HOUSE REPAIR PROGRAMME FOR THE POOR IN N13 BATU KITANG



The Minor Rural Project – Programme House Repair For The Poor in Sarawak is a program under the Gabungan Parti Sarawak (GPS) to assist the poor. This house repair programme is the brain child of YAB Chief Minister of Sarawak aimed at speeding the implementation of MRP projects to benefit the rakyat especially the poor households who need a proper and safe shelter.

Under this MRP - Programme House Repair For The Poor In Sarawak or in Bahasa Malaysia “Program Penambahbaikan Rumah Rakyat Miskin Sarawak (MRP-PPRMS)”, each State Assembly Representative (Ahli Dewan Undangan Negeri (ADUN)) under GPS are allocated a fund of RM1 million to implement house repair works for the poor in their constituency.



The house repair is only for poor households and the maximum amount of repair works for each house is RM15,000.00. A committee is set up in the N.13 Batu Kitang Service Centre to identify, select and decide on the recipients and types of house repair works. The poor regardless of race, registered in e-Kasih and households under the Bottom 40 (B40) group with household income are eligible to receive the house repair assistance. The Ketua Kampung and the AJJK Kampung also assists in the identification and selection of recipients of the house repair assistance. The house repair works are carried out by contractors or on gotong-royong basis.  Thirty-five (35) houses in N.13 Batu Kitang area have been repaired for the first quarter of 2019. The house repair works Phase 1 comprising 35 houses were completed in April 2019. Phase 1 of the house repair project comprises of the followings:

Phase 2 of the house repair for the poor in N.13 Batu Kitang shall commence after Hari Raya. The committee have identified another over 30 poor housesholds in N.13 Batu Kitang constituency area. Phase 2 shall focus on house repair for the poor in areas which were not included in Phase 1 such as Kpg Betong, Kpg Sandong, Kpg Tematu, Kpg Semeba, Kpg Bukit Panchor and Kpg/Jalan Batu Kitang area.

The symbolic ceremony was held this morning to hand over the 4 families in Kampung Bumbok whose house have been repaired. The 4 recipients of the house repair assistance completed house are Puan Ani Anak Nois, Encik Peet Ak Jotem, Encik Beer Anak Katut and Puan Kumeh Anak Lojap. YB Ir Cr. Lo Khere Chiang, ADUN N.13 Batu Kitang handed over the completed house repairs to the 4 families. The house repair works comprises repairing the roof, ceiling, floor, walls, toilets, doors and windows. All the recipients were happy with the house repair works.  YB Ir Cr Lo Khere Chiang, ADUN N.13 Batu Kitang and MPP Chairman expressed his thanks to YB Chief Minister of Sarawak for this noble house repair programme to assist the poor and alleviate poverty in Sarawak.

(古晋28日讯)2019年巴达旺婆罗洲高原大自然挑战赛将于10月20日(星期日)举行,欢迎热爱大自然运动爱好者踊跃报名参与。
此项挑战赛乃由巴达旺市议会主办,并交由Grit Event活动策划单位去筹办。
巴达旺市议会主席罗克强在活动新闻发布会上指出,作为巴达旺市议会常年度活动,主办目的旨在让热爱大自然的运动好手,藉由竞赛过程投入大自然怀抱,同时将巴达旺山区优美环境面貌完美收入眼帘。
婆罗洲高原度假村也将提供每位参赛者20巴仙折扣固本,让他们在赛后的6个月内享用住宿优惠。
巴达旺市议会主席罗克强州议会在发布会时指出,赛会分成多个组别,其中包括6公里Simangas瀑布公路挑战赛、16公里公路跑挑战赛及10公里山路跑挑战赛。

这座氢气厂及氢气燃料补给站位于砂拉越电力供应有限公司朋岭办事处,是砂能源集团、砂拉越经济发展局及中企林德中国(Linde Group)合作的项目。砂政府去年拨款1000万令吉,作为氢气燃料项目的研究及发展(R&D)用途。
砂首长拿督巴丁宜阿邦佐哈里今日为这座氢气厂及氢气燃料补给站主持开幕礼,在场包括砂副首长丹斯里詹姆士玛欣、砂能源公司主席拿督阿玛阿都哈密瑟巴威及砂拉越经济发展局主席丹斯里阿都阿兹。
砂拉越第一辆氢气动力巴士也现身今日开幕礼,该巴士是由佛山市飞驰汽车制造有限公司制造,惟陆路交通局尚未批准上路,目前暂未开放给公众使用。
阿邦佐哈里参观氢气厂后,前往氢气燃料补给站为现代(Hyundai)Nexo氢气动力汽车补充燃料,然后还亲自试驾,感受氢气燃料带来的动力。他随后也登上氢气动力巴士,参观内部设计。
另外,哈密瑟巴威致词时表示,今日开幕的氢气厂及补充站完全根据安全准则建造,符合各单位条规、标准及规格,是属于世界级的工厂设施。
他指出,氢气厂的中压桶可储存最多150公斤,或500块(Bar)氢气,而高压桶可储存最高900块氢气。目前古晋有5辆氢气动力交通工具,分别是3辆巴士及2辆汽车。
他希望本地将有越来越多氢气动力交通工具,让砂拉越全面朝向绿色能源发展。

KUCHING: Batu Kitang assemblyman Lo Khere Chiang has blasted Kota Sentosa assemblyman Chong Chieng Jen for being so ignorant about the federal government’s Malaysia Road Record Information System (Marris) allocation.
Lo, a three-term elected representative, said Chong did not understand that Padawan Municipal Council (PMC) had to maintain more than 1,500km of roads in its jurisdiction.
“To tar seal 1km of road with 4-inch premix requires RM200,000. We only received RM27,500 per km Marris’ allocation from the federal government. I want to know how we can maintain 1,500km of roads with only RM27,500 per km,” Lo said in a statement received here yesterday.
Lo, who is also PMC chairman, said Chong was saying there is a RM600 million fund under Marris with the Public Works Department (JKR), which the council could use to maintain roads under its jurisdiction.
He said the actual figure received for 2018 was RM516,728,540 for the maintainance of all state roads totalling 13,880km.
Hence, if RM516,718,540 is divided by 13,880km (of state roads), it means RM37,228.28 per km, which is way below the RM200,000 needed to tar seal a km of road.
“No wonder there is not enough money to repair roads due to erosion and embankment failures along Jalan Puncak Borneo, Jalan Kampung Karu and many more.
“What a laughing stock the Pakatan Harapan (PH) government must appear to everyone when the Works Minister even sugested that this meagre fund could be used to maintain federal roads as well,” he said
Lo added that the federal government was supposed to review the road grants to Sarawak once every few years. That seemed to be not the case now. The prices of goods have gone up while the nation’s economy is getting from bad to worse.
He said while the previous Barisan Nasional (BN) government did not review the Marris allocation, the PH government not only did not review it (allocation) but it is also cutting development grants for the community hall and hawker centre in Kpg Haji Baki.
“We (PMC) do not have enough funds to develop areas in our jurisdiction, which is bigger than Penang. Nothing has been coming back to Sarawak in terms of tourism tax, 50 per cent income tax revenue, and 20 per cent oil royalty,” he added.

Lo, who is also PMC chairman, said their annual assessment rates was RM23 million. Emoluments for its 450 staff is RM19 million, rubbish collection RM7.9 million, and desludging service RM2.5 million.
He said they received RM2 million development grant from the Sarawak government to carry out drain and road improvement works.
“The cost of maintenance is always a challenging issue. Nobody would dispute this. It’s high.
“If the council were to collect more than the present assessment rates to meet all the development needs, the rate payers will surely feel the pinch.
“Even now making ends meet is already hard enough. We do not want to burden them with further assessment rate increases. We try to keep it as low as we possibly can,” he said.
Lo said Aziz should help the Sarawak government to shout at his bosses in Putrajaya to give Sarawak its oil revenue instead of telling ratepayers to pay more.
“Aziz should go to Prime Minister Tun Dr Mahathir Mohamad and Finance Minister Lim Guan Eng telling them to keep to their promises; to return 20 per cent oil royalty, to return 50 per cent taxes and to return all rights and privileges enshrined under MA63 to Sarawak,” he said.

KUCHING: Batu Kitang assemblyman Lo Khere Chiang was very unhappy with the fact that Padawan has been identified as one of the districts with the highest drug abuse cases in the state.
He blamed illegal gambling as the cause of the high inflow of drugs into the district.
“It was discovered that children who are hooked to illegal gambling also peddled drugs to pay their debts. And due to the high interest charged on the debts, the children have no qualms about peddling drugs, albeit in small amount.

“But big or small it is still drugs and those who bought the drugs are young too. So, it is a must that the authorities concerned sit down and discuss how to eliminate it. It is a matter of great urgency before the matter becomes too big to tackle,” Lo said.
He also pointed out that parents and schools are the eyes and ears on drug abuse, so parents must report any case they know of and not to pretend that they do not know, otherwise the matter can get out of control one day.
“I know that every school wants to keep its reputation intact but if there are students involved, it is the school’s responsibility to report the matter. This is also to help the drug addicts to kick their habit instead of getting more of their friends involved,” he said.
Lo added that in Batu Kitang, his committee had conducted anti-drug programmes with Puspen (anti-drug movement) to help inmates learn to make handicrafts.
“We do what we can to help them find meanings in their lives. Through such programmes, we hope the inmates can continue pursuing what they have learned. They can make a living for themselves,” he said.
Lo also said that besides helping these inmates, the authorities must get to the root of the problem.
“The community leaders must also dare to speak out and work with the police to fight the drug menace in their villages. Giving in to the drug peddlers out of fear will worsen the situation,” he pointed out.

KUCHING, May 23: Padawan Municipal Council (MPP) chairman Lo Khere Chiang opines that Kota Sentosa assemblyman Chong Chieng Jen is “ignorant about Marris (Malaysian Road Record Information System) allocation”.

Lo revealed that MPP maintained more than 1,500km of roads, and the cost to tar seal one kilometre of road with four-inch thick of premix is RM200,000.

“MPP only received RM27,500 per km from the federal government under Marris. How do we maintain RM1,500km of roads on RM27,500 per km efficiently?” asked Lo in a press statement today.

Lo, who is also Batu Kitang assemblyman, was responding to a statement by Chong, who said there was RM600 million under the Marris Fund for the state Public Works Department (JKR) and that MPP could use them to maintain roads under its jurisdiction.

The exact amount for 2018 is actually RM516,728,540, and it is meant for the maintenance of all state roads totalling 13,880km by JKR, said Lo. This averaged out to be RM37,228.28 per km.
“(But) to seal 1km with 4-inch thick premix costs RM200,000. 
How does JKR maintain all 13,880km of state roads with just RM37,228.28 per km?

“No wonder there is not enough money to repair road erosion and embankment failures along Jalan Puncak Borneo, Jalan Kampung Karu and more.

“What a laughing stock the Pakatan Harapan (PH) government must appear to everyone when Works Minister (Baru Bian) even suggested these meagre funds be used to maintain federal roads as well,” said Lo.

He pointed out that the federal government was supposed to review the road grants allocated to Sarawak once every few years, but that has not been the case.

“Prices of goods have gone up and our economy is worse than before. Barisan Nasional (BN) did not review the Marris allocation. PH not only did not review but is cutting development grants to my Haji Baki Dewan and hawker centre.

“Due to the incompetence of PH in fulfilling their election promises to restore our rights fully under MA63 (the Malaysia Agreeement 1963) and to return our oil money, MPP does not have enough development funds. The size of MPP alone is huge, bigger than the entire island state of Penang.”

KUCHING, May 23: Padawan Municipal Council (MPP) chairman Lo Khere Chiang says despite a tight budget, the council would not burden the people by increasing assessment rate.

MPP’s annual assessment rates collected, he added, totalled RM23 million, and the council’s expenditure on emoluments for 450 staff is RM19 million.

“Rubbish collection is RM7.9 million. Desludging services take up another RM2.5 million. Each year, we get RM2 million development grants from the state government to carry out drain and road improvements,” said Lo in a statement today.

If the council were to increase assessment rates to boost its development funds, the ratepayers would suffer, he reckoned.
“After GE14 (14th general election last year), making ends meet for our people is already hard enough. We do not want to burden them with further assessment rate increases. We try as far as possible to keep it as low as we possibly can,” he said.

Lo said this to rebut Sarawak DAP Socialist Youth publicity secretary Abdul Aziz Isa, who said that Lo should not expect the federal government to bear the cost of building Dewan Kampung Haji Baki and Hawker Centre that was promised by former Prime Minister Datuk Seri Najib Razak, who pledged RM1 million in allocation in 2016.

Aziz suggested that Lo should build the two facilities by using the ratepayer’s money or request financial assistance from the Sarawak government.

Lo, in return, urged Aziz to help Gabungan Parti Sarawak (GPS) by asking his ‘political masters’ in Putrajaya to return the state’s oil money.

“Whose fault is it that MPP is very much underdeveloped and cannot collect enough revenue? Malaya, of course! They have taken all our petrol and gas profits and only give us peanuts in return, a miserable five per cent. All the more that federal government should help pay for the Dewan Haji Baki and Hawker Centre projects.

“Let me remind Aziz that GE14 was in May 2018. Why is he imitating his political masters by going after RM1.8 million projects when his own government has billions of Sarawak oil and gas money yet to be returned to Sarawak?” Lo asked.

Lo opined that Aziz is in the dark about public administration and is a “little too arrogant” for someone with almost no real working experience.

He said this in response to statements by the special assistant to Domestic Trade and Consumer Affairs Deputy Minister Chong Chieng Jen dated May 4 and May 22 who claimed that he (Lo) doesn’t understand the concept of public administration concerning the back-and-forth arguments on a RM800,000 new hawker centre.
“For someone who has almost zero working experience in the real workforce, Aziz is a little too arrogant. His assumption and administrative knowledge appears to be copied from one of his university lecture notes. In real life, without the availability of funds, the textbook concept falls apart,” he said.
Lo further elaborated on factual information on the finances of MPP to school Aziz.

Lo added that instead of telling ratepayers to pay more from assessment rates to build Haji Baki hall and hawker centre, Aziz should help Gabungan Parti Sarawak (GPS) to shout at the federal government to return the state’s oil profit.

He also mentioned that the Member of Parliament (MP) for Kota Sentosa Chong Chieng Jen, a three-term member, is ignorant about Malaysian Roads Record Inventory System (Marris) allocation from the federal government.

Given that to seal one kilometre with 4-inch thick premix costs RM200,000, the fund (RM516,728,540) could only cover around 2,500km and not the whole 13,880km roads in the state.
“No wonder there is not enough money to repair road erosion and embankment failures along Puncak Borneo Road, Kampung Karu Road and so on. What a laughing stock when the Works Minister even suggested these meagre funds be used to maintain federal roads as well,” he uttered.
Lo continued, “The Federal government is supposed to review the road grants allocated to Sarawak once every few years but that has not been the case. Prices of goods have gone up and our economy is worse than before.
“Previously, the Barisan Nasional (BN) government did not review the Marris allocation. Meanwhile, the current PH government not only did not review but is also cutting development grant for my Haji Baki Hall and Hawker Centre projects.”
Lo also blamed the PH government’s incompetence in fulfilling their election promises to restore Sarawak rights fully under Malaysia Agreement 1963 (MA63) and to return its years of oil profit which consequently leads MPP to not have enough development funds.
He also mentioned the need for equitable distribution of development funds as the size of MPP alone is bigger than the entire island state of Penang.
“So far nothing has been coming back to Sarawak in terms of return of tourism tax, 50 per cent of income tax revenue, 20 per cent of petrol royalty and so on,” he commented.
