罗克强:今日古晋 娱乐应有尽有

(本报古晋26日讯)巴都吉当区州议员兼巴达旺市议会主席罗克强表示,经由砂州政府的大肆发展之下,古晋市的灵魂已渐渐被点亮,绝对是一个“应有尽有”的城市,任何想得到的东西,绝对有!
他指出,虽说古晋市仍不如伦敦来得繁华,然而,不再如40年前般,举凡各类娱乐性质活动、再到国际性品牌等,都渐渐进驻古晋市。
他是在今日在出席圣陶沙主题乐园开幕仪式致词时,如此表示。
『如今的年轻人不再无聊,越来越多各类活动相继举办,当年的我们,唯一的娱乐就是玩玩弹珠,但,如今却不同,现在的古晋拥有许多国际性活动,如享誉全球的世界雨林音乐节,还有许多自然生态旅游景点等。』
他也藉机赞扬,圣陶沙主题乐园经理刘少华,拥有如此心思计划来建设这个主题乐园,而古晋目前就是需要更多迎合现今人们需求的娱乐设施,以此带动砂州旅游业、酒店业、饮食业等发展。
他表示,尤其是在假期期间,不止是古晋的市民会需求更多的娱乐设施场所,其他外省、西马,甚至外国旅客,都会趁着年终假日前来古晋度假,因此,希望未来会有更多类似如此的发展项目。
晋新增娱乐景点 圣淘沙主题乐园开幕
(本报古晋26日讯)古晋又多了一个娱乐景点!圣淘沙老港下主题乐园今日正式开张,并由巴达旺市议会主席罗克强主持开幕。
圣陶沙主题乐园经理刘少华今日的开幕仪式上致词时表示,该主题乐园拥有全砂首个5D博物院!其余还有室内小型赛车场、射箭中心等等。
他补充,民众切勿担心泊车问题,原因是,该主题公园共拥有350个车位解决泊车问题,欢迎各界举办家庭日活动。
他续称,主题乐园是圣陶沙运动中心的延伸计划,运动中心主要是提供羽毛球、乒乓球、武术中心及室内足球等设施,而主题乐园则进一步提供更多的体验,宛如真实的恐龙等动物或物体在眼前出现。而此体验是特地从英国引进,目前全球只有15个地方拥有此实景技术娱乐游戏,新设施可让民众渡过欢乐的一天。
“有信心在未来3年,主题乐园可以吸引100万人次到访,同时促进本州的经济,因此希望可以获得各界的踊跃支持。”

KUCHING: The Sentosa Theme Park offers various types of activities including Kid Bumper car, the first Kuso 5D museum in Sarawak, 3D hunter games, drift bike, drift go-karting, inline skating, 9D virtual reality, indoor archery, archery tags, bubble ball and many more.

“I have noticed that in Kuching we have many activities going on, making our city livelier and entertaining,” said Padawan Municipal Council (MPP) chairman, Cr Lo Khere Chiang while officiating at the opening of the Sentosa Theme Park, at Jalan Stakan here yesterday.

He said that the young people today were fortunate to have so many forms of entertainment.

“With the opening of this theme park, it is something different and very interesting.

“Sarawakians especially those in Kuching are really fortunate as the city has developed into a city with everything,” said Lo.

KUCHING: Bahagian Kapit kekal bersih ancaman dadah selepas mencatat sifar kes penagih baharu berdaftar sejak 2014 hingga kini. 

Perkara itu didedahkan Menteri Muda Pendidikan Awal Kanak-Kanak dan Pembangunan Keluarga Sharifah Hasidah Sayeed Aman Ghazali bagi menjawab pertanyaan Chiew Chiu Sing (DAP-Tanjong Batu) mengenai statistik terkini penagih dadah baharu yang berdaftar mengikut kawasan negeri ini sempena Persidangan Dewan Undangan Negeri Ke-18 di sini semalam. 

Hasidah menjelaskan sejak 2014 hingga Oktober tahun ini bahagian Kapit terus mencatatkan sifar kes berkaitan penagih baharu berdaftar. 

“Jumlah keseluruhan kes penagih baharu berdaftar mengikut bahagian bagi tempoh 2014 hingga Oktober 2016 berdasarkan statistik dikeluar Polis Diraja Malaysia (PDRM) dan Agensi Anti-Dadah Kebangsaan (AADK) adalah sebanyak 1,972 orang,” katanya. 

Beliau menjelaskan daripada jumlah itu, Kuching mencatatkan jumlah tertinggi iaitu 624 orang bagi tempoh tersebut diikuti Miri (330), Kota Samarahan (272), Sarikei (186), Sibu (143), Sri Aman (124), Serian (78), Bintulu (73), Limbang (67), Betong (65), Mukah (10) dan Kapit (0). 

Mengulat lanjut mengenai isu tersebut, Hasidah berkata, pada 2014 sebanyak 19 kes dilaporkan yang mana 14 daripadanya telah didakwa di mahkamah. 

“Manakala bagi 2015, 26 kes dilaporkan yang mana 21 daripadanya telah didakwa di mahkamah dan bagi tahun ini hingga Oktober sebanyak 41 kes dilaporkan yang mana 35 daripadanya telah dihadap ke mahkamah,” katanya. 

Pada masa sama Hasidah memberitahu sehingga kini, sebanyak 1,432 penagih berdaftar mengikut perintah mahkamah di seluruh Sarawak. 

“Justeru, pelbagai usaha yang diambil kerajaan negeri menerusi kerjasama yang dijalinkan bersama PDRM, AADK dan PEMADAM demi membanteras masalah dadah di Sarawak,” katanya. 

Sementara itu, Menteri Kebajikan, Wanita dan Kesejahteraan Komuniti Datuk Fatimah Abdullah
memberitahu sebanyak RM400,000 diperuntukkan kepada Sekolah Menengah Kebangsaan Ulu Layar untuk penyelenggaraan dan menaik taras sekolah tersebut. 
 
“Kerajaan komited dalam menyediakan peruntukan penyelenggaraan dan pembaikan secara menyeluruh bagi sekolah di Sarawak dan tertakluk kepada peruntukan yang sedia ada,” katanya bagi menjawab pertanyaan Gerald Rentap Jabu (BN-Layar) mengenai bajet penyelenggaraan sekolah di DUN Layar.

Lo agrees MPP area should have more community leaders

KUCHING: Padawan Municipal Council (MPP) chairman Lo Khere Chiang agrees that areas under the jurisdiction of the council should have more community leaders due to the increasing population in the district.

Lo was reacting to a proposal by Persatuan Ketua Masyarakat dan Tuai Tumah Kaum Iban Bahagian Kuching (Pemaik) that more community leaders for the district be appointed to serve the increasing number of people there, which he said he fully supported.

“You just give me the recommendation letter and I will fully support the proposal. I see this as a good move because they (community leaders) play an important role in linking the government and the grassroots.”

Lo was speaking at a dinner hosted by the association on Wednesday to present certificates to its members.

The association’s advisor Kuching Resident Shukarmin Chasemon, chairman and organising chairperson of the event Pemanca John Tambie Awat and Temenggong Datuk James Jimbun Pungga were among those attending the dinner.

Earlier on, John in his speech, suggested for the appointment of a Pemanca, three Penghulu and 13 Tuai Rumah to add to the present number of community leaders in the district.

“Currently there is no Pemanca under MPP area and only two Penghulu. We need more community leaders so that the people can be served efficiently,” he said.

On other note, Lo said the best way to select a community leader is through election.

“This is the most effective way to select someone who really can work with the people on the ground and is committed to serve the people.

“Elected representatives are selected by the people whom they know want to lead them and this will facilitate them to work together,” he said.

The Batu Kitang assemblyman announced a grant of RM2,000 for the association.

State assemblypersons applaud huge allocation in State’s budget




The people of Sarawak ought to applaud Chief Minister Datuk Patinggi Tan Sri Adenan Satem and the state government for being able to come with a huge allocation in the budget compared to other states in Malaysia.

Allan Siden Gramong (BN-Machan) said the principles, policies and strategies behind the budget had correctly prioritised the development needs of the state by highlighting rural development and giving a large chunk of the allocation for rural infrastructures and amenities.

“The amount of RM8.134 billion is huge, and out of that, 73 per cent is allocated for development and 27 per cent for operating expenditures,” he said when debating the 2017 Sarawak State Budget during the legislative assembly sitting here yesterday. 

He said it was high time the government placed greater attention and provided serious and concerted effort to develop the rural areas to give chance to the rural communities to catch up with the urban folks.

“The budget is a clear manifestation of the desire and commitment of the government to narrow the gap and disparity of development between the urban and the rural areas as well as to eradicate poverty,” he said.

Saying that it might be difficult and expensive to connect rural settlements with roads and provide them with electricity and clean water supply, Siden said that as a responsible and caring government it could not shy away from its responsibility and obligation.

“We ought to have the political will to change and improve the wellbeing and livelihood of the people no matter where they live and whatever and however it takes,” he added. 

He said the strategic policy of rural transformation programme, which was the brainchild of Adenan was indeed a clear, sincere and visible manifestation of political will of the state BN government.

Meanwhile Jefferson Jamit Unyat (BN-Bukit Goram) said the 2017 Budget reflected the commitment of the state government under Adenan to give greater focus on the implementation of programmes and projects in the rural areas and to accelerate rural development transformation.

This, he said would certainly ensure a balanced distribution of rural development throughout Sarawak in line with the state government’s effort to narrow the development gap between the urban and rural areas.

Other assembly members who participated in the debate yesterday also applauded the budget.

School partners with Trienekens, MPP for 3rd recycling programme

KUCHING: Trienekens (Sarawak) Sdn Bhd and Padawan Municipal Council (MPP) recently concluded a solid waste segregation and recycling awareness programme for the third year running with SJK(C) Chung Hua Sejijak with a prize presentation session for its students
SJK(C) Chung Hua Sejijak is the first Chinese vernacular school under the council’s jurisdiction to adopt Trienekens’ recycling programme.

It was selected due its ongoing commitment towards becoming a green school. The project engaged both students and staff to practise segregating their school waste from point-of-generation, starting from their classrooms.

The programme also stands out as collaboration between a government agency, private sector and a school.

Trienekens’ senior manager for logistics and services Sarius Lee said that the programme was introduced to SJK (C) Chung Hua Sejijak in 2013. It is one of five Kuching schools join the programme which was designed to educate pupils about sustainability and environmental sustainability as well as cleanliness through education.

“As the city’s waste management service provider, most of the problems we encounter are due to ignorance and indifferent attitudes towards cleanliness and proper waste disposal,” said Lee.

He hoped that recycling can become a part of people’s lifestyle towards sustainable living.

Headmistress Jong Siaw Hui said the programme benefitted her students because it provided them with the opportunity to learn about and experience segregating waste firsthand from within their classrooms.

In addition to the waste separation practices and scheduled collection of recyclables, Trienekens also organised additional environment-themed educational activities such as an awareness talk, Amazing Green Race Game, interclass contest for most collected recyclables, colouring contest, poster design contest and eco-fashion competition as well as other green initiatives for the school.

The interclass most-collected-recyclables competition saw the students of Year Three (Level 1 Category) and Year Four (Level 2 Category) emerged as ‘green champions’ with the highest collection of 96.55kg and 154kg of recyclables respectively.

Also present were MPP’s standing committee chairman for public health Cr Ahkim Sarok, MPP divisional head for public health Donald Jelly, Trienekens CSR Department manager Janet J Balong and members of the school board.



 
 

罗克强批登记局效率差 处理无国籍案如龟速

(本报古晋23日讯)巴都吉当区州议员罗克强直言,大马国民登记局总部在处理砂州无国籍子民的案件上,效率过于缓慢,并认为砂州政府有能力处理自己子民的办理程序。


他说,本州有不少人民,因为没有完整的出生文件,而饱受无国籍问题的痛苦。

他以亲身经历的真实故事举例,即2名分别25岁和27岁出生于砂拉越中央医院的兄弟,因双亲其中1人是外籍人,在处理出生文件时失误耽延向国民登记局注册。

多次拒发完整文件

至此,国家登记局多次拒绝发出完整的文件,其中1人甚至因没有相关文件而没办法上学,另一名则庆幸顺利完成中五。虽然两人已踏入社会工作,但却因缺少完整文件,有许多基本公民权益就受到剥夺。

他坦言,本身感到非常遗憾,因为自己的能力有限,无法协助处理每一宗案件,甚至内陆地区还有上千宗无国籍问题有待处理。

“砂州是一个多元文化、宗教、种族和语言的州属,我们没有暴力行为,人民相当友善及相处和平。我们无法阻止异族或异国婚姻,也不应就此让其子女饱受无国籍的痛苦,这不是砂拉越多年来秉持的文化。”


罗克强今日在州立法议会中参与2017年财政预算案辩论环节时,如是指出。

BATU Kitang assemblyman Lo Khere Chiang wants future housing projects in areas under Padawan Municipal Council (MPP) to have space for markets to meet the increasing demand for trading places.

Lo, who is MPP chairman, noted that the need for trading places is particularly pressing in areas such as MJC Batu Kawah, where there are about 500 hawkers trading in the car parks every Thursday to Saturday.

While there had been only a few complaints from shop owners presently due to low customer traffic, he feared that “there would come a day when they would not want to see hawkers in front of their shop lots”.

As such, Lo stressed that it is important that trading places be put in place in new areas under the MPP jurisdiction.

“We cannot wait until the town grows beyond the stage when there is no viable space for a market to meet the day to day needs of the people.” he said when debating on the state budget at the State Legislative Assembly here yesterday.

He stressed that planning, site identification and space allocation for the market must be done well before the township grows too big as by that it would be harder to do so.

He mentioned that MPP had identified a 7.5-acre land for a market at the Kuching North City Commission (DBKU) golf range along Jalan Keretapi.

Describing the plot of land as an ideal place, he said it has a river running beside it and on the other side of the river is a 10.4-acre piece of state land which is in MPP area.

Lo proposed to the state government that the two plots of land be linked by a bridge, saying with proper planning, the area could serve as a good marketplace for the large community in both DBKU and MPP areas.
“Both DBKU and MPP can join forces to take the market under their wings and I hope that our state government will consider this proposal,” said Lo.

He also said the proposed market would help address illegal hawking in MPP areas.

Going into detail, Lo said on a daily basis, there were usually around 1,000 hawkers trading in all corners of MPP area – at Batu 3, Batu 7, Batu 10, Siburan, Beratok, Tapah, Matang, Telaga Air, City Mall and MJC.

He said about 80 per cent of them were trading illegally, with most of them villagers from neighbouring villages looking for ways to supplement their livelihood.

“These villagers can be seen early in the morning carrying baskets of vegetables to trade near the roadside or where there are people. By noon, most of them are gone,” shared Lo.

He further said there had been numerous complaints from residents that the situation was an eyesore besides expressing concerns on safety.

He lamented that there seemed to be no end to the issue as “No matter what was done, they will come back another day as they do need the extra cash they earn”.

“Housing all these hawkers under one roof and legalising them is the only way to solve the problem.

“That way, we can ensure that these hawkers are legal and the place is kept clean with proper planning.” Lo asserted.

Besides the hawker issues, Lo also alluded to the request made by the wholesale market association to the state government for a suitable trading space.

Presently, he pointed out, the wholesalers are conducting their business at night in the Stutong market, which he said is not conducive for trading as it has no proper roofing or lights.

“Should an area be approved to house these wholesalers in Padawan area, MPP will be happy to assist the state government in the proper management of the wholesalers in this area,” Lo stated.


80 per cent of hawkers in MPP areas are illegal




KUCHING: There are almost 2,000 hawkers in Padawan municipality and 80 per cent of them are hawking illegally in Mile 3, Kota Sentosa, Kota Padawan, Siburan, Beratok, Tapah, Matang, Telaga Air and MJC in Batu Kawa.

This was revealed by Lo Khere Chiang (BN-Batu Kitang) during his debate speech in the State Legislative Assembly (DUN) sitting, yesterday.

“There is no denying that the hawkers are poor people out to look for ways to supplement their livelihood. They can be seen early in the morning carrying baskets of vegetables to trade by the roadsides or wherever there are people. By noon, most of them are gone,” he said.

He said many people complained that their presence was an eyesore and also dangerous, especially for those who hawked near the roadside.

“No matter what measures are taken against them, they will come back another day as they need to earn extra income. The hawkers ply their trade come rain or shine. On rainy days, many will put on raincoats or use umbrellas so that they can carry on selling their products. It is a sad sight indeed.

“It is therefore important that future projects must have space reserved for big markets. In Stutong, when the market was built, there was big uproar over then. Over time, the demand for trading places grew and today, trading spaces in Stutong Market are 100 per cent occupied.

“We must also plan for market places in future projects.  At the moment at MJC in Batu Kawa, there are about 500 hawkers trading at car parks every Thursday noon till Saturday,” Lo said.

He pointed out that housing estates were mushrooming in MJC area, and shop owners there allowed the hawkers to trade as business was still slow.

“There will come a day when they would not want to see the hawkers in front of their shops, and then the trouble will start,

“Locating all these hawkers under one roof and legalising them are the only way to solve the problem. But we need space and conducive area to move them to. That way, we can ensure that these hawkers are legal and the trading place kept clean with proper planning,

“We cannot wait until the town grows beyond the stage where there is no viable space for a market to meet the day to day needs of the people. By then, it will be a lot harder to find a space for a big market.

“Planning has to start well before a town grows too big. Potential space for a market has to be identified and gazetted. The space needs to be gazetted because the land will become too valuable for a market purpose by the time the town grows too big. A market is however a basic necessity to ensure that the daily needs of the growing population is met,” said Lo.

According to Lo, a site of about 7.5-acre in size near the DBKU golf driving range at Jalan Keretapi has been identified for a market. Across the nearby river is a state land of 10.4 acres which is within the jurisdiction of Padawan Municipal Council (MPP).

“The two places could be linked with a bridge and with proper planning, the place will serve as a good market area for the communities in both DBKU and MPP areas. Both the DBKU and MPP can join forces to take the market under their wings and I hope the state government will consider this proposal,” he said.

Lo said another teething issue was a proper space for a wholesale market as the wholesalers’ association had been requesting the state government to provide them with a suitable place to trade.

“At the moment, they are trading at night at Stutong Market’s parking area which is not conducive for trading as there is no proper lighting and roofing. On rainy days, these people will be soaked to the skin.

“Should an area be identified for the wholesalers who are from Padawan areas, MPP will be happy to assist the state government in the proper management of the area,” he said.

On crime situation in Kuching, Lo said housebreaking, theft and robbery cases were still rampant.

“I understand that a lot of petty thefts were linked to illegal gambling and drug abuse. Many residents in MPP areas have voiced their concern on the number of ‘fish machines’ that have sprouted overnight in Padawan areas. Signs and advertising for this illegal activity were blatantly displayed.

“I know of people, young and old, addicted to these games, and they were caught with  huge debts due to their addiction to the games. I believe that this unhealthy addiction is the root cause of many social ills,” he said, adding that game addicts even resorted to stealing from their own families to feed their bad habits.

He said the only solution to this was for the government to ban the import of the machines.

“The Registrar of Societies (ROS) issues club licences but some of the applicants abused the licence to operate these fish machines in their outlets, which is not right at all.

“At the moment, MPP allows such machines in shopping centre where there should be zero tolerance for gambling activities because at shopping centres, they are purely for family entertainment,” said Lo.

Lo glad MPP collects 85 pct of assessment rates annually

KUCHING: Padawan Municipal Council (MPP) chairman Lo Khere Chiang disclosed the council collected an average of 85 per cent of its assessment rates annually.

He said before the state government decided to reduce assessment rates, MPP was able to collect some RM23 million annually.

“The remaining 15 per cent, we will give them chance to pay. We will (lodge) caveat (on) their properties if they don’t pay and if they want the release of their caveat, then they pay. If not, they will not be able to sell their properties,” Lo told the media on the sidelines of the DUN Sitting yesterday.

He pointed out that there was always a small group of rate payers who just refused to pay even though they can afford it.

“But there are also those who just can’t afford to pay their rates especially those who are really poor; in such cases the government will waive the amount after a certain period of time,” he said.

Lo who is also Batu Kitang assemblyman assured that the council will continue to provide good standards of services for the people such as drainage and re-sealing of roads for residents under its jurisdiction.

“The government is subsidising a small amount. That’s the whole point because the government is doing things for the people such as the construction of roads and drains for the people… jobs we cannot expect the people to do themselves.”

He disclosed that the collected assessment rates were normally used to run the daily administrative activities of the council.

Lo was commenting on the Auditor-General Report based on an audit carried out from April until June 2016, which amongst others concluded that the management and collection of assessment rates in both MPP and Kuching South City Council (MBKS) was good, compliant to ratings procedures and reporting and financial regulations on revenue management.

However, both councils need to address the following: increase in assessment rates arrears, no new valuation list prepared and used since 1998 and no valuation system that integrates valuation and rating systems for assessment rates.

The AG report also suggested that in order to ensure both MPP and MBKS’s management of assessment rates collection were efficient as well as to meet the set objectives, the following improvements were recommended: both MBKS and MPP take early actions before the arrears exceed 6 years and take assertive actions to ensure the arrears were paid by the owners concerned within the stipulated time.

It suggested that the Ministry of Local Government in Sarawak, MPP and MBKS have to compile a new valuation list so that the yearly assessment rates are in accordance to current market values.

The report also advised both MPP and MPP to develop and use a valuation system that integrates with the rating system in line with the increase in the number of holdings and to meet current needs.

Meanwhile, Minister of Local Government Datuk Dr Sim Kui Hian when approached on the sidelines of the DUN Sitting yesterday said he would like to study the report before making any comments.

“I need to read the (AG) Report first before I can comment on it. I will give you a press statement,” he said.

(本报古晋23日讯)巴都吉当州议员罗克强对于首长在政治上的声明,及在议会上收回提呈“取回砂权益”动议的决定表示支持,因为首相已在沙巴的活动上同意在马来西亚协议下讨论砂拉越和沙巴事宜。
他称,我们刚刚看到西马的公路通行费从1令吉增加到5令吉,令他感到砂拉越人民是如此地幸运。泛婆大道的建设费用为160亿令吉,但是我们通过这条高速公路时,不必支付任何通行费。
“我们的首长阿德南成功与首相纳吉谈妥,撤销了砂拉越的通行费。这表示砂拉越人民团结在一起追求砂自主权是多么地重要。”
他表示,成功的谈判从来不是一项容易的任务。需要建立良好的思维,技巧和技能。因此呼吁大家支持并信任首长继续他的任务。
同时,他也呼吁朋岭区和圣淘沙区州议员不要使用修辞来混淆和误导民众,在2016年天然气分布法案中,2名议员在自主问题上互相矛盾。
“前者呼唤州政府收回一切权力,无论是河、海、山,只要是砂领域的天然资源都属于砂拉越。而后者却表示砂人民非常喜欢听的这样的声音,即这些那些,全部都属于我们,但是,法律的真正立场是什么?我们对于自己的水域,领土或地表下的石油和天然气拥有专有权利吗?”

(本报古晋23日讯)巴都吉当州议员罗克强对于首长在政治上的声明,及在议会上收回提呈“取回砂权益”动议的决定表示支持,因为首相已在沙巴的活动上同意在马来西亚协议下讨论砂拉越和沙巴事宜。
他称,我们刚刚看到西马的公路通行费从1令吉增加到5令吉,令他感到砂拉越人民是如此地幸运。泛婆大道的建设费用为160亿令吉,但是我们通过这条高速公路时,不必支付任何通行费。
“我们的首长阿德南成功与首相纳吉谈妥,撤销了砂拉越的通行费。这表示砂拉越人民团结在一起追求砂自主权是多么地重要。”
他表示,成功的谈判从来不是一项容易的任务。需要建立良好的思维,技巧和技能。因此呼吁大家支持并信任首长继续他的任务。
同时,他也呼吁朋岭区和圣淘沙区州议员不要使用修辞来混淆和误导民众,在2016年天然气分布法案中,2名议员在自主问题上互相矛盾。
“前者呼唤州政府收回一切权力,无论是河、海、山,只要是砂领域的天然资源都属于砂拉越。而后者却表示砂人民非常喜欢听的这样的声音,即这些那些,全部都属于我们,但是,法律的真正立场是什么?我们对于自己的水域,领土或地表下的石油和天然气拥有专有权利吗?”

Thank you for the honor and the opportunity to debate Yang Amat Berhormat, the Chief Minister’s address at this second meeting of the First session of the 18th Sarawak State Legislative Assembly. I support and congratulate Yang Amat  Berhormat, the Chief Minister’s articulate speech, his presentation of an inclusive budget covering all aspects of the state’s welfare, social and economic development, from education to tourism, waste management and flooding. A major sum has also been allocated to the state rural transformation program.

Autonomy for Sarawak
Honourable Datuk Deputy Speaker,

We have just seen an increase in toll from as much as RM1 to RM5 in Semenanjung Malaysia. It suddenly dawned upon me how fortunate we Sarawakians are. The construction of the Pan Borneo highway costs RM16 billion and yet, we will not have to pay a single toll fee when we do eventually cruise along this highway.

Thankfully, we have our Chief Minister who has, on our behalf successfully negotiated with our Prime Minister to write off toll payment in Sarawak. This shows how important it is for Sarawakians to stick together and pursue Sarawak’s autonomy.

i respect and admire most of our ADUNs from the opposite camp, with high caliber lawyers from both sides of the divide including every one of us ADUNS here, we must all continue to forge ahead under the leadership of our Chief Minister, to pursue our rights within Malaysia.

No one will hand over Sarawak’s autonomy to us on a silver platter. That's for sure. We, Sarawakians, have to be more proactive about it. However, to do this, we need to stay united to be strong enough to get what belongs to us. We have seen how Sabahan politicians are reacting very firmly and surely in tandem with Sarawak to demand for the rights of Sarawak and Sabah to be returned to us.
I have unequivocal support for the Chief Minister in a statement he made 3 weeks ago when he says a motion will be tabled by our Deputy Chief Minister which will cover all aspects of Sarawak's rights under the Malaysia Agreement.
However, I firmly support our Chief Minister’s politically sound and wise decision not to table a motion this time round simply because the Prime Minister has agreed to discuss Sabah and Sarawak’s rights under the Malaysian Agreement during his recent speech in an event in Sabah.

Tuan Speaker, successful negotiation has never been an easy task. One needs to establish good thinking, tack and skill. I believe that our Chief Minister has brought us this far because of his respected leadership, tact and hard work in doing what is right for all Sarawakians. Let us support him and put our trust in him to continue our quest.

I appeal to our Honourable YB for Pending and Sentosa not to use rhetoric to fish for votes, to confuse and mislead the rakyat, just like the playcard we see this morning as we drive up to Dewan Undangan Negeri (DUN). Tuan speaker, Honourable member for Kota Sentosa allegations of the RM250 million are unsubstantial and cannot be true because under the Financial Procedure Act, 1957(Section 4), Treasury Instructions 6(2), “No money has gone missing because all the money unused reverb back to the Government”. (Page 56 of Hansard dated 21st of November 2016).


Distribution of Gas Bill 2016 
During the debate on the Distribution of Gas Bill 2016 we witnessed Honourable member for Pending and Honourable member for Kota Sentosa contradicting one another.

Honourable member for Pending said, quote "I called on the State Government to take back all the right as we got to remember what is ours is ours!! It did not matter whether the natural resources is under the sea bed, under the river bed, under the mountain bed, under your bed, under my bed all the natural resources belongs to Sarawak” unquote.

In contrast, instead of saying yes to the Gas Bill, YB Sentosa said, “we as Sarawakians would very much love to hear statements like that. This belongs to us. That belongs to us. All these are ours. As a Sarawakian we like to hear that. But is that the true position of the law? Do we have the rights, the exclusive rights over the oil and gas in our water or on our land or under the land surface?”

Such pessimistic and negative words from a two term YB in Sentosa. This clearly shows one thing and that is both Honourable YBs for Pending and Sentosa’s interest is to object without taking into consideration how Sarawakians would benefit from the passing of the Distribution of Gas Bill, 2016. Their main objective was to make as much noise as possible, to the point that they did not even realize that they were contradicting one another.
 
Tuan Speaker, I am proud to call myself a Sarawakian as we, Sarawakians have shown the world how tightly knit we can be when we stand together as one people despite our diversity in race and religion. Only a Sarawakian will be able to understand this unique closeness within the people here regardless of race or religion and hence I pride myself on being a Sarawakian. We are non-violent, peaceful and friendly folks.

Role of The National Registration department

Tuan Speaker, I am proud to call myself a Sarawakian as we, Sarawakians have shown the world how tightly knit we can be when we stand together as one people despite our diversity in race and religion. Only a Sarawakian will be able to understand this unique closeness within the people here regardless of race or religion and hence I pride myself on being a Sarawakian. We are non-violent, peaceful and friendly folks.

Having said that, this is precisely why it came as a shock to me to find that children born here can be declared stateless despite one parent being a Sarawakian. I have come across many such children whose parents have sought my assistance to help their children to get proper documents for them. Despite each having different stories on why their children are without documents, there is always a thread of similarity running in all the cases and that common problem is that one parent is a foreigner.
Tuan Speaker, we cannot stop people from getting married to different races and nationalities any more than we can stop the sun from shining.
But to let these children suffer because one of their parents is a foreigner is not part of the inclusive culture that I know of in Sarawak.

I give you a classic example of two brothers aged 25 and 27. Both were born in The Sarawak General hospital and one of the parents is a foreigner. Both their birth certificates were registered late, a miscalculation of a parent which resulted in the family paying a heavy price for it. The National Registration Department has declined time and again to give them proper and complete documents.

One of the brothers dropped out of school as there were many instances where his parents were asked to produce all the proper and right documents. The other one managed to complete Form Five. Now both are working. Both were deprived of all the benefits which many of us have come to take for granted: having a Mycard , passports, bank accounts and anything that required an identity card to process. The two were at the mercy of their employers as they were not allowed to contribute to EPF, SOSCO or income tax. 

These are the official problems faced by the brothers but a rather more overwhelming question is: what of the social stigma they have to face on a daily onslaught ? The future is a bleak one for these brothers. Both will not be allowed to marry as they do not have the documents to be registered and if anyone of them has a child out of wedlock, the child will suffer the exact same fate.

There are many cases in the town area and I cannot help but wonder about the silent majority of these cases, the thousands suffering in obscurity in the ulu and rural areas. How are these children going to face the world if they were to venture out into the cities for better prospects without any of these valid documents?

Tuan Speaker, children born in Sarawak with a parent being a Sarawakian should be considered one of us. It is logical as they will want to study here, work, make a life and eventually build a family here.

I have personally been to the National Registration department a couple of years back to enquire about a young boy’s application and was told that the decision is in the hands of PutraJaya and that they have to wait. All this time, all we can do is make enquiry after enquiry and then being told to wait; usually for a very long time.

Decisions made by PutraJaya regarding these cases are too slow as we can see in the case of these two brothers; they are both in their 20s and in a few years, they will hit their 30s. They have to struggle without valid documents all this time and will continue to suffer this indignity unless we make their case known and give them a helping hand.

Tuan Speaker, all these procedures and the decision making that comes with it should be done in Sarawak. How can we possibly expect PutraJaya to know of the sentiments of each and every case. Semanjung Malaysia has so many of their own to deal with and so, understandably, each case in Sarawak does not come with a priority tag.

The Sarawak government should have the right to take care of the citizens of Sarawak as long as one parent is from Sarawak. There is no need to go across vast expanse of land and water to get that done in PutraJaya when the Sarawak Government is fully prepared and perfectly capable of handling it. There is a need for urgency because as of right now, there are too many innocent children out there in limbo.

I am very glad that the Minister of Welfare, Women and Community has been assigned to head a task force and that the decision should be made by the State Government.

Hawker issues

Tuan Speaker, I wish to bring your attention to the many hawker issues in Padawan area. There are almost 1,000 of these hawkers daily; 80% of whom are illegal and spread out in all corners of Padawan at Batu 3, Batu 7, Batu 10, Siburan, Beratok, Tapah, Matang, Telaga Air, City Mall and MJC etc.

There is no denying that these are poor people out to look for ways to supplement their livelihood. These villagers can be seen early in the morning carrying baskets of vegetables to trade near the roadside or where there are people. By noon, most of them are gone. 

Many complained that it is an eyesore and that it is dangerous especially for some who plied their goods near the roadside. No matter what was done, they will come back another day as they do need the extra cash they earn. The hawkers ply their trade come rain or shine. On rainy days, many will have raincoats or umbrellas over them for a little cold comfort just so that they can carry on selling their produce through the rain.

It is therefore important that future projects must have space allocated for big markets. In Stutong when the market was built, there was a big uproar over the location. Over time, demand for trading places grew and today, trading spaces in Stutong has a 100% occupancy rate.

We must, therefore, plan a market for future projects in areas like MJC. At the moment there are about 500 hawkers trading on the car parks there from every Thursday noon to Saturday.

Housing estates are mushrooming in the MJC area. At the moment, shop owners there allow these hawkers to trade there as business is slow in MJC. There would come a day when they would not want to see hawkers in front of their shop lots. Then the trouble will start. 

Housing all these hawkers under one roof and legalizing them is the only way to solve the problem. But we need space and a conducive area to house them. That way, we can ensure that these hawkers are legal and that the place is kept clean with proper planning. We cannot wait until the town grows beyond the stage where there is no viable space for a market to meet the day to day needs of the people. By then it will be a lot harder to find a space for a big market. Planning has to start well before the town grows too big. Potential space for a market has to be identified and gazetted. The space needs to be gazetted because the land will become too valuable for a market purpose by the time the town grows too big. A market is however a basic necessity to ensure that the daily needs of a growing population is met.

Tuan Speaker, we have also identified an ideal place for a market along Jalan Keretapi at the DBKU golf range which is 7.51 acres in size. There is a river running beside it and across the river on the other side, there is a piece of state land which is 10.4 acres and which in the MPP area. The two places could be linked with a bridge and with proper planning, this will serve as a good market area for a large community in both DBKU and MPP areas. 

Both the DBKU and MPP can join forces to take the market under their wings and I hope that our State Government will consider this proposal.
Wholesale Market
Honourable Datuk Deputy Speaker, Another teething issue is a proper space for a wholesale market. The wholesale market association has been requesting the State government to provide them with a suitable place to trade.

At the moment, they are trading at night at Stutong market which is not a conducive place to traders. There is no proper roofing or lights. On rainy days, these people would be soaked to the skin.

Should an area be approve to house these wholesalers in Padawan area, the Padawan Municipal Council will be happy to assist the State government in the proper management of the wholesalers in these areas. 

Fish machines

Finally, Tuan Speaker, Crime situation in Kuching especially house breaking, theft and robbery is still rampant. I am made to understand that a lot of petty theft has been linked to illegal gambling and drug abuses.

Many residents in Padawan have voiced their concern on the number of ‘fish machines’ that has sprouted over a short period of time in Padawan.

I know of people, young and old addicted to these games and they were caught in huge debts due to their addiction to the games on these fish machines. I believe that this unhealthy addiction to the games is the root cause of many social ills.

Some have no choice but to resort to thieving even from their own families to feed their bad habits. The only solution to this is for the government to ban the import of these machines on any premise, be it private or public. 

The Registrar of Society is issuing Club licenses but some of these applicants abused the license to operate these fish machines in their outlets, which is not right at all.

At the moment, Padawan Municipal Council and the state ruling in general only allows such machines in shopping centers where there should be zero tolerance for gambling activities because shopping centers are supposedly purely for family entertainment purposes.
