MPP to impose permit fee on unlicensed hawkers




KUCHING: Starting 1 November 2016, Padawan Municipal Council (MPP) will impose permit fee of RM60 per month on hawkers operating without licence at Mile 3 bazaar car park.

According MPP chairman Lo Khere Chiang, the council has made the decision to move unlicensed hawkers to the car park behind the shophouses.

“We are requesting for their cooperation so that they will not cause inconvenience to motorists who want to park in front of the shophouses. Some of the parking spaces are now occupied by hawkers from morning until dusk.

“A lot of people, including shoppers, shopkeepers and licensed hawkers are not happy with the unlicensed hawkers,” Lo told a press conference after the MPP full council meeting, yesterday.

Lo said the council was regulating the hawkers by collecting permit fee to allow them to trade.

Meanwhile, the chairman of the standing committee for market licensing and enforcement, Wilfred Yap, said the decision made because unlicensed hawkers operating at parking spaces in the centre of Mile 3 bazaar had caused traffic congestion and other forms of nuisance.

“After much deliberation, we have made the decision which was endorsed during the full council meeting today. The enforcement division of MPP will relocate the unlicensed hawkers at the car parks behind H&L Supermarket at Mile 3 bazaar.

“The engineering division will draw and paint stall boxes at the designated places by 1 November,” said Yap.

He said the full council had also mandated the council secretary to engage members of RELA to assist the council enforcement division in the daily management of the hawkers.

 “The enforcement division will designate personnel to monitor and collect the fees. We hope that the problem of illegal hawking at Mile 3 bazaar will be a thing of the past,” he added.

罗克强:三哩非法小贩 迁移地点准营业

(古晋28日讯)巴都吉当区州议员兼巴达旺市议会主席罗克强表示,巴达旺市议会将于今年11月1日把三哩的非法小贩将移到三哩停车场后面营业。他是于今日在巴达旺市议会常月会议后,向媒体如此表示。
他指出,在市议员叶耀星的领导之下,议会实地调查以寻求解决方案,巴达旺市议会决定把他们移到三哩停车场后面营业,每个月收取60令吉的执照营业费。他说,巴达旺市议会目前只有12名执法人员,因执法人员不足,所以才会产生非法小贩的问题。
罗克强透露,古晋南市市政局及古晋北市市政局大约有100名执法人员,因该会执法人员不足,而目前州政府已经批准增加12名。
他说,巴达旺市议会并没有阻止该处非法小贩做生意,因考虑到他们的生活,而让他们迁地营业,照顾他们及让们有机会谋生。
他强调,该会将严正看待非法扩建问题,该非法行为已严重的影响巴达旺市议会的名声,如在进行执法时,有人出手阻碍,即使是政治人物,也会采取报警行动.

罗克强:已安排场所 促3哩非法小贩搬迁

(本报古晋28日讯)巴达旺市议会勒令三哩巴刹的非法小贩不要继续在现有地点进行营业,要搬移至市议会所安排的场所。
这项指示发出从之后,小贩们将拥有一个月期限的缓冲期。
巴达旺市议会主席罗克强于今日主持常月会议之后,在新闻发布会上做出是项宣布。
他表示,市议会已安排这批非法小贩在三哩巴刹店屋的后方进行营业。
他指出,大约有10个没有市议会发出执照的小贩们长期霸占三哩巴刹的停车位进行营业,每天从早上营业到傍晚,导致当地出现停车位不足的问题。
他披露,市议会一直都接获有关投诉,分别来自市民、合法小贩以及商店业者,因此市议会如今提供一个场所给这批非法小贩,要求他们搬移到这个适合的场所营业。

11月起严厉执法
他说,从11月1日开始,市议会执法单位将连同自愿警卫团进行巡视,一旦发现有小贩依然在三哩巴刹停车位营业,就会采取严厉的执法。
与此同时,罗克强强调,做出这项决定并非要导致这批非法小贩失去收入,而是为了整顿三哩巴刹的面貌,毕竟小贩霸占停车位进行营业是非常不佳的形象,更何况市议会安排了适当地点给这批非法小贩进行营业,并非把他们赶走或禁止他们继续营业。
另一方面,罗克强呼吁大众与市议会互相配合,杜绝破坏公物行为和乱丢垃圾行为。

Community help needed to record endemic bird species — Jerip

PADAWAN: Borneo Highlands holds great attraction for international bird-watchers as it is home to several endemic bird species found nowhere else.
Public Health Assistant Minister Datuk Dr Jerip Susil said that there needs to be community involvement to help record the bird species that occur there so that the Ministry of Tourism, Arts and Culture can promote it and make Sarawak a destination for bird-watching.
“We want to train people in the villages here to be involved. They will learn to appreciate all the birds in Sarawak,” he said during the prize-giving and closing ceremony of the Sarawak International Bird Race 2016 yesterday at Borneo Highlands Resort.
Dr Jerip pointed out that Borneo Highlands Resort is unique because it has all the facilities they need for an event such as the Bird Race.
The Sarawak International Bird Race 2016 was organised by the Ministry of Tourism, Arts and Culture (MTAC), in collaboration with Malaysian Nature Society Kuching Branch.
The event covered three important bird areas – Buntal, Kubah National Park and Borneo Highlands.
Sarawak alone has 22 Important Bird Areas (IBAs) recognised by Bird Life International. IBAs are places that host endangered or endemic species of birds with limited range.
Participants came from India, United Kingdom, Hong Kong, Nepal, Philippines, Singapore, Japan, Brunei, Peninsular Malaysia (Penang and Johor), as well as Sabah and Sarawak.
There were a total of 36 participants who formed 12 teams.
Team Pipit from Sarawak won first prize with 101 points. The team comprised of Delores Lim, Dominic Kelundek and Ng Jia Jae.
Second prize went to the Sandakan Borneo Bird Club, which consisted of Denis Degullacion, Ali Suffri Mohd Jaffar, and Alim Biun.
Meanwhile, third prize went to the aptly-named Team Ladybird from Sarawak, whose three lady members were Rahah Mohd Yakup, Attiqqah Fadzilah Sapuan, and Khatijah Ismail.
Also present at the ceremony was MTAC permanent secretary Datu Ik Pahon Joyik.

Terengganu rep concurs with Adenan on oil royalty, rights



In an open letter to Prime Minister Datuk Seri Najib Tun Razak recently, the Batu Burok assemblyman said as a Terengganu citizen, he was compelled to write to Najib after reading the official statement issued by Adenan after his meeting with Najib and Petronas chief executive officer Datuk Wan Zulkifli Wan Ariffin in Putrajaya.
The meeting was held after Deputy Chief Minister Datuk Amar Douglas Uggah Embas announced that the state government had with immediate effect ‘frozen all new applications of work permits from Petronas staff from outside Sarawak, especially from Peninsular Malaysia’.
“What attracted my attention was the seven-point ‘amicable agreements’ that were reached between Datuk Seri (Najib) as the prime minister, Tan Sri Adenan Satem and Petronas.”
Among the agreements reached were the appointment of a Sarawakian, represented by State Secretary Tan Sri Datuk Amar Mohd Morshidi Abdul Ghani, as Petronas board member and the advertisement of 192 vacancies in the national oil company in local newspapers, to be filled by Sarawakians.
Additionally, Petronas would have to negotiate with the state government if the local candidate was not suitable for the position.
Petronas would also provide 50 positions for Sarawakians to further their studies in Universiti Teknologi Petronas, apart from providing intensive technical training and enrolling more Sarawakians in the company’s training centres throughout the country.
Besides increasing the number of Sarawakians in Petronas in management division, manager and executive and non-executive positions by 2020, the state government’s claim for higher oil royalty from five to 20 per cent would be discussed later.
“Congratulations to the Chief Minister of Sarawak as well as Sarawakians. However, after going through these ‘seven amicable agreements, I as the son of Terengganu felt very challenged with this latest development.”
Compared to Sarawakians, Dr Syed Azman said the people in Terengganu had lost all their rights and most of them had to face with constraints in life even though Terengganu was an oil producing state and one time was known as ‘Malaysia’s Kuwait’.
He said from 1978 under Clause 2 of the royalty agreement as required by the Petroleum Development Act 1974, the Terengganu government had been receiving royalty from Petronas, with RM5.7 million as the first payment.
However, Dr Syed Azman said the royalty payment in cash to Terengganu under the Petroleum Development Act 1974 was abolished on Sept 5, 2000 and replaced with contribution from the federal government.
What was more sad, he said, was that Petronas had on Sept 25, 2015 officially notified the state that it was no longer legally bound to make cash payment to the state under the agreement signed between Petronas and Terengganu government.
He opined that in light of this latest development, it was also reasonable for Terengganu to be given the ‘amicable agreements’ reached between Najib as prime minister, Petronas and the Sarawak state government.
Dr Syed Azman’s 10-point claims were somehow quite similar to the seven-point ‘amicable agreements’ reached between Najib, Adenan and Petronas.
The additional three claims made were for the oil royalty to the Terengganu state government which was agreed under Clause 2 of the royalty agreement signed between the Terengganu government, federal government and Petronas in 1975 be returned; immediate return of the Terengganu government’s right on ‘Bertam Oil Well Block 307’ that had been given to Pahang and return all Terengganu oil royalty of RM1.5 billion used by the federal government to implement various development projects in other states.

KUCHING: The state’s administration and business organisations are urged to emulate the leadership style of Ngu Ting Sii the managing director of Emart Group of Companies to be successful.
Chairman of Padawan Municipal Council, Lo Khere Chiang, said looking after a business organisations was like looking after the government.
“If we have more people like Ngu in our business organisations and in our government administration, from politicians to the administrative officers, Sarawak will excel in Malaysia,” he said at the closing ceremony of Carnival Emart 2016 in Batu Kawa yesterday.
Lo, who is also Batu Kitang assemblyman, said Emart Batu Kawa had truly come a long way in serving the community in Batu Kawa with endless choices of products and goods and living up to its name of being an ‘ideal choice of the people’ since its establishment on Aug 28, 2014.
He also urged the people of Batu Kawa to continue supporting Emart Batu Kawa as the most desired and favourable ‘one stop shopping mall’ in Kuching — the provider of highest quality products, efficient customer services and joyful shopping experience.
On the event itself, Lo said it (Emart Carnival 2016), was meant as a token of appreciation to those who had supported the supermarket throughout the years. Various activities such as rooftop food fair, carnival booths, exciting activities such as treasure chest challenge and outdoor cinema were held.
Emart Batu Kawa has also emphasized on giving back to society in line with its vision of ‘pursuit of healthy, peaceful and happy life’.
This year, Emart Batu Kawa collaborated with Hope Place Kuching in organising various charitable activities such as charity outdoor cinema and the placing of collection boxes around the shopping mall to support the needy.
“The initiative has always been the main core of the company,” Lo said, adding that the month-long carnival had attracted many people to contribute items to the needy, something we should be proud of.

Lo leads visit to stroke patient






KUCHING: State Assemblyman for Batu Kitang, Lo Khere Chiang continued to give assistance to the less fortunate, the latest,  being a young man who suffered from stroke at the age of 27.

Lo with Cr. Sahferi Bin Tambi and Cr. Kasim Bin Was paid a visit to the young patient at Kampung Betong in Landeh.

Roslan Bin Toni suffered a sudden stroke attack while he was riding his motorcycle causing him to get into an accident.

After being told of the incident, Lo sent the Batu Kitang Stroke Support Group to pay Roslan a house visit, assessing his medical/stroke situation with a staff nurse volunteer, Lucas Lee from Sarawak General Hospital.

Lo’s Assistant Lee Chia Soon helped Roslan to apply for welfare assistance and wheelchair at the Welfare Department while Lo himself contributed RM500 to assist the family.

Batu Kitang Stroke Support Group will assess Roslan’s case and guide him and his family on weekly home physiotherapy to improve his physical condition.

At the residence of Roslan, Lo said stroke is one of the leading causes of adult disability and too few people know what a stroke is or know the symptoms.

He added that they had set up a support group with professional nurses for stroke survivors and caregivers in the areas of Batu Kitang.


“We want to provide help, support and information to stroke survivors and caregivers. In addition, we seek to raise awareness of stroke prevention and management, aiming to recover patient’s speech, physical, occupational and recreational abilities. Rehabilitation is crucial,” he added.

KUCHING: A villager from Kampung Sri Arjuna was thankful that Padawan Municipal Council (MPP) chairman Lo Khere Chiang who is also Batu Kitang assemblyman responded to his appeal for help.

Denni Rakum had planned to celebrate the Hari Raya Aidiladha when freak weather caused part of his house’s roof to be blown off.

Lo  went to the house yesterday and offered cash assistance to Denni. He advised the public to be strong when such an incident happened.

“As citizens we must seek proper assistance for emergency cases as there are appropriate departments to seek welfare assistance from.

We must learn to be resilient like in Mr Denni’s case. Our government is very helpful on cases like this but proper application is strongly advised. Together we can build a better Batu Kitang,” he said.

罗克强援助中风病患

砂人联党巴都吉当州议员兼巴达旺市议会主席罗克强今日与市议员沙菲里,拜访兰迪路甘榜的一名27岁中风病患。 该病患为罗斯兰托尼,在驾驶摩托时,突然中风,导致他发生意外。

此事引起罗克强的关注,而他安排巴都吉当选区的工作人员向罗斯兰托尼进行家访,为他提供一些医药上的帮助。同时,罗克强也安排其助理为罗斯兰托尼申请社会福利局的援助金。

罗克强个人还捐献500令吉予罗斯兰托尼。 罗克强的巴都吉当选区团队,将继续跟进罗斯兰托尼的案件,协助他进行复建。罗克强认为,时下人们对于中风仍感到陌生,因此有必要积极灌输人们对于中风的意识。

This case was bought to MPP Chairman YB Cr. Ir. Lo Khere Chiang's attention, and he assigned N13 Batu Kitang Stroke Support Group to pay Roslan a home visit, assessing his medical/ stroke situation with a Staff Nurse volunteer Mr Lucas Lee from Sarawak General Hospital. YB Lo send his Assistant Mr Lee Chia Soon to apply for welfare assistance and wheelchair at Kebajikan and YB Lo further contributed Rm500 cash to assist Roslan's family.

YB Lo said stroke is one of the leading cause of adult disability, its commonly identified. Yet, it shows that too few people know what a stroke is and how to recognise when stroke is happening.

We target to be a support group with professional nurses for stroke survivors and caregivers in the areas of N13 Batu Kitang. We want to provide help, support and information to stroke survivors and caregivers. In addition, we seek to raise awareness of stroke prevention and management.
N13 Batu Kitang Stroke Support Group aim to recover patient's speech, physical, occupational and recreational abilities. YB Lo emphasised that early rehabilitation is very crucial. Together we can build a better Batu Kitang.
