KUCHING: An assemblyman from the Sarawak United People’s Party has urged the Pakatan Harapan government to disburse the funds promised by the former Barisan Nasional administration for the repair of dilapidated schools in the state.
Batu Kitang rep Lo Khere Chiang said the government had a duty to maintain such schools as the safety of teachers and students should be of utmost importance.
“If we can afford a third national car project, surely we can ensure that our children enjoy a safe and conducive learning environment in all our schools,” he told FMT.
He also called on Education Minister Maszlee Malik to stop “pointing fingers” in the matter as all government schools in Sarawak are under the purview of the federal government.
“Funds must be swiftly and effectively channelled to rebuild all dilapidated schools across the nation, especially in Sabah and Sarawak,” he said.
He warned that inconsistent funding would inconvenience school authorities and impede their administration.
Lo Khere Chiang

“Give our children the tools, the amenities, the teachers and the resources they need to succeed in life,” he said, adding that dilapidated schools were one of the contributing factors to the school dropout rate in Sarawak.

He said the dropout rate was especially high in rural areas, and that other factors including poverty could not be ruled out.
Lo, who is also chairman of the Padawan municipal council, claimed the education system in Sabah and Sarawak had been tainted by the centralisation of power and politics.
He added however that such situations could also be seen in other places around the world.
“A change of government usually means a change of educational policies,” he said. “Sometimes it is for the better, and sometimes it is for the worse.”
In Malaysia, he said, the education system had suffered from constant changes to suit the political and social scenario.
“Even the teachers are unable to get accustomed to the present system,” he added.
He referred to Finland, which he said had the best education system in the world.
Adding that it took Finland about 40 years to get its education system on the right track, he compared this to the situation in Malaysia.
“What have we done in Malaysia in the last 40 years?
“We have gone from having a very good public education system where the average student had a more-than-confident grasp of the English language to one in which graduates from local universities are conversant in only the Malay language.
“Do not get me wrong on this. I am insistent that all Malaysians ought to be conversant in Malay, but is it too much to ask of them to include a second or third language as an important part of the curriculum?”

Putrajaya treating Sarawak like ‘unwanted stepson’

Putrajaya treating Sarawak like ‘unwanted stepson’

KUCHING, Jan 9: Batu Kitang assemblyman Lo Khere Chiang says that Sarawak is being treated like an unwanted stepson.

He said the federal government had been raking in RM15 billion annually from Sarawak’s oil and gas and yet it was reluctant to give Sarawak money for the maintenance of federal roads and schools.

“The federal government has been reaping RM15 billion from us annually from oil and gas, but when it comes to giving back, they are so tightfisted.

“We are indeed being treated like an unwanted stepson,” said Lo in a statement yesterday, stressing that the federal government had failed in its duty to help schools in Sarawak.

Lo, who is also Padawan Municipal Council chairman, said federal allocation for education had been inconsistent, and schools like SK Garland, a mission school, received very little funds for its operational expenses every year.

“This causes a lot of inconveniences for the school authority to run properly. Money is needed at the beginning of every year to enable the management to run the school,” he said.

“And how many of their Malayan leaders have come over to see how we fare? It is obvious that the federal government has failed in her duty to look after education in Sarawak.

“Since the federal government is unable to take care of Sarawak’s schools and education, it is high time we get back our state autonomy on education and health as promised by Minister of Finance Lim Guan Eng and Deputy Minister of Domestic Trade and Consumer Affairs Chong Chieng Jen in their messages to the people of Sarawak before GE14 (14th general election in May 2018).

“Actually, we have a lot of talented people in Sarawak. We do not need Malaya to siphon our wealth out and leave us high and dry. We can certainly take care of our own Sarawak better than Malaya can. Just leave it to us and we show you,” said Lo.

To DAP Socialist Youth secretary Abdul Aziz Isa’s statement that Lo had no empathy towards government schools’ maintenance, Lo said Aziz should be the one to be educated as the latter must learn that the upkeep of government schools comes under the federal government.

“I want to remind Aziz that it is not about empathy but more of obligation and responsibility. Why is the federal government neglecting Sarawak schools just like the grasscutting along federal roads?”

“Why did they not simply channel some of that money they have taken from Sarawak to give back to schools? Talk about empathy!” Lo shot back.

He said he and Batu Kawah assemblyman Datuk Dr Sim Kui Hian had given SK Garland RM10,000 for school maintenance and activities.

“In 2017, I also contributed RM300,000 via my RTP (Rural Transformation Programme) funds to assist SK Garland to upgrade a drain to improve the flow of water as well as a road leading to the school.

“Now that Aziz has given out some funds, he is shouting at the top of his voice for all to hear. Why should he? It is the federal’s duty to do so. He is indeed childish. What has he got to shout about when we have been helping backstage all these years?” said Lo. — DayakDaily

Sacofa on track to erect 600 telco towers this year

Sacofa on track to erect 600 telco towers this year

KUCHING, Jan 6: Sacofa Sdn Bhd said it is on track to build 600 telecommunication towers under Phase One of an initiative to build 5,000 such towers in the state.

Its managing director, Zaid Zaini, said Sacofa was working closely with the Sarawak government on this matter, and they had successfully conducted one tender for the project.

“The outcome of this tender will allow them to start this year,” he told reporters after handing over their contributions amounting to RM252,810 to 13 selected schools.

The money was raised from Sacofa’s ‘Connecting with the community’ Run 2019.

“For a start, our focus will be the rural areas to narrow the gap on Internet services between the urban and rural areas.”

However, Zaid said one of the main challenges they would be facing in building these telecommunication towers was the tough and uneven geographical terrain of Sarawak.

“But we are not worried as we have more than 20 years of experience in this field, and we have very experienced contractors.”

He said Sacofa had faced this kind of challenge before in Telok Melano, where they had to use boats to move around.

Last year, Chief Minister Datuk Patinggi Abang Johari Tun Openg announced a RM1 billion allocation for the building of telecommunication towers to speed up the state’s digital economy agenda. — DayakDaily

Contractor for delayed drainage upgrading project told to finish work by Jan 15 January 8, 2019

KUCHING, Jan 8: Padawan Municipal Council (MPP) has warned the contractor responsible for the drainage upgrading project in front of SMK Jalan Arang to finish up the work by January 15, 2019.

MPP chairman Lo Khere Chiang said the RM900,000 project has been delayed for three months now, and during the council’s meeting with the contractor end of last year, the contractor promised the project would be completed by January 15, 2019.

“Regrettably this drainage upgrading project has passed its deadline and the contractor has promised to speed up their construction works.

New source of revenue

New source of revenue

Sarawak government expects to generate RM3.897 billion through petroleum products sales tax this year
KUCHING: The Sarawak government has imposed the five per cent sales tax on petroleum products starting Jan 1.
The tax, levied on crude oil, natural gas, liquefied natural gas, chemical-based fertilisers and gas-to-liquid products, will generate RM3.897 billion this year and this new source of revenue would be utilised to propel Sarawak’s development agenda.
Sources familiar with the issue, told The Borneo Post yesterday that talks are ongoing with the Economic Affairs Ministry and Petroleum Nasional Bhd (Petronas) on the implementation of payment mechanism to the state.
The issue was discussed during the first steering committee to review the Malaysia Agreement 1963 (MA63) chaired by Prime Minister Tun Dr Mahathir Mohammad on Dec 17 last year.
It is learned that the federal government had tried to appeal to the Sarawak government to reconsider the sales taxes implementation in the interim but the state government had insisted that the sales taxes is part of Sarawak rights as enshrined in the Federal Constitution.
According to part 5 of the tenth schedule in the Federal Constitution, additional sources of revenue assigned to the state of Sabah and Sarawak include import duty and excise duty on petroleum products.
With the amendments to the Oil Mining Ordinance 1958 (OMO) and ensuing regulatory framework on July 10 2018 passed at State Legislative Meeting, Petronas was regulated by OMO and required to conform to the Sarawak Land Code.
The occupation and use of land in Sarawak by Petronas and its contractors for the exploration, prospecting and mining of petroleum has to be regularised to conform to the provisions of sections 36(2) and 209(1) of the Sarawak Land Code.
The amendment empowers State Minerals Management Authority (SMMA) to grant exploration or prospecting licences and mining leases for exploration, prospecting and mining of petroleum (including natural gas).
While this move would grant the state more autonomy over its petroleum resources, critics  argued that the enforcement of OMO and the sales tax would have a negative impact on Petronas as the additional tax would lead to more expensive products compared to other oil-producing countries.
The national oil company brought the Sarawak government to court in June last year over the state claim to regulatory authority in the upstream oil and gas (O&G) sector citing that the Petroleum Development Act 1974 (PDA) is the only law applicable for the nation’s petroleum industry.
In the court application, Petronas also sought a confirmation that it is the exclusive owner of petroleum resources in the country as well as the only regulator of upstream activities nationwide, including in Sarawak.
The Chief Minister Datuk Patinggi Abang Johari Tun Openg will be chairing the first Consultative Committee on MA63 today. Members in the Committee include state government ministers and state assemblymen from Gabungan Parti Sarawak (GPS) and two members representing Pakatan Harapan (PH) namely See Chee How (Batu Lintang assemblyman) and Irene Chang (Bukit Assek assemblywoman).

KUCHING: Chief Minister Datuk Patinggi Abang Johari Tun Openg has revealed that the construction of the Batang Rambungan and Batang Lupar bridge projects, which have been deferred by the federal government is now in the process of tendering by the state Public Works Department (JKR).
Recently, the Sarawak government has agreed to allocate funds to continue with the construction of the two bridges.
Speaking during the Fiesta Samariang launching ceremony held near the Kampung Lintang jetty here today, he also confirmed that tendering of process of the two bridges will be offered to contractors on an open tender basis  as it is the new policy of the state government.
According to him, the state under the Gabungan Parti Sarawak (GPS) will not stop any development for the people even if the state has to use its own budget to do so and if there is no help from the federal government to build the Batang Lupar and Rambungan bridges, then the state government take over the two projects.
“Under the previous federal government, a lot of infrastructures were planned for the people of Sarawak including the two bridges. Now that it looks like the new federal government is not helping us build the two bridges, we can still build the two bridges,” he added.
He attributed the ability of the state government to undertake the two projects to the state’s new found income from the five per cent sales tax on petroleum products.
Meanwhile during the event, he also commented that the state will not stop in fighting for its rights under the Malaysia Agreement 1963 (MA63) which have been eroded over the years.
As GPS is an entity of its own, Abang Johari guided that they would be able to do this, which is why he assures Sarawakians that with GPS, Sarawak is capable of taking care of itself.
“When we (the parties currently under GPS) were the Barisan Nasional coalition, every decision had to be made by consensus and because of that we from Sarawak at the time had no choice.
“Which was why we were not able to fight for the right. But now that Sarawak parties have an entity of its own, we are now able to do so,” he said.
Also present during the ceremony was Assistant Minister of Law, State-Federal Relations and Project Monitoring and Samariang assemblywoman Sharifah Hasidah Sayeed Aman Ghazali, Petra Jaya MP Datuk Seri Fadillah Yusof, Kuching City North Mayor Datuk Abang Abdul Wahap Julai and other officials.

Lo lauds joint initiative in assisting poor pupils

KUCHING: Batu Kitang state assemblyman Lo Khere Chiang said he was glad that the Haji Baki ParentTeacher Association (PTA) combined with the Pertubuhan Kebajikan dan Pendidikan Pelajar Miskin.

Sarawak had taken the initiative to assist pupils of the lower income group with school bags, uniforms and other necessities.

Handing over the items yesterday to 34 pupils from the school, Lo said he was pleased to do his part as he donated RM3,000 to the school’s PTA for their future use to assist the less fortunate pupils.

“This type of good deed by the two organisations should be encouraged and emulated to help poorer
parents to cope up with the stress of starting a new school term for their children, ” Lo said, adding that he commended such act.

He added that he is also going to help the school with RM40,000 through the state government’s Rural Transformation Programe to redo all the electrical wiring. He said should there be any short-circuit, it was dangerous for the school’s mostly wooden buildings.

The school was to have a new block costing RM20 million but the project is not realised yet, he added. At the moment the school is using the IBS system, a temporary shelter for the pupils to study, Lo said and hoped the government will look into the issue of constructing a new building for the school.

KUCHING: Sarawak government has raised four non-negotiable issues during the Dec 17 meeting called by the Federal Government Special Cabinet Steering Committee on Malaysia Agreement 1963 (MA63).
Chief Minister Datuk Patinggi Abang Johari Tun Openg said the non-negotiable state rights are immigration autonomous power, the right to enforce state ordinances in accordance with the Federal Constitution, protection on state’s borders accordance and sovereignty on the sea, underground and resources within the state.
“There are five issues that are negotiable. The need to review the special allocation for Sarawak and Sabah under Article 112D of the Federal Constitution.
“The right to additional revenue under Tenth Schedule of the Federal Constitution. Residual power under Article 77 of the Federal Constitution.
“Land that is no longer needed by the federal government but placed under the Federal Land Commission should be returned to Sarawak.
“The exercise of power in relation to education, medical and health that is not satisfactory,” he said during a press conference after chairing a meeting with the Sarawak Consultative Committee on MA63 at the State Legislative Assembly Complex here today.
Abang Johari said there was no reply from the federal government when Sarawak brought up the non-negotiable rights.
He said his administration would take this as a silent consent from Putrajaya.
“Ya la, that’s the indication we have got,” he said when asked to confirm if the federal government had accepted the request on non-negotiable rights.

CM: S’wak govt not backing down on imposing 5 pct sales tax on Petroleum products

CM: S’wak govt not backing down on imposing 5 pct sales tax on Petroleum products

Datuk Patinggi Abang Johari Tun Openg
KUCHING: Sarawak government is not backing down on imposing the five per cent sales tax on Petroleum products in the state.
Chief Minister Datuk Patinggi Abang Johari Tun Openg said this issue had been deliberated during the during the Dec 17 meeting called by the Federal Government Special Cabinet Committee on Malaysia Agreement 1963 (MA63).
He said Finance Minister Lim Guan Eng had during the meeting last month mentioned that the imposition of the said sales tax “is not fair”.
“But I told him it is our right to impose the sales tax,” he told a news conference here today.
Abang Johari said the federal minister reasoned that the five per cent sales tax would put Malaysia in an uncompetitive position – not being able to attract foreign investors.
To this, the Chief Minister said the federal government should review the current 38 per cent imposed under the Petroleum Income Tax Act 1967 in order to remain competitive.

Of uncut grass, Chong and Lo: The saga continues

Of uncut grass, Chong and Lo: The saga continues

By Peter Sibon, Dayak Daily

KUCHING, Jan 2: The issue of uncut grass along federal roads continues to be a hot topic between Stampin MP Chong Chieng Jen and Padawan Municipal Council (MPP) chairman Lo Khere Chiang.

Today, Lo accused Chong, who is also Deputy Minister of Domestic Trade and Consumer Affairs, of not knowing the role of agencies such as MPP and the Public Works Department (JKR) in the context of the issue at hand.

Describing it as “amazing and absolutely incredible” how Chong could heap the bla e on MPP and JKR without checking the facts, Lo said it reflected how “illogical and irresponsible” Chong had become in the public’s eyes.

“He is definitely not acting like a federal deputy minister in the way he throws tantrums and fits over the uncut grass issue that has ‘made’ him fork out RM200 of his own money to cut the grass.

I wonder if he is going to do the same for all the federal roads from Kuching to Lawas. Who is he trying to fool?” said Lo in a statement today. January 2, 2019

Lo, who is also Batu Kitang assemblyman, reminded Chong that different government agencies are entrusted with different tasks and responsibilities, and “the council is not responsible for everything”.

“Neither can the council move in to undertake the services of other monitoring government agencies. MPP cannot simply dispense its funds to carry out works that do not come under its responsibilities as we are subject to audit queries and the Public Accounts Committee (PAC),” Lo emphasised.

He advised Chong to find out whether Putrajaya had allocated money for grass cutting along federal protocol roads and, if so, whether the sum is sufficient.

“As a federal deputy minister, he should have known that there are no allocations as far back as November and December 2018.

“As a responsible politician and being part of the federal cabinet, he must find out what went wrong and fix it so that the implementing agency can have the money to do its job,” Lo asserted and reminded Chong not to fool the public. — DayakDaily

70 DAP, PKR members from Kampung Haji Baki quit parties to join SUPP

70 DAP, PKR members from Kampung Haji Baki quit parties to join SUPP
Wednesday, 2 Jan 2019, The Star Online
KUCHING: About 70 members of DAP and PKR from Kampung Haji Baki here have quit their respective parties to join Sarawak United People's Party (SUPP).
They handed in their application forms to SUPP's Batu Kitang assemblyman Lo Khere Chiang (pic) on Wednesday (Jan 2) night.
One of them, Yuseri Suhaili, said he decided to leave DAP because the party's local leaders failed to fulfil the promises they made to help the villagers.
"They only know how to make empty promises. So now we are joining SUPP because we believe SUPP can help us," he said.
Yusri, who joined DAP in 2010, said 72 villagers were quitting DAP and PKR to join SUPP, which is part of the ruling state-based Gabungan Parti Sarawak coalition.
Lo claimed that DAP could not do much to develop Batu Kitang as the various infrastructure projects in the area were carried out by the state government.
"The allocations that have been deployed to the ground are all from the Sarawak government. Very little comes from the federal government," he said.
Kampung Haji Baki is in the Batu Kitang constituency.
Lo added that he had put in a lot of drainage and road projects for the villages in his constituency since he was elected in the 2016 state election.
"I would like to think that I've done a good job. All these years since the election I've tried my best.
"In all sincerity, I would like to see the kampungs improve," he said when asked why the villagers had a change of heart from DAP to SUPP.

Pau hits out at Chong for playing dirty politics

Pau hits out at Chong for playing dirty politics

By : NewsDesk Sarawak Tribune

Posted on : Tuesday, January 1, 2019 Local News KUCHING:

Peter Pau, Sarawak United People’s Party Central Youth digital economy bureau chief, who was implicated in the grass-cutting saga, has hit out at Domestic Trade and Consumer Affairs Deputy Minister, Chong Chieng Jen for dragging him, “an innocent civic-conscious person, into dirty politics”.

Pau told New Sarawak Tribune he was shocked to receive calls from friends and family members as far as West Malaysia, asking him why he was scolded by Chong.

Pau said he only realised he was implicated in the issue by Chong after reading the news.

He said as far as he was concerned, he had written a letter to the State Public Works Department (JKR) because tourists he was ferrying to the airport recently commented on the tall grass.

“I called MPP chairman Lo Khere Chiang first, asking him why the grass was so long.

“I told him that it did not portray a good image of our city. I am being civic conscious and for that, I am accused of being a player in dirty politics against Chong.

I was told by Lo that the roads were under the federal government and was advised to write to Talikhimat to let it know.

This I did,” he said. Chong had, at a press conference on Sunday, hit out at four persons including Peter Pau, for staging “a grass-cutting drama”. Pau said he was very disappointed with Chong’s attitude.

“I think Chong should concentrate on his ministry and tell us what his department has been doing and how he is going to help Sarawakians to make life easier for us all.

“He is elected to represent us. Do not indulge in petty politics. If you say you hired people to cut the grass, fine. Don’t call a press conference to announce it and implicate me into your drama.

“I am not interested to play politics. If I, as a fellow Sarawakian, get “hit” and “accused” of plotting against him for being civic conscious,do you think I dare to bring up any issue in future?

“I have always alerted the councillors in all councils if I notice something is not right,” he said.

Pau hoped Chong would not play any more politics but concentrate on working for Sarawakians.

“Do not change and neglect Sarawak just because your position has been changed to a deputy minister,” he added.
