIK ke diatur di Sibu ba bulan Oktober 2016 lalu sida menang gelar 3 bintang Pyramid V2,” ku Lo ba aum pengarang berita kemari. 

Iya ke mega Kaban Kunsil Nengeri (ADUN) Batu Kitang madah gelar nya disua Sekretari Perintah Nengeri Tan Sri Datuk Amar Mohamad Morshidi Abdul Ghani. 

Lo nambah, ungkup taun 2017 MPP keran deka nyendia servis enggau sistem ke manah agi enti dibanding enggau 2015. 

Iya pechaya nengah sukung enggau saup rayat, juluk nya ulih dijapai. 

“Kitai deka bebendar nguji lalu nengah kerejasama ari rayat semua pemar enbggau penanggul ke ditapi MPP sigi ulih diputar,” ku iya. 

Ngenang kaul bukai, kaban kunsil MPP Wilfred Yap minta kerejasama semua orang bedaja dalam kandang kuasa MPP ngambi sama bela ngintu pemeresi. 

Ku iya, MPP nerima mayuh sebana ari orang bedaja ti madah bekal ai ke disedia ba palan bedaja enda chukup kuat. 

“Ke amat ukai ketegal bekal ai enda chukup kuat, ulah orang bedaja ti enda kiruh ngintu pemeresi nyadi pun penusah,” ku iya.

“Saya sangat marah dengan Violet kerana apa yang beliau cakap adalah sampah dan tidak ada fakta. 

“Malah, saya juga kecewa terhadapnya sebagai seorang wakil rakyat selama tiga penggal tetapi langsung tidak tahu mengenai perkembangan semasa,” katanya pada sidang media di ibu pejabat MPP di sini, semalam. 

Menurut Lo yang juga ADUN Batu Kitang, Violet patut tahu bahawa Ketua Menteri Datuk Patinggi Tan Sri Adenan Satem telah mengurangkan kadar cukai taksiran (PBT) bagi meringankan beban rakyat. 

Maka itu, katanya ia tidak memberikan hasil yang banyak, seperti difikirkan Violet kepada mana-mana PBT termasuk MPP. 

Malah, beliau berkata hasil cukai taksiran dikutip oleh MPP selama ini adalah tidak mencukupi untuk digunakan bagi melaksanakan projek pembangunan. 

“Perkara ini sudah saya nyatakan berkali-kali tetapi mengapa Violet masih ti
dak tahu....cukai taksiran dikutip oleh MPP selama ini hanya mencukupi untuk membiayai kos operasi majlis sahaja. 

“Jika kami mahu me-ngutip cukai taksiran bagi tujuan melaksana projek pembangunan, saya pasti ia akan membebankan rakyat,” katanya. 

Dalam pada itu, Lo berkata MPP sejak awal tahun ini telah melaksanakan sebanyak 259 projek kecil dan besar di dalam kawasan seliaannya dengan nilai lebih RM25 juta. 

Justeru, beliau menyeru Violet supaya menumpukan perhatian untuk membantu rakyat di dalam kawasannya tanpa perlu risau kepada MPP. 

“Kami sudah melakukan banyak pembangunan untuk semua rakyat di kawasan MPP berbanding Violet yang langsung tidak pernah melakukan apa-apa kepada rakyat di kawasannya walaupun sudah menjadi wakil rakyat selama tiga penggal,” katanya.

(本报古晋29日讯)面对朋岭区州议员杨薇讳“飞象过河”对他及巴达旺市议会的指控,巴都吉当区州议员兼巴达旺市议会主席罗克强今日作出反击,质问对方担任3届的朋岭区州议员除了炒课题,对选区做了什么呢?
罗克强今日在巴达旺常月集会后,召开新闻发布会时指出,该议会今年内总共落实259项基础设施计划,耗资的经费达2500万令吉。

自上任争取40万拨款
他解释,自从他于今年5月中选州议员之后的半年来,成功争取到40万令吉的拨款,提升10哩哥打巴达旺圣安(ST ANN)天主教堂前方沟渠,解决水患问题,同时也为10哩兰迪路的甘榜文冬(Betong)争取20万令吉拨款,兴建民众礼堂。
此外,砂州副首长拿督阿玛阿邦佐里也为该甘榜额外拨出30万令吉,同样作为兴建民众礼堂的用途,不仅如此,还额外拨出10万令吉给予当地教堂。
罗克强指出,在他争取下,明年在煤炭路也将落实40万令吉的沟渠计划,解决闪电水患问题。

“上述工程计划只是诸多计划的其中例子之一,如果是反对党赢得巴都吉当区,这一切计划将不可能会落实,难道杨氏等反对党议员能向首相拿督斯里纳吉讨到拨款,作为其选区的发展经费?”
他揶揄对方,与其关注巴达旺和巴都吉当地区的发展,不如思考她自己能为朋岭地区及人民做些什么。
针对杨薇讳质疑及指控巴达旺市议会有门牌税收入和乡区道路维修拨款理应可以做得更好一事,罗克强回应说,新生村和大富村的管辖权最近已移交予西连县议会,这等于巴达旺市议会少了200万令吉的门牌税收入。

3新村割让税收减少
加上砂首席部长拿督巴丁宜丹斯里阿迪南沙登也已经宣布减低门牌税,他解释,这让市议会的收入也随之减少。实际上,门牌税的收入并不足以应付建设发展开销。
无论如何,罗克强强调,随着本身当选巴都吉当州议员,这等于让他多了一个平台为人民争取发展。
尽管杨薇讳的指责毫无根据和偏离事实,罗克强表示﹐还是会当作是一种挑战,在明年为选区上人民做得更多。

KUCHING: All Sarawak MPs should oppose the tabling of the private member’s bill, initially proposed by PAS, to empower the shariah court in meting out criminal sentences, said a leader of BN component Sarawak United People’s Party (SUPP).
The private member’s bill to amend the Shariah Courts (Criminal Jurisdiction) 1965 Bill, better known as Act 355, was moved by PAS president Abdul Hadi Awang at November’s parliamentary sitting.
Prime Minister Najib Razak, who is also Umno president, said at his party’s general assembly in early December that the government would take over Hadi’s bill, which is scheduled for its second reading in the next parliament sitting in March.
“We have been living together all this while in peace and harmony. I’m very disturbed that Umno is saying that all BN members should support the hudud law which has been taken up by Umno,” Batu Kitang assemblyman Lo Khere Chiang told reporters.
Lo was referring to a recent statement by Umno supreme council member Ahmad Maslan that BN component parties were compelled to support the bill as they were part of the ruling coalition.
“I always respected Umno for not coming into Sarawak because Sarawakian politics is different from that of Semenanjung (Peninsular Malaysia). In Sarawak, we’ve learned to be tolerant with one another as far as race and religion is concerned.
“And I dare say that this is the reason why Sarawak has been progressive in terms of socio-economic development. I’m sure all the BN members from Sarawak will say ‘no’ to hudud,” Lo said.
Hadi’s bill proposed to increase shariah punishment caps to a maximum 30 years’ imprisonment, RM100,000 fine and 100 strokes of the cane. It had earlier sought to remove all limits to shariah punishments save for the death penalty.
Lo said such laws would not be tenable in multi-ethnic Sarawak, where over 42% of the population are Christians and Muslims make up less than 25% of the state’s population.
“Sarawak must never agree to hudud law. Not just SUPP, but everybody in Sarawak should not accept hudud law.
“Just look at Brunei. How many of us in Sarawak, irrespective of whether we are Muslim or Christian, would like to see the kind of scenario in Brunei, where one cannot even sell Christmas or Chinese New Year decorations in public,” Lo said.
He added that the state already had its rights enshrined under the Malaysia Agreement 1963, which was not open to negotiations.
“We already have a set of common laws here in this state and we have been doing very well under the Malaysia Agreement 1963. We have the freedom to practise our own religion. We are free to use English or any other language as far as Sarawak is concerned. These are the special privileges that we have and must continue to have,” Lo said.
He also disagreed with the argument by Umno and PAS leaders that the proposed laws would only affect Muslims and that non-Muslims should not interfere.
 “Malaysia belongs to everybody. If Malaysia has only Muslims and there are no other religions, then that’s different. So we cannot just say it doesn’t affect the other religious groups because it will. Malaysia consist of so many other religions.
“And if we look at our Constitution, if we look at the Malaysia Agreement 1963, it states there very clearly that we should be free to practise our religion.
“You can say that it’s only for the Muslims. But then if that is the case, don’t treat it as a law for Malaysia, whereby it is required to pass through Parliament,” he added.
Meanwhile, Lo criticised a call by Sarawak DAP leader Chong Chieng Jen early this month for Sarawak BN to leave the ruling coalition if it wished to oppose imposition of such laws and to stand up for Sarawak’s rights.
“Leaving the Barisan is not a solution to the problem. The chief minister will certainly not tell everybody to follow Umno and vote for hudud. Our chief minister would never do that. That is only political talk by Chong. I think it’s very irresponsible of him. If we are concerned about Sarawak, we should not play with fire and stir up sentiments.
Early this month, Chong had told reporters that Sarawak BN should “act soon” as Umno was at its weakest.
“Isn’t it malicious to tell Sarawak BN leaders to leave the coalition? Right now we are the only link to the BN in Semenanjung, to the big boss. What we want is to negotiate better terms for Sarawak. Because of that we cannot leave.”
Lo said both DAP and SUPP should “work together” on certain issues.
“Why? Because our interests are the same. Whether DAP, SUPP or PBB, our objectives are the same. We want what belongs to Sarawak to come back to Sarawak. There are so many things that have been lost,” Lo said.
He added that Sarawakian voters should trust Adenan’s leadership.
“In the coming parliamentary election (for Sarawak), I don’t know what is going to happen or how Malaysian politics is going to change. But there’s something I’m very sure. When the time comes, just listen to what Adenan has to say.
“And when parliamentary elections come, there is only one thing to do. You rally behind a leader who can lead Sarawak in the right direction, and that is Adenan Satem,” Lo said.
The 14th general election must be held no later than June 2018.
