KUCHING, May 27: All hawkers and stall operators under Padawan Municipal Council (MPP) jurisdiction are urged to ensure visitors are properly registered before they enter their premises, including following the standard operating procedures (SOPs) set in order to avoid a Covid-19 outbreak.

According to MPP chairman Lo Khere Chiang, it is a must for everybody to use the MySejahtera app to register themselves or record their particulars in the registration book provided, and the hawkers and stall operators must also prepare a different registration book to record the attendance of visitors.

“I am proud to say that there are no Covid-19 cases recorded so far (in MPP hawkers centers), but I would like to remind our hawkers to ensure that there are no cases in the future because if there is a case, the hawker center will have to close. It is as simple as that,” said Lo during a press conference held online via Zoom, today.

Lo disclosed that most of the fines issued by the council involved individuals who failed to register themselves properly via the MySejahtera app or with the registration book provided.

“Basically there are a lot of individuals who get fined by the council for not checking-in properly. So I would like to advise every traders and stalls operators to keep a proper record in order to avoid being fined,” he added.

Meanwhile, during the press conference, Lo also revealed 13 Covid-19 SOPs for the market and hawkers center under MPP jurisdiction.

He said among the listed SOPs is that every stall must be spaed two-meters apart from each other for physical distancing purposes, as well as having only one entrance and one exit for hawker center manned by the operators during the operation hours.

“This includes ensuring that all stall holders, workers and clients check-in with their MySejahtera app before entering the hawker center, as well as manually record their names, telephone number, date and temperature of the stall holders, workers and clients who do not have the MySejahtera app before entering the hawker center,” he said.

Lo also reminded the public to contact the Ministry of Local Government and Housing (MLGH) hotline at 016-2391111, to make any complaints should they observe any violations of the SOPs.

Among other SOPs listed for the market and hawker centers are taking and recording body temperature of their workers and stall holders, including clients, prohibiting entry to those with body temperature above 37.5C and with ‘sick’ symptoms such as cough or flu, discouraging entry for children aged below 12-year old, providing alcohol-based hand sanitisers, ensuring their members wear facemask during operation hours, ensuring clients wear their facemask when patronising the center, and using Sodium Hypochlorite as recommended by the Ministry of Health (MOH) to disinfect their temporary hawker center every day after operations.

As of today, MPP has a total of 11 temporary hawkers centers under its jurisdiction, namely the Pusat Penjaja Sementara Kota Sentosa, Pusat Penjaja Sementara Matang Jaya (near Sun Shine Corner), Pusat Penjaja Sementara Matang Jaya (Behind Fama), Pusat Penjaja Sementara Taman Malihah, Pusat Penjaja Sementara MJC Square, Pusat Penjaja Sementara Prince Commercial Centre, Pusat Penjaja Sementara Kuching City Mall, Pasar Minggu Kota Padawan, Pusat Penjaja Sementara Borong dan Pengedar Lee Ling Heights, Pusat Penjaja Sementara Pagi Kota Sentosa, and Pasar Tani Fama Matang. — DayakDaily

KUCHING: The new Kota Padawan Recreational Park project is set to be completed by around mid-June this year.

Project consultant Akitree Design landscape architect (LAr) James Sim said the project’s construction is going well and is at 91.3 percent completion.

“We have finished the rear part of the recreational park and all that’s left are the installation of the floor panel on the hill, the exercise stations, the front entrance and the public toilet,” he said when New Sarawak Tribune met him at the construction site of the park yesterday (May 25).

When asked if there is additional allocation of budget, Padawan Municipal Council (MPP) architect Roland Rengga, who was also there, said that it is still within range of the original budget.

“The original budget is still at RM1.2 million since the project began in November last year,” said Roland.

Originally, the park was scheduled to be completed on May 15, but the contractor faced difficulties at the early stages of the project.

“There are no major difficulties, but due to unpredictable weather and the condition of the project site which caused the soil to be wet, it caused the delay of the project,” said James.

He added that they will face yet another challenge as the movements of the workers will be restricted as imposed in the new standard operating procedures (SOPs).

“Hence, we need to get permits ready for them as most of them are from Bau and Siburan areas,” he told.

The Kota Padawan Recreational Park is 1.51 acres (0.61 hectares) of land and the project is to re-purpose the first Sarawak Railway Service in the Brooke era as a heritage in a park setting.

MPP chairman Lo Khere Chiang said that he was happy to see the progress of the park and looks forward to its completion.

He also congratulated his architect team from the council, the project consultant and the project manager.

“I hope everyone will be happy and come to the park for s relaxing evening stroll and do healthy activities,” he said.

KUCHING: The Padawan Municipal Council (MPP) plans to lay a speed breaker marking (yellow transverse bar) to ease traffic flow along Jalan Desa Wira here.

It is said that house owners in the Desa Wira housing estate are urging the local authority to build road humps along Jalan Desa Wira to ease their daily predicament of driving out of their lane into the main road.

MPP chairman Lo Khere Chiang in a statement today (May 20) stated that construction of road humps might not be suitable for heavy traffic road.

He pointed out that the rapid development in Batu Kawah and completion of Jalan Tan Sri Datuk Amar Wee Boon Ping, formerly known as Jalan Stephen Yong Link had contributed to the increase in traffic volume using Jalan Desa Wira.

Jalan Desa Wira is a road linking Jalan Tan Sri Datuk Wee Boon Ping to Jalan Matang Batu Kawah and acts as a shortcut.

“The council has taken actions to do the road marking (yellow box) at the junction for each lane or lorong and maintains it regularly.

“There are 18 lanes (lorong) along Jalan Desa Wira, so constructing road humps may not be suitable for a heavy traffic road as it may cause inconveniences to road users.

“The council will take into consideration to lay a speed breaker before the yellow box to slow down the speed of vehicles which can allow those from the other lanes to get into Jalan Desa Wira,” he said.

Lo reminded the road users to be mindful and considerate to others especially to the vehicles coming out from the junction.

KUCHING, March 18: Padawan Municipal Council (MPP) chairman Lo Khere Chiang hits out at special assistant to Sarawak Democratic Action Party (DAP) chairman Chong Chieng Jen, Michael Kong for targeting MPP when the RM60 million project is only one of many government’s project implemented in Sarawak.

According to Lo, the RM60 million MPP new complex funded by Sarawak government would not only house the council’s administrative offices but also to meet the needs of the general public.


“The new complex will include an indoor sports facility, community hall, an auditorium, a public library equipped with a coffee outlet and more importantly, the new council will have a garden park with both running and cycling tracks for the general public.

“The government is set to improve not only infrastructure but also the quality of life for all Sarawakians who appreciate development,” he said.

Lo said this in response to Sarawak Democratic Action Party (DAP) chairman Chong Chieng Jen special assistant Michael Kong’s statement during a press conference held via Zoom session at his office in MPP building in Padawan today.

On March 9, Kong opined the Sarawak government should allocate much needed funds towards improving basic infrastructure and especially to resolve flooding issues in the city rather than giving RM60 million to construct a new complex for MPP.

Lo, who is also Batu Kitang assemblyman, noted apart from MPP, other district municipalities namely Miri, Serian and Lawas municipalities would also have their own new building and facilities which cost millions too.

“Following Kong’s line of logic, he would have to write to all these government authorities and every other authority in every district to stop development and use the funds for drainage. If not, I suggest he plays fair and stop targeting MPP,” added Lo.

Meanwhile, touching on the flooding issues, Lo said the Sarawak River Integrated River Basin Development Project (PLSB) to address flood issues in the city is expected to commence next year.

He said the Chief Minister Datuk Patinggi Abang Johari Tun Openg has acknowledged the importance of the PLSB to solve the flood woes in the city and has launched the massive drainage system construction in Sarawak, particularly in the area of Kuching and also greater Kuching which involved Batu Kawa and costing approximately RM8 billion.

At the same time, Lo continued, PLSB was also exploring a RM150 million short term solution to the flood problem in Kuching and Samarahan by devising technology plus storm water management system.

“But what happened after Pakatan Harapan (PH) won the election in May, 2018? All these previously approved funding for the flood mitigation projects were either delayed or cut. Because of the delays caused by the PH government, PLSB had to start afresh and design is now in progress and construction can only be expected to commence next year,” he added.

Lo assures the State Planning Authorities (SPA) is working together with Drainage and Irrigation Department (DID) in the planning and mapping the city drainage system for flood mitigation purposes.

“DID under the Minister for Local Government and Housing, Dato’ Sri Dr. Sim Kui Hian has the following projects in the pipe line and these are the Sg Semongkok flood mitigation canal, the Sg Paroh flood mitigation canal costing RM2.2 billion and the Kuching City urban drainage at RM600 million (Year 2000 figures),” he said. – DayakDaily.

KUCHING (May 17): Padawan Municipal Council (MPP) does not appreciate Parti Sarawak Bersatu (PSB) potential candidate for Batu Kitang Liu Thian Leong’s recent self-initiative to replace and repair the ceiling fans at the Mile 10 market.

Its chairman Lo Khere Chiang said he was shocked to learn that Liu, who is a former councillor, had taken it upon himself to replace three ceiling fans and repair 10 others at the market.

“I was indeed taken aback when I was informed recently that Liu Thian Leong had blatantly gone to Mile 10 market without informing the council. I would have understood if it were any Tom, Dick or Harry. But from an ex-councillor?

“Do not get me wrong. For any helping hand, I always welcome it with an open heart. But as an ex-councillor, it is indeed disappointing that Liu did not even have the courtesy to inform us,” he said in a statement today.

Lo, who is Batu Kitang assemblyman, said the MPP had intended to replace all the fans to be 26 inches with three blades which is of a higher specification.

He pointed out that the fans had been there for ages since the market was constructed.

Every now and then, MPP would be informed that those fans had been broken down, he admitted.

“So by replacing them all is the only solution to prevent it from breaking down now and then. Repairing them would be costly in the long run.”

As such, he said the MPP had applied for funds to have the fans and toilets at the market fixed.

He added that the funds came this year and MPP had prepared the quotation documents.

“Quotation was called a month ago and the successful contractor has been appointed and the project was to be handed over to the contractor on May 17.

“If Liu had informed us earlier and rightfully so, we would let him fix all the 13 fans with the correct size. This will save us part of the RM50,000 for other infrastructure use in the MPP areas,” he said.

He opined that Liu should know that MPP had to submit any tender for any of its project as this was expected of any public organisation and for audit checking.

Lo said he had always been open when members of the public lent a hand to give away to charity or to embark on some projects in MPP areas.

Despite so, he said it was disappointing that some quarters were so in a haste to seek publicity that they bulldozed their way through without taking into consideration the legal implications involved.

“As much as I welcome help in Padawan, I want to make things very clear that no one should do anything at their whims and fancy under the jurisdiction of MPP.

“Permission needs to be granted as under the MPP, we do things according to the rules and regulations set. We have a GPS (Gabungan Parti Sarawak) government to ensure things run smoothly in Sarawak as we follow the rules, unlike some, who do things without going through proper procedures,” added Lo.

Pengerusi MPP Lo Khere Chiang berkata, kerja-kerja naiktaraf akan dilaksanakan dalam tempoh dua bulan dan dijangka siap pada Julai ini.

“Ia melibatkan kerja-kerja di bahagian tandas seperti pintu, pemasangan jubin, lampu dan tempat membasuh tangan.

“MPP juga akan menukar semua 13 kipas sedia ada kepada kipas baharu,” katanya pada satu sidang media selesai melawat Pasar Batu 10 di sini hari ini.

Dalam pada itu, Lo juga menasihati orang ramai yang ingin memberi bantuan menyediakan kemudahan awam di kawasan MPP untuk terlebih dahulu memaklumkan pihaknya.

Katanya, MPP mengalu-alukan seberapa banyak bantuan yang mahu diberikan di Padawan tetapi kebenaran perlu diperolehi dari pihak majlis terlebih dahulu.

“Kebenaran perlu dipohon melalui MPP; kita melakukan sesuatu mengikut peraturan dan undang-undang yang telah ditetapkan.

“Kita mempunyai kerajaan yang sentiasa memastikan segala sesuatu berjalan lancar di Sarawak mengikut peraturan.

(古晋15日讯)人联合党中央助理宣传秘书兼巴都吉当区议员罗克强抨击砂行动党主席张健仁只会通过文告方式“帮助”人民和教导政府如何执行解困计划,并反促张健仁应以实际行动,实践自己对砂拉越人民做出的承诺。

他说,自从新冠肺炎疫情爆发开始,砂政府就通过各种管道包括派发援助金给受影响的各领域和个人,这种援助方式会继续进行。

罗克强称,张健仁在质疑砂政府的诚意和经济能力的同时,并没有告诉人民真相,砂政府迄今已花费4亿2100万推行18项援助计划,受惠层面包括工商中小企业和小贩。

这些援助计划包括从2020年4月到12月,通过砂拉越支付为砂6万5000名企业和小贩发放1亿4725万援助金、为4万名中小企业和小贩提供10亿令吉的免利息贷款、取消超过1万商家,总额超过2066万令吉的执照收费、为超过1万零165名小贩和中小企业商家援助50%的租金,这项目总额为400万令吉等等。

此外,政府也降低5到25%的电费、25%门牌税、10到25%的水费和30%的地税等,这些援助计划涉及到总额为9亿6700万令吉。

我们深信,砂政府会继续按照实际情况与需要,为人民提供所需要的援助。

在这方面,张健仁应该告诉砂拉越人民,由希盟执政党地区包括有行动党出任首席部长的槟城,是否有为该州人民提供如同砂政府提供的援助经济配套?

张健仁在利用疫情大做文章之际,为人民“声援”解困当儿,不要忘记自己曾向砂人民许下的经济援助承诺,那就是行动党执政,每位砂人民每年可以获得2000令吉的现款。

行动党执政了,但砂人民到今天还没有获得这项援助现款。因此在面对疫情冲击,影响人民生活的当下,张健仁应该即刻兑现承诺,马上给每位砂人派发累积迄今的6000令吉。

如果张健仁连自己对砂人民做出的承诺无没有实现,哪又何能谈得上要协助人民?

行动党秘书长林冠英曾在2019年指责砂将在三年内破产,这番言论当时还得到砂行动党领袖们的同声认同,甚至还抨击砂政府挥霍储备金。然而三年过去,砂没有破产,今天行动党却“教导”砂政府动用储备金。

张健仁是否还记得行动党曾答应砂拉越人民,一旦执政中央政府马上归还20%石油税,然而最后又是一个美丽和落空的承诺。

行动党不但没兑现还石油税承诺,还对砂议会通过征收5%石油产品销售税法案做出质疑,行动党议员认为此举将增加砂人民的石油消费开销,希盟也不愿归还这项通过对法案,最后还是在国盟执政后,付诸了支付行动。

行动党不要继续在演戏了,既然可以为某个肺炎感染群小贩给予100令吉,为何没有看到续剧,也到其他感染群派发100令吉?古晋只有一个感染群吗?泗里街、民都鲁、诗巫和美里没有感染群吗?难道这些地区没有行动党议员?

张健仁是哥打圣淘沙区议员和实丹彬国会议员,难道自己所属的选区没有感染群?还是这些感染群不需要获得张健仁的援助?又或者这些小贩被漠视了。

人联党中央青年秘书符祥威早在去年11月便呼吁政府需要给受肺炎影响到领域伸出援手,随后政府也做出了实际行动,所以张健仁今天的呼吁,根本是依样画葫芦,照本念经,只是为了宣传上报。

KUCHING (May 15): Padawan Municipal Council (PMC) chairman Lo Khere Chiang applauds Sibu Rural District Council (SRDC) for penalising a shop owner in Selangau for obstructing motorists from using a parking lot by placing a basket on it.

Lo said the enforcement team had acted in accordance with the local authority ordinance and in the interest of the public.

“It is also a good reminder to all not to obstruct public parking spaces, depriving others from using them.”

PMC would do the same to maintain fairness, law and order in its area of jurisdiction or when faced with similar incident, he said when contacted yesterday.

Kota Samarahan Municipal Council (MPKS) chairman Dato Peter Minos also applauded Selangau’s action.

However, MPKS would only penalise offenders after giving them fair warning, he said.
Last Sunday, an enforcement team team issued a compound to a business owner for placing baskets to ‘reserve’ public parking spaces outside his premises at Selangau bazaar.

Its chairman Sempurai Petrus Ngelai said the compound was issued following complaints from members of the public.

罗克强称,张健仁在质疑砂政府的诚意和经济能力的同时,并没有告诉人民真相,砂政府迄今已花费4亿2100万推行18项援助计划,受惠层面包括工商中小企业和小贩。

这些援助计划包括从2020年4月到12月,通过砂拉越支付为砂6万5000名企业和小贩发放1亿4725万援助金、为4万名中小企业和小贩提供10亿令吉的免利息贷款、取消超过1万商家,总额超过2066万令吉的执照收费、为超过1万零165名小贩和中小企业商家援助50%的租金,这项目总额为400万令吉等等。

此外,政府也降低5到25%的电费、25%门牌税、10到25%的水费和30%的地税等,这些援助计划涉及到总额为9亿6700万令吉。

我们深信,砂政府会继续按照实际情况与需要,为人民提供所需要的援助。

在这方面,张健仁应该告诉砂拉越人民,由希盟执政党地区包括有行动党出任首席部长的槟城,是否有为该州人民提供如同砂政府提供的援助经济配套?

张健仁在利用疫情大做文章之际,为人民“声援”解困当儿,不要忘记自己曾向砂人民许下的经济援助承诺,那就是行动党执政,每位砂人民每年可以获得2000令吉的现款。

行动党执政了,但砂人民到今天还没有获得这项援助现款。因此在面对疫情冲击,影响人民生活的当下,张健仁应该即刻兑现承诺,马上给每位砂人派发累积迄今的6000令吉。

如果张健仁连自己对砂人民做出的承诺无没有实现,哪又何能谈得上要协助人民?

行动党秘书长林冠英曾在2019年指责砂将在三年内破产,这番言论当时还得到砂行动党领袖们的同声认同,甚至还抨击砂政府挥霍储备金。然而三年过去,砂没有破产,今天行动党却“教导”砂政府动用储备金。

张健仁是否还记得行动党曾答应砂拉越人民,一旦执政中央政府马上归还20%石油税,然而最后又是一个美丽和落空的承诺。

行动党不但没兑现还石油税承诺,还对砂议会通过征收5%石油产品销售税法案做出质疑,行动党议员认为此举将增加砂人民的石油消费开销,希盟也不愿归还这项通过对法案,最后还是在国盟执政后,付诸了支付行动。

行动党不要继续在演戏了,既然可以为某个肺炎感染群小贩给予100令吉,为何没有看到续剧,也到其他感染群派发100令吉?古晋只有一个感染群吗?泗里街、民都鲁、诗巫和美里没有感染群吗?难道这些地区没有行动党议员?

张健仁是哥打圣淘沙区议员和实丹彬国会议员,难道自己所属的选区没有感染群?还是这些感染群不需要获得张健仁的援助?又或者这些小贩被漠视了。

人联党中央青年秘书符祥威早在去年11月便呼吁政府需要给受肺炎影响到领域伸出援手,随后政府也做出了实际行动,所以张健仁今天的呼吁,根本是依样画葫芦,照本念经,只是为了宣传上报。
