29 Mar 2023 KOTA PADAWAN: Lo Khere Chiang will no longer be the Padawan Municipal Council (MPP) chairman, but he will still be at the people’s service.

Lo, who headed MPP for 11 years, is stepping down following a state ruling that council chairmen and their deputies who have served for more than nine years will be replaced.

His tenure officially ends on Friday (Mar 31) but Lo assured that he will continue to serve his Batu Kitang constituency as their assemblyman.

He said working and serving the people are among the things he enjoyed the most.

“I actually never thought of retiring, because I love serving the people, especially as their assemblyman.

“I will continue to serve the people there and I will do it even better than before,” he said, adding he will be around to assist MPP should the need arise.

“I know a lot of people will come to see me, and they will. I have no doubt about that. For sure, I will continue to my job even though I am no longer sitting on this chair,” he told reporters after delivering his farewell speech at the MPP committee room in Kota Padawan today.

At the same time, he said that former political secretary to Deputy Premier Datuk Sri Dr Sim Kui Hian, Tan Kai will replace him.

“His appointment will be this Saturday (April 1) at 10 am.

“There will also be swearing-in of new councillors, comprising 20 new faces,” Lo added.

He hoped that the re-appointed councillors will lead and guide their new colleagues.

Meanwhile, the chairmen and their deputies, and councillors of all the 26 local councils in the state under the Public Health, Housing and Local Government Ministry who have served nine years and above will relinquish their positions and replaced by new faces.

The state-wide swearing-in of the new chairmen, their deputies and new councillors will be held on April 1.

Nevertheless, the ruling will not affect the Kuching North City Council (DBKU) and Bintulu Development Authority (BDA) which come under the Department of the Premier Of Sarawak.

And the positions of  Kuching South City Council (MBKS) Mayor Datuk Wee Hong Seng, Kota Samarahan Municipal Council chairman Datuk Peter Minos, Sibu Municipal Council (SMC) chairman Clarence Ting, and Miri City Council Mayor Adam Yii are not affected because the four have served less than nine years.

KUCHING (March 29): The Padawan Municipal Council (MPP) has been named the top among all the local authorities in Sarawak, said its outgoing chairman Lo Khere Chiang.

In his farewell speech during a press conference at the MPP headquarters today, he said this was according to the recently released assessment conducted by the Federal Ministry of Local Government and Housing.

“MPP has secured a five-star rating and has scored a total of 95.69 points out of 100. Second is the Miri City Council with 94.58 points.

“I am also proud to announce that MPP has also won the Gold award for the Local Authorities Category in Premier Sarawak Environmental Award 2022.

“I think we deserve to give ourselves a big hand for all our hard work,” he said.

Lo, who is Batu Kitang assemblyman, will make way for the new MPP chairman, Tan Kai, who will be sworn in on April 1.

He also said that since appointed as MPP chairman on June 21 in 2010, he did not just sit in his office as he tried, to the best of his ability, to engage with as many people as possible in the community.

“It has become a personal responsibility, a responsibility I took seriously from day one. This is something I will look back on fondly because I had the chance to help and look after the wellbeing of some, if not all of you here in Padawan.

“I hope the positive changes in Padawan will continue to flourish under the new chairmanship. As I pass this baton, I hope the chairman elect will continue to run with it and I will do what I can to support him in that effort,” he said.

Lo pointed out during his tenure as MPP chairman, he has come to realize the significance of aligning the council’s roles and responsibilities with the United Nations’ Sustainable Development Goals (SDGs)

He said MPP’s efforts towards waste upcycling and reducing carbon footprint have contributed towards achieving these global goals, and he believed that sustainability will continue to be a crucial aspect of MPP’s mission.

He revealed MPP has also received the JCI (Junior Chamber International) Sustainable Development Awards (SDA) worthy of mention, such as the JCI award for Sustainable Cities and Communities with the topic Smart Traffic Light System in 2021.

In 2020, MPP received a JCI award for No Poverty with the topic House Repair For The Poor Programme (SDG Goals No 1) while the previous year MPP received the Best of the Best award for Responsible Consumption & Production with the topic Green Market, Green Community (SDG Goals No 12)

“I wish to thank my hard working colleagues at MPP with whom I have had the privilege to work with all these years. They gave of their time and devotion in countless initiatives.

“All these achievements are not mine, rather they are yours and all my fellow colleagues. Thank you for coming on this journey with me. These achievements are really a combined joint effort by all levels of society,” he said.

According to Lo again, the increase of commercial and residential numbers in MPP means a growth of fiscal strength as well.

With this growth, he said the council needs to make sure there is positive growth of community spaces.

(古晋29日讯)即将卸任的巴达旺市议会主席罗克强今日证实,前砂总理政治秘书陈开将走马上任,成为下一任主席职。

他今日是以主席身份主持最后一次巴达旺市议会常月会议后的新闻发布会上接受媒体访问时表示,新届主席陈开及市议员将在4月1日早上10时宣誓就职。

同时,他也透露,在新届议员当中,有17个新面孔以及12名原任市议员。

也是峇都吉当区州议员的罗克强表示,他在卸下主席一职后将更专注于服务选民,走入基层与选民交流,以便为峇都吉当区选民提供更好的服务。

“虽然我卸任巴达旺市议会主席,但我还是会在地方上走动,而且我的州选区服务中心就在6哩,为有需要的民众提供服务。”

较早前,罗克强在新闻发布会上发表离任致词时提到,他是在2010年6月21日受委为巴达旺市议会主席,这些年来,他不仅需要坐在办公室里处理大量文书工作,也尽所能与社区中尽能力接触更多人。

同时,他也希望,巴达旺区在新主席的领导下,能获得积极变化及继续蓬勃发展,而他也会尽所能支持新任主席的努力。

他致词时,他也提到,根据马来西亚联邦地方政府和房屋部近期公布的一项评估结果中,巴达旺市议会以满分为100分中,获得总分95.69,而获得五星级评级,被评为砂拉越所有地方议会第一名,而美里市议会则以94.58居二。此外,该市议会也赢得2022年砂拉越总理环境奖地方当局类别的金奖。

作为巴达旺市议会主席的他意识到,市议会的角色和责任与联合国可持续发展目标相结合的重要性,因此,该市议会在废物升级回收减少碳足迹方面作出贡献。

罗克强也同时分享,近年来该市议会所获得的国际青年商会可持续发展奖包括于2021年以智能红绿灯系统、2020年以消除贫穷之为穷人修房计划,以及2019年以绿色市场及绿色社区获奖。

KUCHING (March 29): Tan Kai of the Sarawak United People’s Party (SUPP) has been appointed as the new Padawan Municipal Council (MPP) chairman.

Outgoing chairman Lo Khere Chiang said Tan would be sworn in on April 1 after confirming that his term as MPP chairman would not be extended after 12 years.

In that respect, Senator Dato Ahmad Ibrahim also revealed that his term as MPP deputy chairman will also not be extended, as he will be replaced by Parti Pesaka Bumiputera Bersatu (PBB) Batu Kitang branch chairman Abang Ismawi Abang Ali.

Lo, who is also Batu Kitang assemblyman, said he needs to focus on serving his constituents which he has represented since 2016.

“I am going to serve my constituents even better. I am going to give 100 per cent of my time to my constituency.

“Last time, I had to give my time to the Padawan Municipal Council. But now I give my time to my Batu Kitang constituency. I shall still be around and help MPP when there is a need.

“Many people have come to see me, not just from Batu Kitang. And they will continue to come and see me no doubt about that. I shall continue to provide the service even though I am not on this chair,” he said.

He said he would be at his Batu Kitang Service Centre in Mile 6 here most of the time now.

“That will be my new office,” he said.

Lo had earlier read out a farewell speech, in which he thanked Premier Datuk Patinggi Tan Sri Abang Johari Tun Openg and all his predecessors, as well as Deputy Premier Dato Sri Dr Sim Kui Hian for the trust and confidence in him to be the MPP chairman since June 2010.

“Twelve years ago, I was given this great honour and opportunity to serve Padawan (council) as chairman. Today, I wish to thank all of you who have allowed me this extended opportunity to serve you, and I wish to thank you for your support and trust that has allowed Padawan to become a finer and a more beautiful and harmonious place,” he said in his speech.

On the swearing-in ceremony on April 1, he said it would take place at the MPP headquarters at 10am.

He said 12 of the present councillors would be retained, while 20 would be new faces.

KUCHING, March 26: The youth have been urged to be involved in community service as it helps form future leaders.

Batu Kitang assemblyman Lo Khere Chiang said that this is how the youth of today can help build a better place for people in their society.

“You could also bring other young people to join the good cause so that you could do more for those in need.

“This would make your family, the community, and leaders proud of you. This is how future leaders are formed,” he added.

Lo, who is also a Padawan Municipal Council (MPP) chairman, made these remarks after witnessing the handover of food and other daily needs to Home of Peace at Jalan Landeh, Padawan, today.

The event was organised by the Sarawak United People’s Party (SUPP) 3rd Mile Branch Youth Wing.

Meanwhile, he lauded the youth from SUPP, Sarbekas, and other Gabungan Parti Sarawak (GPS) component parties at Batu Kitang for their charitable work and hoped they could continue such community service.

“These youth groups from our party have done much charitable work, and I am proud of what they have done.

“Their contributions would make life better for many people. So do come and join us to serve the people,” he said.

(古晋19日讯)峇都吉当区州议员兼巴达旺市议会主席罗克强希望新联邦政府,在首相拿督斯里安华的领导下,给予砂更多拨款以解决水患问题。

他昨晚在7哩三山国王庙癸卯宝诞千秋晚宴上致词时说,这是长久累计的问题,由于发展关系,需要更好的排水系统。

“就以10哩郭(Kuap)地区,需要4亿令吉才能解决。因此,古晋地区水患问题绝非100万或1000万令吉就可以解决,而是至少数十亿令吉,并也需要有良好规划。”

称水患属联邦课题

罗克强说,水患问题属联邦课题,安华虽然已给砂可自行决定超过5000万令吉工程的权限,但5000万令吉仍无法解决水患问题。

“水患问题既然是在联邦水利灌溉局管辖范围下,砂不仅应该要索回权力,也要将拨款拿回来,才能解决水患问题。这需要人民团结在砂盟旗帜下,共同向联邦争取,尤其是联邦每年从砂获取800亿令吉的石油收入。”

他说,这当然需要国会议员,包括实旦宾区国会议员张健仁在国会中争取,将问题提出,争取砂应有的拨款。

KUCHING (March 18): Some 70 vendors have benefited from the just-concluded Batu Kitang Night Market, run in connection with the 50th anniversary of the Sarawak United National Youth Organisation (Saberkas).

The programme, organised by Saberkas Batu Kitang, has enabled the participants to generate additional incomes for their families, said Batu Kitang assemblyman Lo Khere Chiang, who is also Padawan Municipal Council (MPP) chairman.

“I’ve been made to understand that a night market like this can help the locals increase their income, especially those already in the business.

“I believe many of you have benefited from this night market, and well done for that,” he said at the closing ceremony for the market on Thursday night.

Lo also acknowledged the struggles faced by those in the business sector, who were still on the road to recovery from the impact imposed by the Covid-19 pandemic.

“The Covid-19 pandemic has plagued our country for almost three years. Many of us are badly affected.

“We are grateful that we are recovering from the impact of the pandemic,” he said before extending appreciation to Saberkas Batu Kitang for taking the initiative to hold the night market.

In view of the coming Ramadan month, Lo called on the people of Kampung Batu Kitang to grab the opportunity to offer various types of food at the Ramadan bazaar.

According to him, the Ramadan bazaars have proven to attract not only the Muslims, but also the non-Muslims.

On Saberkas Batu Kitang, Lo said it had been carrying out various activities for the local communities since its establishment.

For the fasting month this year, the Saberkas branch will be distributing bubur lambuk to the public.

“The activities undertaken by Saberkas can help foster closer friendship among the youths besides playing a role in building up leadership skills in them,” he added.

(古晋17日讯)峇都吉当区州议员罗克强希望通过举办峇都吉当夜市,让这项活动可以成为推销当地美食产品的平台之一,并增加巴达旺市议会管辖范围及周边地区小商贩的收入。

他说,经过近3年的冠病疫情,许多摊贩在经济上受到严重影响,如今已开始逐渐复苏中,希望通过举办夜市活动,能为他们的经济收入带来帮助。

KUCHING (March 12): Democratic Action Party (DAP) parliamentarians here have been urged to bid for more federal funding to upgrade facilities in both Bandar Kuching and Stampin parliamentary constituencies.

Sarawak United Peoples’ Party (SUPP) Batu Kitang branch secretary Amy Tnay said they “should apply for more development grants from federal agencies for Stampin and Bandar Kuching to upgrade their facilities”.

The MPs for Bandar Kuching and Stampin are Dr Kelvin Yii and Chong Chieng Jen respectively, both are representing the DAP.

“Fire and Rescue Department, health, police stations, and schools are all under the jurisdiction of the federal government.

“However, these institutions established in Sarawak often face the problem of poor and insufficient facilities. Therefore, as the MPs from Sarawak, they should propose, and seek further grants,” she said in a statement today.

The statement was issued in light of the fire hydrant issue recently raised by Pending assemblywoman Violet Yong, who is also a DAP lawmaker.

Tnay asserted that Yong should instead remind Chong, who is also Sarawak DAP chairman and Dr Yii to bring up the matter in the Dewan Rakyat and seek funding for Sarawak so as to improve fire protection equipment to ensure that people can live in a safer environment.

“The shabby schools, insufficient manpower in the police station, insufficient patrol cars and personnel, insufficient medical facilities and other issues are worthy of the attention of the MPs.

“Sarawak has contributed billions in oil and gas and has paid a large amount of taxes to the federal government. They should pay attention to this and assist Sarawak in upgrading and improving these areas that are under their jurisdiction,” said the SUPP leader.

Tnay further stressed that it is the duty of all Sarawak MPs to represent Sarawakians and speak on their behalf in Parliament.

“Instead of always showering blame on fellow Sarawakians and calling attention to inaction from fellow Sarawakians MPs in Parliament, perhaps they should look at the man in the mirror and start with themselves as they too are representatives for Sarawakians in Parliament,” she added.

On Friday, Yong, in a statement, said all fire hydrants must be able to function well to help minimise risks of property loss during a fire.

She issued the statement following site inspections to the fire hydrants at the Mile 3 Market with the Fire and Rescue Department representatives.

The visit was made following a fire broke out at the market in November last year, the golden hour of firefighting was delayed because the fire hydrants were hidden underground, which could not be found.

(海口9日讯)随着疫情逐渐结束,同时中国也对海外留华学生采取了返校的开放政策后,有越来越多海外留华学生已返回校园上课。

中国海口经济学院,近日就接待了27名,包括19名由巴达旺市议会保送到校的留华学生,加上此前在校的3名留学生,现校内共有30名本科留学生,分别来自马来西亚、泰国、印度尼西亚和乌兹别克斯坦等国,分布在东方外贸外语、聚星数字经济、中广天择传媒、南海音乐、南海舞蹈、南海美术、雅和人居工程、时代旅航管理等八个二级学院,覆盖大一至大四年级。

此外,还有6名本科留学生因个人原因暂缓返校。

目前巴达旺市议会主席罗克强州议员连同市议会副秘书吳忝曷、郑莉薲市议员、杨典强市议员、杨应广市议员一行五人, 正对该校进行访问,并获得该校热烈接待。

自从2019年开始, 海南海口经院就每年提供12个全免奖励金名额给巴达旺市议会, 以便协助本地成绩优异的学子到海口经院深造就读。

过去几年是因为疫情, 学子们无法顺利到校报到, 只得留在本地上网课, 这次留学生们可以顺利到校,纷纷对学校环境、海口气候、教师服务等方面赞不绝口,对自己未来的在校生活充满了期待。

Illegal dumping: Council warns of fines, jail



KUCHING: The Padawan Municipal Council has warned that anyone caught dumping renovation or construction waste illegally will face fines and potentially even jail time.

Its chairman Lo Khere Chiang said under the Local Authorities Cleanliness By Law 1999, the first offence will result in a fine of RM1,000, while a second will result in a RM2,000 fine and six months imprisonment.

He said this at a press conference held at the Padawan Municipal Council’s building Wednesday (March 1) with Trienekens Division Manager (Logistics and Services) Lee Ghee Seng.

“The authority has tried to approach people who engage in illegal dumping with kindness, and has had some success in getting them to clear up their rubbish.

“However, it has become clear that this approach is not always effective, and the authorities are now cracking down on offenders.

“We find that our kindness and sincerity have not been taken seriously and I’m very upset. We have no choice and can’t be nice all the time,” he remarked.

He added that to help catch offenders, the authority is encouraging the public and security personnel to take pictures of vehicles involved in illegal dumping, including the licence plate numbers and names of the drivers.

This evidence can then be presented to the council, which will report it to the police.

Meanwhile Lee said that homeowners that are doing renovation, demolition and construction work may approach Trienekens to rent their Roll-on/Roll-off (RoRo) containers for disposal of large debris wastes.

“Trienekens RoRo containers come in a variety of sizes to meet your requirements and are equipped with full-opening rear doors to make disposal of waste simple and hassle-free,” he explained.

(古晋1日讯)针对近期在巴达旺管辖区共有10间饮食场所因为卫生不达标关系被古晋卫生局勒令关闭两个星期,对此巴达旺市议会主席罗克强呼吁管辖区的饮食业者需要做好卫生工作,为顾客提供饮食安全,创造良好的用餐环境。

他透露,那些被勒令关闭的饮食场所,其中就有7间咖啡店、2间烘培店,以及1间餐厅。这些店家都是涉及卫生不达标、存在危害民众健康的问题,因为有蟑螂和老鼠粪便。

“经过有关当局调查发现,这些店家环境不清洁,还将食物残渣倒进排水沟,没有妥善处理好垃圾,排水口也被堵塞,导致该地方成了老鼠蟑螂的安乐窝。”

罗克强是今日在巴达旺市议会新闻发布会上时,如是表示。

他透露,由于这些店家卫生工作没有做好,已经被扣分,目前只是被勒令关闭两个星期,若有关当局再检查后发现问题一样存在,店家的市议会执照将会被收。

他呼吁饮食业者必须要做好卫生工作,尤其是在厨房、垃圾桶和排水沟的清洁与卫生,以防止疾病传播。

罗克强鼓励民众在有执照的饮食场所或餐厅就餐,以确保清洁和食品安全,因为持有执照的饮食地方都会有相关单位进行定期检查与评估。

他说,若是有遇到不保持卫生的饮食场所或业者,民众可以向市议会做出投诉。

“卫生部和市议会非常重视于饮食场所的清洁卫生和食品安全有关的问题,因为不卫生的饮食场所将会引发食物中毒的问题。”

KUCHING (March 1): Deputy Premier Datuk Amar Douglas Uggah Embas has called on the people to heed the directives of the relevant agencies to evacuate their homes and head to designated flood relief centres should conditions worsen.

He said looking at the weather conditions these past two to three days, the rain has affected many places and caused floods.

“Due to heavy rain, it seems that it has been raining for the past three days, I appeal to those affected by floods to be prepared, and as well as the government departments and agencies to be ready to deal with the situation.

“To the community, if the authorities need you to evacuate, I ask that you evacuate immediately because the decision to evacuate is to save lives because we do not know how far this flood can rise in an area.

“For the sake of safety, we appeal to everyone, including the community leaders to help the community to adhere to directives. When there is a directive to move to temporary flood relief centres, please do not hesitate to do so, because this is to determine the lives and properties we can save,” he said when visiting the Surau Nur Hidayah Kampung Batu Kitang Jaya temporary flood relief centre.

The centre, which opened yesterday, is giving shelter to 26 households involving 124 individuals.

On other flood prone areas in the state, he said so far, they remain safe.

Regarding assistance provided by the Welfare Department, the Civil Defence Force (APM), police, and other related agencies, Uggah said he is satisfied with the help provided.

“We have cooperated together and so has (Batu Kitang assemblyman) Lo (Khere Chiang) and his team, who also help distribute food. This is a spirit that we have in Sarawak, where the committee at the division and district levels, the Resident, and relevant agencies are well-experienced to face this kind of situation.

“On behalf of the Premier (Datuk Patinggi Tan Sri Abang Johari Tun Openg), I would like to thank everyone involved in helping the victims here,” he said.

When asked regarding possible continuous rain for the next few days, he said the state government is ever ready to open more temporary flood relief centres in the state.

“Just in case continuous rain happens, and causes floods, we already have some places that we know have frequent floods and that all of these flood relief centres are ready and all relevant agencies have been given instructions at the divisional and district levels to be ready to deal with any untoward situation in Sarawak,” he said.

He added presently only Kuching, Sri Aman, Serian, and Bau areas are affected by floods.

PADAWAN, 1 Mac: Sepuluh premis perniagaan dibawah kawasan seliaan Majlis Perbandaran Padawan (MPP) telah diarahkan tutup baru-baru ini atas alasan tidak selamat kepada pengunjung. 

Menurut pengerusi MPP Lo Khere Chiang, kesemua premis diarahkan tutup oleh Pejabat Kesihatan Bahagian Kuching bagi tempoh dua minggu. 

Kata Lo yang juga Adun Batu Kitang, ia melibatkan 7 kedai kopi, 2 kedai bakeri dan sebuah restoran. 

“Kesemua premis ini terletak di Kota Sentosa, Stapok, Pusat Komersial Liang Kee, Pusat Komersial Golden Court dan Matang Jaya. 

“Hasil pemeriksaan, kesemua premis didapati tidak bersih dan membahayakan kesihatan pengunjung. 

“Ditemui tahi tikus dan lipas di dalam kesemua premis,” katanya pada sidang media di Bangunan MPP di sini, hari ini.

Tambah Lo, kebersihan premis tidak boleh diambil mudah oleh peniaga kerana keselamatan pengunjung harus di utamakan. 

MPP dan Pejabat Kesihatan Bahagian Kuching tidak akan berkrompomi dengan peniaga yang mengabaikan kebersihan premis, katanya. 

“Justeru kita tidak akan teragak-agak untuk mengambil tindakan terhadap peniaga yang melakukan kesalahan seperti ini. 

“Jika operator gagal membersihkan premis selepas 2 minggu, lesen perniagaan mereka akan ditarik balik,” ujar Lo. — DayakDaily
