Only highly-graded contractors will be considered — MPP

KUCHING: Only contractors graded highly by Padawan Municipal Council (MPP) will be awarded projects through open tender next year.

Chairman Lo Khere Chiang said this new policy was set to raise the quality of MPP’s public service delivery system.

“We must ensure that the contractors to be engaged in implementing our projects be of certain quality, in line with the improvement in the quality of our public service delivery.

“Therefore, we will rate the contractors, awarding projects only those graded A and B. Through this way, we hope that the current contractors would raise their standards towards reaching grades A and B,” he told reporters after chairing MPP’s monthly meeting in Kota Padawan near hereyesterday, which also saw his deputy Dr Zaiedi Suhaili, secretary Andrew Joris and administrative officer Faridah Ismawi attending.

On a separate subject, Lo announced that the council had formed a specific team to deal with potential floods hitting areas under its jurisdiction in the coming days and weeks.

He said this team would report to the State Ops Room upon identifying any areas that were inundated.
The team, he added, would also be indirectly involved in providing aid and relief to flood victims.

“We anticipate that many areas under MPP could be flooded if downpour continued over the next several days. Resident can contact our hotline 013-8025566 in helping to report on any affected areas,” he said.

KUCHING: Majlis Perbandaran Padawan (MPP) telah menubuhkan pasukan yang akan berperanan mengenal pasti serta melaporkan mengenai kawasan-kawasan di kawasan seliaannya yang mengalami banjir. 

Pengerusi MPP Lo Khere Chiang (gambar) berkata persiapan berkenaan adalah untuk membantu orang awam khususnya di kawasan seliaan MPP menghadapi kemungkinan banjir. 

“Pasukan MPP ini akan sentiasa bersedia membantu mengenal pasti serta melaporkan kepada bilik gerakan negeri jika terdapat kawasan yang mengalami banjir. 

“Kami tidak terlibat secara langsung dalam usaha menghadapi banjir ini tetapi merupakan rakan kepada jawatankuasa gerakan banjir negeri dan kami mahu menyediakan bantuan sewajarnya kepada penduduk di kawasan kami,” katanya. 

Beliau berkata demikian pada sidang media selepas mempengerusikan mesyuarat bulanan MPP di ibu pejabat MPP, Kota Padawan dekat sini semalam. 

Dalam pada itu, Lo turut menasihati penduduk terutama di kawasan MPP yang menghadapi banjir agar segera menghubungi talian hotline MPP di nombor 013-8025566 yang dibuka 24 jam. 

Katanya MPP bersedia membantu jika berlaku kejadian banjir di kawasan seliaannya dengan memastikan ia mendapat bantuan daripada agensi serta pihak yang bertanggungjawab. 

“Kami menjangkakan banyak kawasan di kawasan seliaan MPP akan menghadapi banjir jika hujan lebat turun tanpa henti. 

“Untuk itu, kami akan membantu dengan mengenal pasti kawasan terjejas dan melaporkan kepada pihak berkuasa berkenaan,” katanya.

Lo Khere Chiang: Taman Hillside a lesson for OP violators

KUCHING: Home owners are advised against illegal extensions as it will jeopardise the safety of their home’s structure, said Padawan Municipal Council (MPP) chairman Lo Khere Chiang.

This is even more so if it were done on a flat because the whole structure might collapse, thus harming the unit owner and all occupants in the flat, he said.

“Home owners who wish to extend their homes should get a permit from the council to ensure what they are modifying or adding on will not affect the building’s structure. We are stressing on the safety of the building,” said Lo at the Occupation Permit (OP) handing-over ceremony for Taman Hillside residents at Sinar Serapi Eco Theme Park Resort yesterday.

He pointed out that this was one of the causes that led to residents there not getting their OP.

“OP for a building will only be issued if all the stipulated requirements under By-Law 21(1) (a) and (b) of the Fourth Schedule of Building Ordinance 1994 have been fulfilled. The council has written to the developer on November 2004 and advised them on the offence to occupy a building without a permit and the offence of letting out and sale of unauthorised building.

“Unfortunately, the developer failed to adhere to the council’s advice and continued to allow the purchasers to occupy the houses even when the developer is aware that no OP has been issued.”

Without an OP, the residents faced complications and hardship in getting electricity and water supply to their homes, he said.

Since 2004, after a few dialogue sessions with the developer and residents of Taman Hillside, the Ministry of Local Government and Community Development finally agreed for the council to issue OP to the first batch of 61 terrace houses this year. For the next batch, it will be done individually from time to time, he said.
A total of 315 unit owners in Taman Hillside were affected by the no-OP issuance. They were mainly flat units and also terrace houses.

Meanwhile, Assistant Minister of Infrastructure Development Datuk Daud Abdul Rahman said the remainder of the unit owners might get their OP next year.

“We will work together with the council to ensure everyone gets their OP by 2015. This is our target.”
Daud, also Tupong assemblyman, said this was the main problem faced in his constituency.

He said for those who did illegal extensions, the council would look at it first, and if it affected the structure of the building, it would be dismantled. If it were minor, it might be approved.

“We will look for a solution without compromising the safety of the people. This is because should the building collapsed, they will blame the council.”

That said, he urged housing developers to follow all requirements before they started building. He hoped the Taman Hillside episode would be a lesson to developers because it would greatly affect the buyers.

The Taman Hillside project started in 1999 and normally took two years to complete.


SPEEDING UP OCCUPATION PERMITS

KUCHING: All of the 315 of houses in Taman Hillside are expecting to receive the Occupational Permit (OP) by next year after waiting for 10 years since 2004.

Assistant Minister of Infra-structure Development Datuk Haji Daud Abdul Rahman said that the government will work harder to ensure that all of the residents in Taman Hillside will receive the OP.

“Today, 61 of the houses have received the OP while the rest, we are still working for it and hopefully we will be able to settle this long awaited episode soon.

“We will try our best to speed up the process and continue to work closely with the local authorities as we want all of the residents in the area to be happy,” said Daud to the media after attending the First Level of Occupational Permit Handing Over of Taman Hillside houses ceremony held at Sinar Serapi Eco Theme Park here yesterday.

Daud also said that even though the OP for the houses in this park had not being issued, the buyers were able to stay at the house while waiting for the OP.

When asked to comment regarding the legal extension that had been done by the residents, Daud said, for houses that had been doing serious extension and causing weakness to the building structure, they would be urged to demolish the extended structures for safety causes.

This kind of extension also, he said, will delay the issuing of OP to their houses; however for the minor extension, we will consider but still need to fulfil the safety aspect as well.

Daud, who also Tupong assemblyman, said this was seriously taken into concern to avoid any blame to be put on local authorities, stating that this area was under the responsibility of Padawan Municipal Council (MPP).

He said, so far, no serious action had been taken against the developer who had failed to comply with the law because it would involve long legal action.

As long as this problem is able to be settled, said Daud, no legal action will be taken but they needed to learn from this lesson in the future and ensured that it would never be repeated.

MPP had written to the developer for the Taman Hillside in November 2004 advising them on the offence to occupy a building without permit and the offence of letting out and sell unauthorised building.

Unfortunately the developer had failed to adhere to the council’s advice and continued to allow the purchasers to occupy the houses even when the developer was aware of the fact that no OP had been issued.

Since 2004 and after a few dialogue sessions with the developer and the residents of Taman Hillside, finally this year, the Ministry of Local Government and Community Development had agreed for the council to issue OP to first batch of 61 units of terrace houses.

Also present at the ceremony yesterday was the Political Secretary to the Minister of Works Fazruddin Abdul Rahman and the Chairman of MPP Lo Khere Chiang.

Kpg Anah Rais a model village free of dengue


KUCHING: Kampung  Anah Rais, which is a tourist longhouse destination, is free from dengue fever – that’s the good news as Padawan Municipal Council    (MPP) urged villagers to maintain the cleanliness of the model village.

In making the call yesterday, MPP chairman Lo Khere Chiang, said cooperation is crucial.
“We must understand the importance to clean our environment as a preventive measure against dengue because prevention is uppermost.

“So in this case we need to work together,” Lo said when officiating at an anti-dengue ‘gotong-royong’ at the longhouse, about 65 kms away at Jalan Puncak Borneo.

According to him, the council has carried out 102 fogging exercises in MPP jurisdiction, adding that 71 dengue cases were recorded this year.

Lo was glad to note that Kampung Anah Rais was free from dengue fever, thanks to diligent villagers who clean up the area.

Meanwhile, organising chairman  Edward Kurik suggested that the villagers organise a cleaning campaign once in three months, while individuals take their own initiative to clean up their locale.

KUCHING: Kerja membersihkan pekarangan rumah dalam usaha membanteras nyamuk aedes tidak harus
dipandang remeh. 
 
Pengerusi Majlis Perbandaran Padawan (MPP) Lo Khere Chiang berkata, program sedemikian amat bermakna dalam membantu pihak berkuasa dalam memerangi denggi. 

“Kita harus memahami kepentingan membersihkan persekitaran sebagai langkah berjaga-jaga menentang denggi kerana ia amat penting. Jadi, dalam kes ini kita perlu bekerjasama,” katanya ketika merasmikan gotong-royong antidenggi di Kampung Anah Rais, kira-kira 65 kilometer dari sini, semalam. 

Respons daripada penduduk kampung bagi program gotong-royong yang dianjurkan MPP itu amat memberangsangkan. 

Lo berkata, orang ramai tidak harus bergantung sepenuhnya kepada pihak berkuasa tempatan untuk menganjurkan kempen sedemikian, tetapi perlu memulakan inisiatif sendiri untuk menghapuskan tempat pembiakan nyamuk. 

Setakat ini, sebanyak 102 kerja pengasapan nyamuk dilakukan di kawasan pentadbiran MPP, katanya sambil menambah, sebanyak 71 kes denggi dicatatkan tahun ini. 

Walaupun Kampung Anah Rais merupakan destinasi pelancongan yang bebas daripada demam denggi, Lo berkata penduduk perlu membersihkan kawasan masing-masing dari semasa ke semasa. 

Sementara itu, pengerusi penganjur Kr Edward Kurik turut mencadangkan agar penduduk mengadakan kempen membersihkan kampung sekali dalam jangka masa tiga bulan, manakala individu boleh memulakan inisiaitf sendiri untuk membersihkan kawasan masing-masing. 

“Kita perlu memberikan komitmen berterusan dalam membersihkan kampung dan mengekalkan persekitaran bersih,” katanya.

KUCHING: Majlis Perbandaran Padawan (MPP) komited bekerjasama serta mendidik pihak berkaitan
termasuk orang awam dalam usaha mencegah jenayah di kawasan tadbirannya.
Pengerusinya Lo Khere Chiang berkata, hanya melalui kesedaran, didikan dan kerjasama dengan awam mampu mengurangkan indeks jenayah dengan lebih berkesan. 

“Kita menyedari jenayah bukan satu perkara yang boleh dikawal tetapi kita mungkin mampu menyelesaikan perkara ini dengan berkesan melalui didikan kepada awam. 

“Kita tidak boleh bergantung atau menyerahkan perkara sebegini kepada pihak polis sahaja atau agensi lain tetapi ia tanggungjawab semua anggota masyarakat agar persekitaran lebih selamat,” tegasnya. 

Beliau berkata demikian ketika berucap merasmikan Kempen dan Pameran Pencegahan Jenayah anjuran MPP yang dihadiri Timbalan Ketua Polis Daerah Padawan DSP Yap Fui Lee dan pengerusi pengelola program Munded Banat di sini, kelmarin. 

Lo berkata, menurut statistik indeks jenayah bagi Padawan dari November 2014, 1,038 kes jenayah dicatat. 

“Jika dibandingkan tempoh yang sama pada tahun lepas (Januari hingga November 2013) terdapat 1,170 kes. Ini menunjukkan penurunan 132 kes atau 11.28 peratus,” katanya. 

Tambah Lo, kesemua kes jenayah yang dilaporkan di kawasan Padawan menunjukkan penurunan kecuali jenayah kecurian kenderaan, lori/van yang sedikit meningkat. 

Kes kecurian kenderaan menunjukkan peningkatan sebanyak 13 kes pada tahun ini bagi tempoh Januari hingga November berbanding tempoh sama pada 2013, iaitu tujuh kes. 

Sehubungan itu kata Lo, bagi menangani insiden jenayah terus berleluasa, orang awam juga perlu membuat laporan polis sekiranya mereka menjadi mangsa jenayah kerana ia akan menjadi penanda aras kepada prestasi untuk menyelesaikan kes. 

Malahan ia menjadi penanda aras kepada statistik bagaimana kerajaan mentadbir negeri serta statistik kepada bagaimana pihak polis menyampaikan perkhidmatan mereka. 

Sementara itu Munded dalam ucapannya berkata, beliau berharap program berkenaan akan diteruskan pada tahun depan, kerana ia amat penting dalam usaha meningkatkan kesedaran di kalangan awam tentang jenayah. 

“Masalah jenayah sememangnya masalah sosial yang berlaku di mana-mana tempat termasuk di kawasan Padawan. 

“Maka itu adalah amat penting untuk kita menganjurkan program pencegahan jenayah seperti ini secara berterusan bagi mengurangkan indeks jenayah,” katanya.

KUCHING: Winners of the Trienekens’ Inter-Class Most Collected Recyclables Competition from SK Siburan Batu, received their prizes recently.

Representing Trienekens at the prize presentation ceremony held at the school was its Department Manager of KIWMP Maintenance Christo Michael, accompanied by SK Siburan Batu Senior Assistant (Administration) Sepri @ Sapri Anis, Senior Assistant (Students’ Affairs), Ilbaes Edem, Senior Assistant (Co-curriculum) Gershom Mudem and Coordinating Teacher Laura Singi.
  
The competition was a part of an educational pilot project on solid waste segregation at the school organised jointly by Trienekens (Sarawak) Sdn Bhd, Padawan Municipal Council (MPP) and SK Siburan Batu.

The recycling competition was open to all students comprising of Level One and Two. The results were based on the accumulated collection carried out by the company on a scheduled frequency.

Under the Level One category, Year One Bestari students succeeded in collecting 22.8kg of recyclable wastes while Year Four Bestari students emerged as the top winner under the Level Two category with the collection of 104.90kg.

In addition to the recycling competition, the students also took part in other environment-themed educational activities such as awareness talks, colouring competition and poster drawing competition.
All contest winners took home some exciting prizes.

“The joint programme was introduced by MPP and Trienekens with the objectives to introduce the 5R (Reduce, Reuse, Recycle, Rethink and Repair) concept and inculcate the habit and practice of separating solid waste at source amongst primary school students,” said Trienekens’ General Manager for Business Development, Elvin Wee.

“Although we started only in October this year, SK Siburan Batu students have shown great initiatives and enthusiasm in the awareness programme and we look forward to working with the school again next year. Congratulations to all teachers and students,” said Wee.

People cannot leave dengue fight to council

KUCHING: The people living in Padawan Municipal Council (MPP) jurisdiction must have a sense of responsibility to clean their house compound to destroy breeding ground of Aedes mosquitoes.
MPP deputy chairman Dr Zaeidi Suhaili said people should not solely rely on the council’s public health staff, who are shorthanded.

“The participation of the local community to clean the environment in assisting the council (MPP) is necessary because the council (public health) does not have enough staff to carry out such cleaning campaign in every village,” Zaeidi said at an anti-dengue ‘gotong-royong’ campaign at Tiang Bukap in Padawan yesterday.

The event was officiated by State Legislative Assembly (DUN) deputy speaker Datuk Roland Sagah Wee Inn. He pointed out that while the council would continue to carry out environment cleanliness campaigns, the participation and cooperation of the local community was vital.

Stressing that the campaign was necessary in view of dengue cases, Zaeidi disclosed that 49 dengue cases were reported in MPP area this year, with 102 fogging exercises carried out.

He said keeping the environment clean was also necessary to prevent other diseases like Malaria.

The crime index for Padawan Municipal Council (MPP) decreased to 1,038 cases during the first 11 months of this year compared to 1,170 cases in the same period last year.

Its chairman Lo Khere Chiang said all crimes showed a drop in cases except lorry thefts and theft of vans and motorcars which increased by 13 cases and seven cases respectively.

“The decrease of crime cases in Padawan is due to the commitment of the police in taking a positive approach and through partnership with local committees and conventional policing."

“Public support and cooperation also play a part in combating crime,” he said when launching the Crime Prevention Campaign at MJC Batu Kawa New Township near here yesterday.

Also present were Padawan district deputy police chief DSP Yap Fui Lee and organising chairman councillor Munded Banat.

He said: "MPP was committed to educating the public under its jurisdiction on crime prevention."

“We cannot just leave it to the police because it is also our responsibility to make sure our environment is safe,” he said.

He encouraged those who had fallen victim to crimes to lodge police report so police could have a clearer picture of the situation on the ground, and enable them to plan and come up with assignments that are accurate and effective.

According to Lo, well-planned interventions can prevent crime and victimisation, promote community safety and make significant contribution to the sustainable development of vibrant communities. - See more at:

“We cannot just leave it to the police because it is also our responsibility to make sure our environment is safe,” he said.

He encouraged those who had fallen victim to crimes to lodge police report so police could have a clearer picture of the situation on the ground, and enable them to plan and come up with assignments that are accurate and effective.

KUCHING: Penyampau kes penyalah ngelanggar undang-undang ba kandang menua dibaruh kuasa Opis Kaunsil Kandang Bandar Padawan (MPP) dalam timpuh 11 bulan taun tu bisi ngayanka penurun dibandingka timpuh ke sama taun 2013.

“IPD Padawan udah mujur betapi enggau penyalah ngelanggar undang-undang laban bisi komitmen ari semua raban polis Padawan ti bejalaika pengawa enggau positif sereta nengah kaul enggau komiti ari kandang endur nya empu,” ku iya.

“Tuju program seharitu iya nya kami deka meri penerang pemadu baru enggau pengibuh ngagai orang mayuh nengah mayuh macham ejensi ti bekaul baka PDRM, RELA enggau kebukai ti bekaul,” ku Munded. 

Sama bisi datai ngagai pengerami nya kemari Sapit Ketuai Polis Padawan DSP Yap Fui Lee enggau kebukai.

羅克強望教部1對1方式撥款助尖山中公重建計劃

(砂拉越•古晉)巴達旺市議會主席羅克強希望教育部能以1對1方式,撥款資助石角尖山中公重建計劃,讓新校舍早日興建起來。

他說,尖山中公籌募重建校舍經費行動開展後,尖山中公校友立馬響應,為母校籌募重建經費。

羅克強昨晚出席石角尖山中公校友聚餐籌款晚宴時,讚揚這項校友聚餐行動,獲得歷屆校友及社會熱心人士支持,出錢出力,籌獲可觀重建經費,成功打響第一炮。

“希望尖山中公歷屆校友,再接再厲,今後繼續舉辦更多籌款活動,讓廣大校友及社會人士參與,共同為尖山中公籌款。”(星洲日報/砂拉越)

Chairman: MPP staff to take integrity pledge

KUCHING: All levels of Padawan Municipal Council (MPP) staff will be required tosign an integrity pledge sometime next year in an effort to gain greater respect and confidence from the public.

Its chairman Lo Khere Chiang and secretary Andrew Joris Noyen said this is in line with the state government’s transformation programme that emphasises integrity as part of the state civil service work culture.

“But before that we want them to fully understand what integrity is all about. There is no point of signing the pledge if they don’t even know the true meaning of integrity,” they said at a joint news conference at the council’s meeting room in Kota Padawan near here yesterday.

With that in mind, they said the council would heighten talks on integrity to create greater awareness among the staff in addition to what it had been doing.

“Today (yesterday) we organised Integrity Day for our staff to enhance the corporate governance accountability in all aspects of its conduct of delivery in MPP.

“We, in the council, fully support the effort of state government and the Malaysian Anti-Corruption Commission (MACC) in combating graft and corruption in all government agencies and organisations,” they elaborated.

They hoped that by organising the MPP Integrity Day 2014 greater awareness would be created among its staff of the danger of graft and corruption.

“MPP is in the process of improving its delivery system by reducing red tape and reducing the time frame to process and complete certain projects in order to avoid corruption perception among the general public besides implementation of open tender in all MPP projects under its jurisdiction and to be more transparent by giving more space for participation by all eligible contractors,” they asserted.

They pointed out that Datuk Patinggi Tan Sri Datuk Amar Adenan Satem, since taking over as chief minister, had repeatedly issued reminders to politicians and civil servants to uphold a high level of integrity for the state to transform.

“We feel that this vision and objective should be supported by everyone irrespective of race and background,” they added.

KUCHING: Majlis Perbandaran Padawan (MPP) sedang dalam proses untuk memperbaiki sistem penyampaian dengan mengurangkan kerenah birokrasi dan masa untuk melengkapkan proses projek tertentu bagi mengelak persepsi rasuah dalam kala-ngan orang ramai. 

Dengan itu, Pengerusinya Lo Khere Chiang berkata pihaknya akan menjalankan pelaksanaan tender terbuka dalam semua projek di bawah bidang kuasa MPP. 

“Untuk menjadi lebih telus, MPP akan memberi lebih banyak ruang untuk penyertaan oleh semua kontraktor yang layak,” katanya pada sidang media di ibu pejabat MPP di sini, semalam. 

Terdahulu, Lo berkata selaras dengan program transformasi kerajaan negeri yang menekankan integriti sebagai sebahagian daripada budaya kerja dalam perkhidmatan awam negeri, MPP semalam menganjurkan Hari Integriti untuk meningkatkan akauntabiliti tadbir urus korporat dalam semua aspek ia menjalankan sistem penyampaiannya. 

“MPP menyokong penuh usaha kerajaan negeri dan SPRM dalam memerangi rasuah di semua agensi dan organisasi kerajaan. 

“MPP berharap dengan menganjurkan Hari Integriti 2014, ia boleh mewujudkan kesedaran di kalangan kakitangan tentang risiko rasuah,” katanya.
