Kpg Sapit road access project under federal purview
KOTA PADAWAN: The road access construction project to Kampung Sapit is under the purview of the Public Works Department (PWD) and not under Padawan Municipal Council (MPP).
Chairman of MPP, Lo Khere Chiang said that the task of the council is only confined to maintaining the minor road.
“We are not involved in the project because it is under the federal government, and also Kampung Sapit is next to Kalimantan Indonesia.
“We only do the maintenance part, and we have been maintaining the road ever since,” he said.
Lo said this when asked by reporters after the handover ceremony of appointment letters to Kapitan here today.
He added that the government has prepared a proposal under the General Operation Force to erect the border post between Sarawak and Kalimantan.
“We want to improve our border post as more Indonesians will be coming to Kampung Sapit,” he added.
In the meantime, Lo said that the council can issue a village licence for campsite operators who want to conduct their business in Kpg Sapit.
“We can issue the licence to them, just as long as they apply for it,” he added.
Apply homestay licence with Motac, Lo tells interested Kpg Sapit folk
MPP chairman Lo Khere Chiang said the issuance of homestay licence comes under the purview of the federal ministry.
KUCHING (Feb 4): Kampung Sapit folk wanting to apply for homestay licences can do so by applying with the Ministry of Tourism, Arts and Culture (Motac), said Padawan Municipal Council chairman Lo Khere Chiang.
He said this when met by the reporters at the MPP Chinese New Year open house Friday, to verify claims that homestay licences come under the local councils.
“For those in Kampung Sapit wanting to have their home being rented out as homestays, the issuance of licence comes under the purview of the (federal) ministry.
“One of our roles (in MPP) is to issue business licence for food and beverage. If homestays in Kampung Sapit want to open a food and beverage outlet in their homestays, the licence can be issued by us (MPP).
“It is not a problem with us but those who want to open a business must register their company since it involves the Inland Revenue Department (IRD), because they need to pay tax,” he said.
Lo, who is also the Batu Kitang assemblyman, said there is such a thing called village shop licence.
“Take for example, Kpg Haji Baki, Kpg Bumbok, Kpng Tematu and many other villages within MPP have village shops complete with licences. They can sell food and drinks, it’s not a problem, and Kampung Sapit is no different ,” he said.
Kampung Sapit is located in Puncak Borneo about two hours drive from the city centre. It is located about 1,000 metres above sea level.
The location is ideal for holiday lovers and campers, with beautiful panorama from ‘above the clouds’.

KUCHING, Feb 3: Padawan Municipal Council’s (MPP) headquarters in 10th Mile will be turned into a commercial centre once the new complex in Semenggoh is completed.
MPP chairman Lo Khere Chiang said currently, the new complex is in the planning and drawing stage, and construction is expected to start by year end.
According to Lo, MPP was given the challenge by Premier Datuk Patinggi Tan Sri Abang Johari Tun Openg to turn the current building into a commercial entity.
“Once we move into the new office, the space here can be turned into a commercial property, and we are going to commercialise it to raise funds to carry out stage 2 of our project,” he told reporters when met during the MPP Chinese New Year Open House held at MPP headquarters, today.

Stop speeding or risk fatal accident, Batu Kitang rep warns motorists driving past Rajah Charles Brooke Hospital
Lo (right) and Jong (on his right) photographed during a visit to Rajah Charles Brooke Memorial Hospital's new carpark at Jalan Puncak Borneo in Kuching on Feb 3, 2023.
KUCHING, Feb 3: Batu Kitang assemblyman Lo Khere Chiang has warned of the possibility of a fatal road crash occurring due to speeding in front of the Rajah Charles Brooke Memorial Hospital (RCBM), Jalan Puncak Borneo here.
He livestreamed his visit to the site today together with Heritage Society of RCBM Hospital (HSoRCBMH) president Angie Jong to exchange views on the potential hazards and challenges faced by motorists along the route on a daily basis.
It must be noted that there is a new carpark constructed across the RCBM Hospital which is a project initiated by the HSoRCBMH with the support of Lo and the Sarawak Public Works Department (JKR).
Additionally, JKR has also placed a zebra crossing to facilitate pedestrians who have parked their vehicles across the road.
However, even during Lo and Jong’s visit to the carpark today, cars and heavy vehicles can be seen driving at an alarming speed, especially those who are coming down the slope from Kuching heading towards Puncak Borneo.
This has prompted Lo to call on motorists, especially those passing through the route, to slow down and not pose a danger to the hospital visitors.
At the same time, Jong disclosed that despite already providing the public with ample parking space, there are still errant drivers who stubbornly park their vehicles by the main road which hinders the view of drivers who are exiting the RCBM Hospital.
This irresponsible behaviour has since led to countless accidents at the site.
She also pointed out that the new carpark is only accessible for drivers coming down to RCBM Hospital from Kuching, while drivers coming from the direction of Puncak Borneo are not allowed to turn right into the carpark, as a double line has been painted.
Additionally, she said there is even a warning sign erected there to emphasise the rule, but many drivers chose to ignore it.
She also reminded the general public to keep the carpark clean and not turn it into a dumpsite as there is no specific fund for the maintenance of the carpark. — DayakDaily
MPP chairman: Flood mitigation drain project set to solve flooding, erosion issues for Jalan Stakan residents

By Wilfred Pilo
KUCHING, Feb 03: Padawan Municipal Council (MPP) chairman Lo Khere Chiang says that a Drainage and Irrigation Department (DID) flood mitigation drain could be one solution to solve flood and erosion issues for residents along Jalan Stakan.
He revealed that the project, which costs RM7 million, would be completed next year.
“The huge monsoon drain with a reinforced concrete retention wall should solve flood and erosion issues in that area,” he said.
“The infrastructure should help residents along Jalan Stakan as they have faced the problem for many years,” he added.
Lo, who also Batu Kitang assemblyman, told reporters this in reply to a complaint made by special assistant to Sarawak DAP chairman Chong Chieng Jen, Michael Kong Feng Nian, after witnessing the handing over of appointment letters to community leaders at a restaurant at 10th Mile Bazaar.
Kong had warned MPP and wrote a letter about the possibility of flash floods and erosion along Jalan Stakan after he visited a resident at Lot 68F who complained about flood waters rushing into the owner’s house.
“I have not received and seen the letter written by Kong yet, but MPP will get down to it to resolve the matter for that resident,” Lo said.
Earlier, he witnessed the handing over of an appointment letter to Kapitan Lim Eng Kok and the reappointment of four community leaders by the Sarawak administrative officer of Padawan, Julius Sapong.
He encouraged the community leaders to continue doing good work for the community they represented and not hinder government assistance.
“We need all your support, and if you have problems, go and seek assistance so that the government official will help you lighten that burden,” he said. — DayakDaily
MPP chief: 13 samples from dogs caught in MPP areas in 2022 confirmed rabies-positive
File photo for illustration purposes
KUCHING (Feb 1): Thirteen samples from dogs have been confirmed positive for rabies in Padawan Municipal Council (MPP) areas since last year.
In stating this, Batu Kitang assemblyman Lo Khere Chiang, who is also the council chairman, said the data was received from the Department of Veterinary Services (DVS) Sarawak, which took samples from dogs caught in MPP areas.
He also said the caught dogs that were infected with rabies had been disposed of to prevent spread to humans through bites.
“The areas with rabies-positive dog cases are Mile 11, Kampung Quop, Beverly Hill Mile 13, Kampung Sungai Tapang, Batu Kawa, Kampung Jawa, Kota Sentosa, Mile 3 1/2, Kota Padawan and Mile 5. The council has been, and still is, carrying out stray removal activities at these areas and also other localities,” he said to reporters after chairing MPP full council meeting yesterday.
Lo also disclosed that almost half, or 48.9 per cent (1,259), out of the 2,576 cumulative dog bite cases recorded in Kuching Division last year, had occurred in MPP areas.
He said in the first epidemiological week of this year (Epid Week 1 – Jan 1 to 7, 2023), 45 animal bite case were recorded in Kuching Divison, out of which 23 cases had occurred in MPP areas.
“Eighty-six per cent of the bite cases were from pet dogs; that is why all pet dogs need to be vaccinated and they must not be allowed to roam freely with strays to prevent rabies infection,” he added.
Lo also said MPP had collaborated with DVS Sarawak in running the dog licensing programme, mass vaccination and micro-chip installation exercises, four times last year – taking place at Semenggo Veterinary Office, SJK Chung Hua Batu Kawa Lama, SJK Chung Hua Sungai Tapang and Kota Sentosa Basketball Court.
He pointed out that through these programmes, 479 dog licenses were issued, 710 dogs underwent vaccination, and 485 dogs were micro-chipped.
He also said based on statistics for Sarawak, a total of 1,325 stray dogs were captured and disposed of throughout last year, conducted during the daily operations as well as other integrated operations.
The number, he specified, included 30 stray dogs caught by MPP in joint operations with other agencies in May and December last year, focusing on areas where rabies bites and related cases had been reported such as Batu Kawa, Matang Jaya, Jalan Penrissen, Kota Padawan, Moyan and Kota Sentosa.
“For 2023, the MPP plans to continue activities such as mass vaccination, licensing and micro-chipping with the related agencies, as well as holding an integrated rabies control operation involving various agencies such as police, the Immune Belt Enforcement Teams Sarawak (IBETS), DVS Sarawak and other councils across Kuching Division,” he said.
On another matter, Lo said the numbers of road accidents and fatalities recorded in MPP areas last year almost doubled those registered in the previous year.
He said last year, there were 2.065 road accidents recording 25 fatalities, versus 1,528 cases involving 14 fatalities in 2021.
As such, he called upon motorists to always uphold good driving habits such as avoiding driving under influence or using mobile phones while driving.
“Always be careful when driving on the roads where works are on-going on the Pan Borneo Highway,” he reminded.
KUCHING: Accidents and fatalities on the road in the Padawan area have near doubled in the last two years.
A worried Padawan Municipal Council (MPP) chairman Lo Khere Chiang on Tuesday appealed to all motorists to keep safety foremost on their mind when they get behind the wheel.
Shortly after a full council meeting he disclosed that there were 1,528 road accidents in 2021 with 14 fatalities, while there were 2,065 cases with 25 fatalities within the council’s jurisdiction last year.
“The accident rate on the roads is very high and there could also have been collisions that were not reported,” he said in expressing concern.
“This is a very important message to our drivers – be more cognisant, tolerant and courteous when driving,” he said.
Lo reminded motorists that they played a crucial role in keeping road users safe and preventing accidents, particularly by driving and riding courteously.
“Maintain your speed on the road and adhere to all traffic regulations,” he said, adding, “disregarding the rules and the law will lead to more accidents.”
He said the leading causes of traffic fatalities and injuries were speeding, reckless driving, using mobile devices while driving, and drink-driving.
In another development, he identified four dengue outbreak localities, namely Stapok Selatan, Everbright Park, Taman Phoenix, and Kampung Karu, stating that 57 cases of dengue fever were reported in MPP areas.
Last year, 16,165 establishments, including stores, homes and schools, were inspected and prevention measures such as fogging were implemented in areas with high Aedes index scores.
“Fogging is only effective to kill adult mosquitoes.
“By getting rid of all superfluous empty containers, empty vases, and other naturally occurring habitats that collect stagnant water, we can ensure that our living spaces are free from breeding grounds and stop the spread of the disease.”
There is a need to be particularly careful to prevent the collection of stagnant water, especially during the rainy and flooding season, he added.
MPP to order closure of eateries found with rats, says chairman
Lo (third right) leads the tossing of Yee Sang during lunch after the meeting. On his right is MPP secretary Elizabeth Loh.
KUCHING (Jan 31): Padawan Municipal Council (MPP) will not hesitate to order closure of eateries found with rats, said its chairman Lo Khere Chiang.
He explained this is to prevent the spread of leptospirosis, an infectious disease transmitted through urine of rats/ mice and caused by Leptospira bacteria that is spread through animals.
He pointed out this disease can lead to kidney damage, meningitis (inflammation of the membrane around the brain and spinal cord), liver failure, respiratory distress, and even death.
“Why I bring this up, is because rats are found in the kitchen… That is why we are very serious about this. Those that are caught (with rats), we will close them if we find rats in the kitchen or the restaurant (eatery),” he said during a press conference after chairing MPP full council meeting today.
He, however, did not disclose the number of leptospirosis cases recorded so far and the number of outlets that were ordered to close in MPP areas.
He said the council’s Vector Control Section has carried out rodent-borne disease control activities such as installing ‘Matikus’ poison at all three public markets in MPP namely Kota Sentosa Market, Kota Padawan Market and 3rd Mile Market.
He also said a Rats Extermination and Public Market Cleaning campaign was carried out on Aug 1, last year at Kota Padawan Market, where among the activities carried out were the cleaning of the market, installation of rat poison, installation of traps to obtain rat index and distribution of leaflets about leptospirosis.
“The results of the catch obtained and the calculation of the Rat index found that the rat index rate is Level 1 (low and under control) in all three Council’s markets,” he said.
On another matter, Lo said fogging activities are carried out at locations under MPP with high Aedes mosquito index to prevent spread of dengue fever.
He revealed that for last year, a total of 57 cases of dengue fever were recorded in MPP areas.“There were four dengue outbreak localities recorded in 2022, namely: Stapok Selatan, Everbright Park, Taman Phoenix and Kampung Karu.
“In 2022, 16,165 premises were inspected including shops, residential premises and schools. Dengue awareness pamphlets were distributed to the public,” he said.
Lo, who is also Batu Kitang assemblyman, pointed out that since fogging is only effective to kill adult mosquitoes, the key point to prevent the propagation of the disease is to ensure our living environments are free from Aedes breeding sites/habitats.
He said these include eliminating unnecessary empty containers, emptying vases and other natural habitats that accumulate the stagnant water.
“Public cooperation is important to maintain the cleanliness of the surrounding and to destroy any potential Aedes breeding ground.
“We need to be extra vigilant especially during the raining and flooding season to avoid accumulation of stagnant water,” he said.
Lo also advised the public not to be complacent against Covid-19 although the country is now in the process to reach endemic phase.
He said they should continue to practice good hygiene such as washing of hands after contact with persons or objects and wear a facemask especially when they are indoor or in crowded areas as a precaution against Covid-19 infection.
“The elderly and young children are more at risk, hence should always avoid crowded areas and exposure,” he said, adding MPP through the Vector Control Section had carried out disinfection in the MPP office building, markets and public toilets.

KUCHING, Jan 29: International Society for Krishna Consciousness (Iskcon) Kuching today treated members of the public to 700 vegetarian meal packets at the 7th Mile Market.
When met by reporters, Iskcon Kuching chairman S. Krishnarao, known as Prabhu Krispa, said the meals were distributed as part of the Hare Krishna Food For Life programme, which is one of their monthly activities.
“It is one of the charity activities we carry out twice a month, sometimes once a month, and at least 700 packets of vegetarian food are distributed,” he said.
Lo (yellow shirt) is seen joining the congregation dance and singing performance during the Hare Krishna Food For Life programme.
According to Prabhu, their congregation also goes to different places: the 3rd Mile Market, the old folks home, centres for the disabled and visually impaired, and the Cheshire Home.

Meanwhile, Pawadan Municipal Council (MPP) chairman Lo Khere Chiang, who was also present at the programme, complimented the non-profit organisation for their kind gesture to the local community.
“As I went around this morning, I could feel the warmth and the heartfelt thanks from our receivers from all works of life.
“I can’t help but feel the cohesiveness that exists among us in Sarawak,” he said. — DayakDaily
KUCHING: High hopes are directed towards Prime Minister Datuk Seri Anwar Ibrahim to fulfil and restore the rights of the Malaysia Agreement 1963 (MA63).
Batu Kitang assemblyman Lo Khere Chiang has pointed out that Sarawak has been working well with the federal government, and currently the situation has been really good.
He said that as a country, the political situation must be stable; the Gabungan Parti Sarawak (GPS) in Sarawak is working with the federal government to ensure the political situation in Malaysia is stable.
“With the appointment of Anwar under the unity government, things are promising, and we are hopeful of the outcome,” said Lo.
Following Anwar’s recent official visit, the prime minister has increased the annual special grant to Sarawak from RM16 million to RM300 million.
Anwar during his visit also noted that an agreement has been reached that the allocation under Article 112D of the Federal Constitution will be distributed based on the formula proposed by Premier Datuk Patinggi Tan Sri Abang Johari Tun Openg.
Therefore, Lo praised him and noted that this was a positive move.
“As Sarawakians, we have high hopes that the MA63 will be respected by the government, and what’s important is in the MA63, where the rights must be returned fully to Sarawak.
“This is my hope, and when I look at our prime minister, I have hope and happiness that this time with the Unity Government.
“Together with the prime minister, Sarawak and Sabah can gain back their rights,” he said at the Sarawak United People’s Party (SUPP) Chinese New Year open house here this morning (Jan 22).
Lo complimented Anwar, stating that he is a great prime minister who has principles.
He has thus encouraged all Sarawakians to unite and refrain from causing division.
“Unite together with GPS to become more powerful so that our premier can negotiate with our prime minister.
“Because of our strong friendship, we will be able to negotiate to have the MA63 rights returned to Sarawak and Sabah, which is crucial,” he stressed.
‘I’m not Harry Potter,’ Lo retorts on Taman Desa Wira’s drainage upgrade status
Lo said the upgrading project would continue in stages as the drainage system is interconnected.
KUCHING (Jan 6): Upgrading work on the drainage system for Taman Desa Wira in the Batu Kawah constituency is still ongoing, said Lo Khere Chiang.
The Padawan Municipal Council (MPP) chairman said the upgrading and construction work come under the RM120 million flood mitigation project for the area, which has been implemented since 2020.
According to him, the project is being carried out by Batu Kawah assemblyman Dato Sri Dr Sim Kui Hian, who is also Deputy Premier and Minister for Public Health, Local Government and Housing.
“It is still ongoing. But, of course, the project is carried out in stages. I am not ‘Harry Potter’ who can complete such a project overnight,” he told reporters briefly when responding to a question on the progress of the upgrading and construction work on the drainage system in flood affected Desa Wira and RPR areas.
He was handing over a newly-constructed house to a hardcore poor recipient at Kampung Sejijak, Batu Kawa.
Lo pointed out the upgrading work would require more time to be completed as the drainage system in the areas is interconnected.
He assured residents that the project would continue as it had been approved by Premier Datuk Patinggi Tan Sri Abang Johari Tun Openg.
“I hope everyone can be patient because we are doing this work in stages,” he reiterated.
MPP chairman: RM400,000 worth of Kota Sentosa market improvement works to start in February
Lo Khere Chiang
KUCHING, Jan 7: RM400,000 worth of Kota Sentosa market improvement works will commence in February 2023.
Padawan Municipal Council (MPP) chairman Lo Khere Chiang said the plan is already in the pipeline with an allocation from Kota Sentosa assemblyman Wilfred Yap under his Rural Transformation Project (RTP).
He said MPP has officially received the approval of the funds in October 2022 and the works are expected to start after the required procurement processes.
Lo, in a statement today, said both himself and Yap have talked to the market traders to get their feedback on types of improvement or repair needed, which include installing additional fans, replacing damaged steel covers and fixing broken tiles.
Lo was responding to Democratic Action Party (DAP) Sarawak chairman Chong Chieng Jen’s correspondence and social media publications regarding the maintenance issues at Kota Sentosa Market recently.
Lo pointed out that the Council is doing everything possible to resolve as many requests as possible.
However, he said, an understanding that some processes require specific procedures to be applied before the physical works could proceed is respectfully required. — DayakDaily
Padawan e-Kasih families needing house repairs can apply for help, says Lo
Lo (third right) symbolically hands over a newly-constructed house in Kampung Sejijak.
KUCHING (Jan 6): Applications for house repair assistance for low-income families registered under the e-Kasih programme are still open, said Padawan Municipal Council (MPP) chairman Lo Khere Chiang.
He encouraged qualified household heads to apply for the aid from MPP.
Under the Urban Poverty Eradication Programme, he said house repair assistance recipients were allocated a maximum of RM17,000 each.
“The type of house repairs involves repairs and replacement of roofs, ceilings, walls, floors, windows, stairs, toilets, and sanitation,” he told reporters today.
For today’s event, he handed over a newly-constructed house to a recipient at Kampung Sejijak, Batu Kawa.
He encouraged community leaders to submit applications to MPP for those requiring assistance.
“If we know any people who are very poor, please register them under e-Kasih programme because we can only help them if they are registered with e-Kasih.
“The assistance is only eligible for the hardcore poor families only with conditions that they are registered under e-Kasih list and do not own any property. e-Kasih means those very poor and extremely poor,” he said.
He said the assistance is a federal-funded programme under the Ministry of Local Government Development Malaysia (KPKT), which the council has implemented since 2016.
As of 2022, he said the scheme had helped to build 185 new houses in areas under MPP’s jurisdiction at a total cost of RM2.9 million.
Those who are interested to apply can contact MPP’s Valuation and Rating Division on 082-615566.
Lo irked by Chong’s ‘annoying’ FB posts, pressers targeting him and MPP
Lo Khere Chiang
KUCHING (Jan 5): Batu Kitang assemblyman Lo Khere Chiang is irked by Stampin MP Chong Chieng Jen and his group targeting Padawan Municipal Council (MPP) and himself with daily Facebook posts and increasingly annoying press conferences.
Lo said the latest was a public spat by Chong for cheap political mileage for demanding the flood mitigation masterplan from MPP which forced him to defend himself.
“Not a day goes by without YB Chong or his assistants barking up some tree of contention with SUPP (Sarawak United People’s Party) or GPS (Gabungan Parti Sarawak) ministers. There are some who might defend him by saying he is just doing his job as an opposition government. What opposition government? Are we not a Unity Government now? Didn’t Anthony Loke (federal Transport Minister), when he came, so very graciously offered an apology to GPS and made a promise to Abang Jo (Premier of Sarawak Datuk Patinggi Tan Sri Abang Johari Tun Openg) that DAP Sarawak will also respect SUPP?
“The most shocking thing from the press conference was Chong making untrue claims that I said I have or have drawn up the masterplan for flood mitigation. I have never said that. It begs the question if Chong is twisting the truth yet again to suit his own narrative,” said Lo in a statement today.
Lo said that it is unbelievable that a three-term MP does not know that flood mitigation is under the purview of the federal government and that the federal department responsible for flood mitigation is under the Ministry of Environment and Water.
Instead, he said Chong needs to go to Parliament to question the PKR minister in charge of the Ministry of Environment and Water which is the ministry overseeing the federal Department of Irrigation and Drainage (DID).
He also questioned what projects and how much allocations Chong had garnered, and has he solved the flooding in Bandar Kuching as its MP for 14 long consecutive years.
“He is now into his second term as MP for Stampin. Has he done anything at all to alleviate the problems of flooding for his constituents in Stampin? His report card would show a big fat zero. The only thing I can remember is the millions of dollars worth of projects and major bridges that were slashed during the days of Pakatan Harapan as the ruling government in 2018.
“Had I been elected MP for Stampin, I would go to federal to ask for funds. I am only asking Chong to do what I would if I were elected MP. His Stampin constituents would ask the same of him.
“I see absolutely nothing wrong in asking Chong to ask federal for funds as a fellow Stampin constituent but Chong had the cheek to ask me to go to Parliament to ask for funds on his behalf. What planet is he on? An elected MP asking a local council chairman to go in his place as MP for Stampin?”
He pointed out that there are 23 local councils in Sarawak, both big and small, and only one DID in Sarawak.
All councils in Sarawak only take care of secondary drains, and flood mitigation projects involving major drainage reserves are undertaken by federal DID in consultation with state DID, he added.
In fact, it is Chong’s job to visit the head of DID in Sarawak like his colleague Bandar Kuching MP Dr Kelvin Yii did and as what himself and Kota Sentosa assemblyman Wilfred Yap did a month ago, said Lo.
