Rural-urban migration compounding waste management in Sarawak, says Dr Sim

Rural-urban migration compounding waste management in Sarawak, says Dr Sim

Dr Sim presents the first prize to Team Fiasco. Lo is at second right.

KUCHING (May 27): The state is facing waste management challenges as the rural population continues to migrate to urban areas, said Deputy Premier Dato Sri Dr Sim Kui Hian.

He said improving waste management involves not only government planning and infrastructure, as other stakeholders have to play their part as well.

“The MPP (Padawan Municipal Council) only collects RM20 million a year in assessment from 60,000 houses, and they spend RM8 million for waste management. This excludes grass cutting, street lighting, potholes, repairs and so on,” Dr Sim said at the Mural Wall Art Painting prize-giving ceremony here today.

According to him, this showed Sarawak has tried to keep its assessment rates among the lowest council rates in the country through government subsidies.

He said without the government’s funding for staff and workers’ salaries, MPP would be unable to cover the cost of its services as this exceeded the RM20 million assessment rates collected annually.

He called on everyone to play a role in protecting the environment.

“We need everyone’s effort to make it work. We need to educate the public – you need to do your part and roles. As Sarawak is part of the United Nations Sustainable Development Goals to achieve healthier, sustainable living for the community.

“Last year, during the vaccination drive, when the rubbish collection workers got Covid-19 and people realised there’s nobody to collect rubbish, people realised the importance of rubbish collectors,” he said.

As such, he said awareness campaigns such as the wall mural competition are necessary.

He congratulated organisers MPP, Trienekens (Sarawak) Sdn Bhd, and MJC City Development Sdn Bhd for hosting this event.

MPP chairman Batu Kitang assemblyman Lo Khere Chiang said the competition themed ‘My City, My Home, Clean and Green’ was meaningful and urged MPP folk to share the council’s vision and aspirations to keep the city clean, green, and vibrant at all times.

Team Fiasco won the first prize of RM3,000, while second placed Joan Law received RM2,500, and RM1,500 went to Team PSV IGKTAR for coming in third.

There were also five consolation prizes of RM500 each.

SUPP rep fires back at DAP over renewed Sarawak bankrupt claim

SUPP rep fires back at DAP over renewed Sarawak bankrupt claim

KUCHING (May 20): Penang will go bust before Sarawak if DAP’s reason for claiming that Sarawak will be bankrupt was true, Batu Kitang assemblyman Lo Khere Chiang said.

Reacting to Sarawak DAP chief Chong Chieng Jen’s claim that Sarawak had averted bankruptcy when it decided to scrap the light rail transit (LRT) project three years ago, Lo said the state was never on the verge of going bust due to its state reserves.

The Sarawak United People’s Party (SUPP) rep compared the cost of the state project here, which has now been replaced with the autonomous rapid transit (ART) system, and Penang’s controversial undersea tunnel.

“Sarawak has a reserve of RM30 billion and still has RM29 billion even today. Penang, as far as I can remember, only has less than RM2 billion.

“Penang’s undersea tunnel cost RM6.3 billion, while our ART is estimated to cost RM6 billion. Based on that analogy, Penang should go bankrupt first and not Sarawak,” he told a press conference on the sidelines of the State Legislative Assembly sitting today.

Lo pointed out that the proposed ART was now in the planning stage as part of the Kuching Urban Transportation System, which involves the development of the Samarahan Line covering a distance of about 28km from Rembus to the city centre and the 24km Serian Line from 12th Mile Kuching-Serian Expressway to the Isthmus.

The project is expected to be operational in 2025, he said.

DAP national chairman Lim Guan Eng, who is also Penang former chief minister, had infuriated Gabungan Parti Sarawak (GPS) leaders in June 2019 when he claimed that Sarawak would go bankrupt in three years.

Yesterday, Chong defended Lim, claiming that Sarawak did not go bankrupt because the state government had called off the LRT project which would have cost tens of billions of ringgit.

Lo today also told Chong and Lim to stay away from Sarawak and apologise to the people for their broken promises when it was part of the Pakatan Harapan government.

“Pakatan Harapan (PH) slashed three major bridge proposals in Sarawak costing hundreds of millions of ringgit. PH even has the cheek to slash the budget for grass cutting from Kuching to Lawas from RM1 billion to RM900,000. Who is the finance minister then? Lim Guan Eng. DAP. ” he said.

“Promises made including the recognition and the return of all rights under MA63 (Malaysia Agreement 1963) were conveniently brushed aside with the excuse that PH manifesto is not the bible. Such is the haughty attitude of PH and DAP.”

Deputy Minister: Dual carriageway planned for Jalan Batu Kitang-Stephen Yong

Deputy Minister: Dual carriageway planned for Jalan Batu Kitang-Stephen Yong

Aidel Lariwoo

KUCHING (May 20): Plans are in place to upgrade Jalan Batu Kitang towards Jalan Datuk Stephen Yong into a dual carriageway, said Aidel Lariwoo.

The Deputy Minister for Infrastructure and Port Development said it is part of the Proposed Inner Ring Road Kuching Division under Package D.

“The design has been completed and the construction of the proposed road will be submitted under the Mid Term Review in 2023 for consideration,” he said in reply to Lo Khere Chiang (GPS-Batu Kitang) during the question-and-answer session at the State Legislative Assembly (DUN) sitting today.

According to Aidel, Package D covers the upgrading of 9km of existing carriageway from Batu Kawa Road junction to Mile 7 junction to a U5 dual carriageway.

He said there are five packages being proposed under this project — two currently under construction, while Package D is one of three packages still under design or ready for tender process.

“Public Works Department (JKR) Sarawak will submit the remaining packages for consideration to increase the 12th Malaysia Plan ceiling under Mid Term Review and will proceed to tender upon receiving approval,” he said.

The two packages that are now under construction are Package B, which is the upgrading 7.75 km long existing single carriageway to dual carriageway from the Mardi/Sultan Tengah roundabout to Demak/Gersik Roundabout to U5 dual carriageway, and Package C, which is the upgrading of the 12.5km existing carriageway to dual carriageway and three RC bridges (Sungai Semenggok, Sungai Keranji, and Sungai Kuap) from Mile 8 Kuching-Serian Road to Kuching Outer Ring Road roundabout to U5 dual carriageway.

Lo (left) and Pang debating on the Land Code (Amendment) Bill 2022 today (May 18, 2022) during the DUN sitting. .

By Lian Cheng

KUCHING, May 18: To demonstrate the extent of benefits and importance of the Land Code (Amendment) Bill 2022, Batu Kitang assemblyman Lo Khere Chiang revealed that telecommunication company Digi pays RM598 million annually for its spectrum licence and an additional RM51 million to the Malaysian Communications and Multimedia Commission (MCMC).

He opined this is the time for Sarawak to take control of what belongs to it to ensure that parties using Sarawak’s airspace pay for its use.

“The Land Code (Amendment) Bill 2022 which includes both the airspace above Sarawak and the land below our sea is to ensure the need (sic) to strengthen our rights in order to have control over our airspace including but not limited to our spectrum.

“The airspace spectrum covers anything that goes above the air, for example, power cables, telecommunications etc, of which we can have it licensed for our benefit via our State Planning Authority (SPA).

“As it is for now, under federal laws, with regards to the column of air space, companies have to apply to the federal government for use of Sarawak airspace or below the sea. With the amendment of the Land Code, they must seek approval from Sarawak first,” said Lo when debating on the Land Code (Amendment) Bill 2022 tabled by Deputy Minister in the Premier of Sarawak’s Department (Law, MA63 and State-Federal Relations) Datuk Sharifah Hasidah Sayeed Aman Ghazali in the State Legislative Assembly (DUN) here today.

Meanwhile, Tanjong Batu assembly Johny Pang said he could foresee the potential for Sarawak to generate new sources of revenue from carbon storage and spectrum use in Sarawak’s airspace.

Sarawak as an oil and gas producing region for over a century has many depleted oil and gas reservoirs which can be used for carbon storage, he noted.

“With the passing of this Bill, our GPS (Gabungan Parti Sarawak) government can impose charges for the injection of carbon dioxide gases into our onshore or offshore depleted oil and gas reservoirs.

“According to research conducted by Rystad Energy, spending on carbon capture storage internationally will quadruple in the next three years. Hence we can see the potential of another new source of revenue for our beloved Sarawak,” said Pang when debating on the Bill today.

Sharing similar sentiments as Lo, he said taking over control of Sarawak’s airspace will mean all telecommunications companies have to pay for spectrum allocations.

Touching on the telecommunications spectrum, Pang opined that Sarawak which is located outside the Ring of Fire, with its sufficient availability of water sources for cooling of systems and also sufficient land to accommodate big data centres, should promote Sarawak as a data hub. — DayakDaily

Batu Kitang rep slams MOE for being slow to give approval for school renovation using RTP funds

A screengrab of Lo joining in the debate over the TYT's address which was livestreamed by Sarawak Public Communications Unit (Ukas).

By Karen Bong

KUCHING, May 19: Batu Kitang assemblyman Lo Khere Chiang has taken a shot at the federal Ministry of Education (MOE) for dragging its feet in approving the renovation of facilities for a school in his constituency using Rural Transformation Programme (RTP) funds.

When debating the Yang di-Pertua Negeri Sarawak’s address, Lo said that he had initially allocated RM200,000 from his RTP allocation for SJK Chung Hua Chong Nam at Mile 8.5 Jalan Batu Kitang to convert its basketball court into classrooms as there was a classroom shortage to meet the demands of a growing student population.

“But I was told that the school needed to get the green light from the federal Education Department (sic) in order to carry out this project.

“However, till today, we are still waiting for approval. This is most unfortunate,” he said in the Sarawak Legislative Assembly (DUN) sitting here today.

The federal government, Lo claimed, has siphoned RM80 billion of Sarawak’s oil and gas, but returned only the minimal, while the allocation from the federal government was barely enough to meet the needs of schools and education development in the State.

“Now that we decided to use our own RTP allocation to make life easier for the school, we were told that we need to seek their permission and approval first.

“I strongly urge the federal government to give Sarawak’s autonomy on education back to Sarawak along with the funds allocated for Sarawak so that we can run our schools and syllabus better, instead of having to wait for their approval which could take months,” he said.

Lo also claimed there were no such issues in the past until Pakatan Harapan (PH) took over the federal government for 22 months which saw not only billions of ringgit in projects terminated, but promises on the return of autonomy on education and health were never realised.

“It was a dark period for Sarawak. I applaud the Premier (Datuk Patinggi Tan Sri Abang Johari Tun Openg) for holding onto the reins to reengineer Sarawak’s economy and he has brought Sarawak to a new level of financial independence.

“The entire population of Sarawak have realised how important it is for all in Sarawak to stick together under GPS (Gabungan Parti Sarawak). As the saying goes, unity is strength and GPS’ winning of 76 out of 82 seats in PRN12 (12th Sarawak Election) is proof of GPS’ solid foundation, unity and strength,” he added. — DayakDaily

Revenue without destroying forest carbon credit

Revenue without destroying forest carbon credit

WITH the Forests (Amendment) Bill 2022, Sarawak will have better management of the forest be it waterfalls, water catchment or educational facilities and it can gazette these areas.

This was said by Lo Khere Chiang (GPS-Batu Kitang) in support of the Forest Amendment Bill 2022.

“The Amenity Forest allows forest carbon credit to be traded not only for domestic markets but also for international markets.

“Through such avenues, we can have revenue without destroying our forest carbon credit and we need to strengthen this through Forest Amendment Bill,” Lo said.

Lo pointed out that Sarawak had a lot of forests that needed to be protected with the fact that 60 per cent of our land is covered by forest.

“Sarawak remains committed to support and contribute towards Malaysia’s targets under the Paris Agreement climate change and Kyoto Protocol 1997 which main objectives is to reduce the emission of greenhouse gas by helping the country meet its National Determined Contributions (NDCs) to reduce carbon emissions.

“We have put in place the necessary strategy to ensure development does not adversely affect the environment,” Lo added.

He stated that the Forest Amendment Bill 2022 could ensure whoever that wanted to produce carbon should pay for it through licensing and from there, Sarawak would be able to market it.

arrow_forward_ios前往頁面

Lo expects smooth sailing SUPP triennial general meeting

Lo expects smooth sailing SUPP triennial general meeting

Lo speaking to the press after officiating a health screening activity at a basketball court at Arang Road in Kuching.

KUCHING (May 16): Sarawak United Peoples’ Party (SUPP) assistant publicity and information secretary Lo Khere Chiang expects a smooth sailing SUPP triennial general meeting (TGM) which is scheduled for May 21-22 at the SUPP headquarters here.

“I don’t foresee any problems in our upcoming triennial general meeting and party elections,” he said when asked to comment on the party upcoming TGM during a health screening activity at a basketball court at Arang Road here.

Lo, who is Batu Kitang assemblyman, believed that all the delegates present during the TGM will continue to stand behind and support party president Dato Sri Dr Sim Kui Hian to continue leading the party.

“I am confident that within the party SUPP, we are all very united and we will support our party president. We will think of the party first and not for ourselves,” he said.

Lo added that even if there are contests for the party’s posts during the TGM, it would be for the benefit of the party.

He said it is pertinent for party members to be united so that it could convince the public to support the administration of the ruling Gabungan Parti Sarawak (GPS) coalition to bring the state to greater heights.

“If we want to talk about gaining back Sarawak rights and taking back our resources, we must put Sarawak in a strong political position within Malaysia.”

Thus, Lo said SUPP, as well as other component parties of GPS, must stay united in support of the strong GPS coalition.

Besides SUPP, the other component parties in GPS are Parti Pesaka Bumiputera Bersatu (PBB), Parti Rakyat Sarawak (PRS) and Progressive Democratic Party (PDP).

Lo also hoped GPS would mimic its electoral success in the 12th Sarawak state election in the coming parliamentary general election.

SUPP TGM expected to be smooth

SUPP TGM expected to be smooth

KUCHING: The Sarawak United People’s Party’s (SUPP) Triennial General Meeting (TGM) schedule to be held this month will be a smooth one, said Batu Kitang assemblyman Lo Khere Chiang.

He was confident that party members would place the party above self-interest as party members were more united than before.

“I can’t tell for sure. Because I’m not the party president. But I am confident that within SUPP, we are all very united.

“We will support our party president Datuk Seri Dr Sim Kui Hian. All of us will think for the party, and not for ourselves. This is important,” he told reporters when met at the Health Talk and Screening programme at the Indoor Basketball Court, Taman Flora Indah, Jalan Arang yesterday (May 16).

Lo, was asked to comment on whether there would be any keen contests for party’s key positions during the TGM.

He said he did not foresee any problems in the meeting as party members would be behind their party president.

“Even if we do, even if some of us do fight for positions, I believe it will be for the benefit of the party,” he said adding that not only SUPP, but other component parties in Gabungan Parti Sarawak (GPS), must be united too for the common good of all Sarawakians.

“If we want to talk about gaining Sarawak’s rights and resources back and putting Sarawak in a strong political position within Malaysia, I think GPS must be united first.

“And for GPS to be united, SUPP must be united first, together with all the other component parties.”

Meanwhile, the annual Health Talk and Screening programme was organised by the Sungai Maong Methodist Church in collaboration with the Komuniti Rukun Tetangga (KRT) Taman Flora Indah for the nearby residents in Taman Flora Indah and Jalan Arang.

Free health screening was provided such as checking of blood pressure, cholesterol and blood sugar level.

Also present was Sungai Maong Methodist Church Reverend Timothy Ling.

We’ll not be confrontational

We’ll not be confrontational

KUCHING: The Sarawak government, while negotiating for the return of more of its powers under the Malaysia Agreement 1963, will continue to find ways to improve its economy for the benefit of its people.

Batu Kitang assemblyman Lo Khere Chiang said the state under the leadership of Premier Datuk Patinggi Tan Sri Abang Johari Tun Openg knew how to find the extra revenue for the state.

“Our leaders know that we cannot go on a confrontational approach with Malaya, instead we should hold talks to get back what is due to us lawfully.

“At the same time, our Premier is very smart, he knows how to look for money. And if we have money, our population will be well-off and live comfortably.

“Plus, if we have money, we have political strength. Our negotiation powers will also improve,” he said at the Health Talk and Screening programme at the Indoor Basketball Court, Taman Flora Indah, Jalan Arang yesterday (May 16).

Citing an example, he said, under Abang Johari, the Bakun hydroelectric dam was now under the full control of the state government and had helped the state to generate some income.

“And now Sarawak Energy is teaming up with Indonesia to help them build more dams.

“Just like Singapore, they have fewer trees, do not have oil and gas, but they sell their knowledge, so Sarawak is doing the same; we are selling our knowledge and our expertise to Indonesia to help them build dams,” he said.

He added that part of Sarawak’s revenue also came from selling electricity to Indonesia.

“In addition, we will produce hydrogen and methanol in the near future.

“On hydrogen alone, Sarawak is working with Korea to produce the gas and furthermore it can be compressed into liquid which can then be exported to Korea, Japan, China and other parts of the world.

“We can make money. And this is what our Premier is doing. That is the brilliant part about our Premier.

“So, when Sarawak is rich, we are all comfortable,” said Lo.

RM7 mln mitigation project will improve drainage in Stakan

RM7 mln mitigation project will improve drainage in Stakan

KUCHING: The Stakan River Flood Mitigation Plan, valued at RM7,460,304, will expand the drainage area from three metres to 12 metres at a depth of 36 feet.

Padawan Municipal Council (MPP) chairman Lo Khere Chiang said the project was the first effort to enlarge the drainage system involving the Stakan river to prevent floods.

According to him, the location of the Sungai Semenggoh bridge was chosen to control excess water starting from the downstream area as it became the flow centre to the Stakan river route, Batu 7 market waters, Pan Borneo route, and also the original tributaries nearby.

“The project through the Department of Irrigation and Drainage (DID) will enlarge the Stakan river drainage drain to 12 meters with a height of 36 feet, where the drain walls are formed using concrete, thus preventing soil subsidence and collapse.

“This project has already been discussed in the MPP meeting on Thursday (May 12) so we came to the location to see for ourselves the progress which was handed over to the contractor on April 11 and which was expected to be fully completed in the next two years,” he said when met by reporters at the Semenggoh bridge, Stakan, here, yesterday (May 13).

He hoped the drainage problem in the Stakan area would receive attention and be able to obtain the appropriate allocation to improve the drainage system in the area.

He further said such projects were able to control floods, water reservoir problems due to heavy rains and help control water retention as well as protect the surrounding areas from floods.
