Lo Khere Chiang says Padawan Municipal Council will install street lighting at the most needed areas

Padawan Municipal Council will install street lighting at the most needed areas with the RM450, 000 allocation from the state government for the purpose.

Council chairman Lo Khere Chiang said the council had received several requests for the installation of street lighting, but could not fulfil all due to limited fund.

“The council has received lots of requests from villages for the installation of street lighting, but while we sympathise with them, we just cannot entertain all the requests due to fund constraint.

“But with the RM450,000 allocation from the state government, we will install them (street lighting) at the much needed areas,” Lo told a press conference yesterday.

Lo thanked the state government for the increased allocation from RM100, 000 that the council received previously.

Lo explained that the council could not install street lighting without the allocation because doing so would prevent other projects like tar-sealing of roads, drainage works and grass-cutting from being carried out.

Lo: Public-private aid model for vernacular schools workable

KUCHING: The public-private contribution model for vernacular schools is a good and workable system, says Padawan Municipal Council (MPP) chairman Lo Khere Chiang.

“The Government will fund and build certain projects, and so will the community. The model has worked very well over the decades. This closeness between the people and the Government is very encouraging,” Lo told reporters after inspecting a newly tarred carpark at SJK (C) Chung Hua Rantau Panjang Batu Kawa near here.

The upgrading work at the school was part of a road improvement project in the area, including access roads to nearby houses.

Overall, the project cost RM300,000, Lo said, and was carried out by the Public Works Department.
The school, which celebrated its 81st anniversary earlier this year, has just under 200 pupils, of whom about 10% are bumiputras.

One among a number of Chinese-medium primary schools in the Batu Kawa area, it comprises two blocks; the first is the single-storey row built in 1977 and consists of wooden and concrete classrooms.
Another is a concrete two-storey block constructed in 2003, which has added to the number of classrooms and also allowed a pre-school to operate. Most recently, a semi-open hall has also been built.

On a related matter, Lo said the standard of education in the country, including the Chinese language was high, in view of academic acceptance of Malaysian universities by the China government.

“Similarly, Malaysia recognises about 140 of Chinese universities. Education is an important field. To compete globally, we need to maintain high standards. Vernacular schools are playing their role,” he said.

Chief Minister Wants MPP to Go Big in Tourism

Long House
Sebat Waterfall Near Pueh

KUCHING: Padawan Municipal Council (MPP) has been urged to take the lead in coordinating the development of tourism in Serian, Padawan, Bau and Lundu.

Chief Minister Pehin Sri Haji Abdul Taib Mahmud said these areas could be well developed into integrated blend of nature, beauty, culture, and potential locations for good sports and cultural activities.

“If you think it is going to be a big burden for you, think of the benefit you can get,” he said when speaking at MPP Nite 2012 at Four Points by Sheraton Hotel here last night.

The Chief Minister said people normally came to an area not to visit only one place in particular but if there were a blend of rich and cultural varieties, then Serian, Padawan, Bau and Lundu could be such places in small area of Sarawak that could be visited by tourists.

Sematan Sunset

Borneo Highlands
“For example, Sematan, with its good beaches and clear sea water, coupled with close proximity to a national park, has the potential as seaside resort.Bau on the other hand, has many attractions, from a former gold mine to caves.

“Then move over to Padawan, all the way to the Borneo Heights and enjoy some hot baths at Annah Rais and all the way up to Serian and look at some of the border towns,” he said, adding that with nice country ride to a Bidayuh territory, both by coastal and trunk roads, would certainly give the thrills to tourists and visitors.

Serian Ranchan Pool

Taib said both Bau and Serian had been able to attract quite a lot of tourists who came to see how Indonesians and Sarawakians did barter trading, selling cheap items, but more importantly to see a mixture of people who enjoyed trading across the border.

“So you can see if you regard all these areas as one big tourism attraction to sell to the outside world or only to Kuching itself, it can have enough momentum to build a more sophisticated approach to develope tourism in these areas,” he added.

Kuching Airport at Night

He pointed out that the Kuching International Airport was right in the middle if there were interesting events going on in Padawan, Serian, Bau or Lundu areas.

“With the concept of having Councillors engaged in promoting tourism, organising events and sports activities and using beautiful natural scenes for recreational activities, I think MPP can take the lead as it has the experience,” said Taib.

“With your experience and success, and the advantage of having multiple destinations and a lot of attractions, I am sure MPP can set an example of how local councils can take the initiatives to develop tourism because most of these areas are closer to MPP,” he added.

Taib mentioned that the restructuring of the local governments would enable the councils to be more imaginative.

“If MPP wants to take the challenge, I will help you (MPP).

Prepare a master plan for implementation next year.I hope the local District Councils of Lundu, Bau and Serian will work together with Padawan Municipal Council to ensure that they will get maximum return from their efforts,” he stressed.

“I would like to see by the end of this year the master plan on how we can work together. From the coast of Sempadi and all the way to the border area at the Borneo Heights and to the interior areas, there are plenty to offer by way of attractions,” he added.

The Minister of Local Government and Community Development Dato Sri Wong Soon Koh and
MPP Chairman Cr Lo Khere Chiang also spoke at the function.

Agencies reminded to repair roads after maintenance work done

A HAZARD: Lo (third left) listens as a Jalan Stakan resident complains about the pothole.
KUCHING: Agencies, whose maintenance works involve digging up roads, have been reminded to fix the holes once the jobs are completed.
“Even if the roads cannot be sealed up to its original condition immediately, the agencies concerned should cover up the holes so that vehicles can pass,” said Padawan Municipal Council (MPP) chairman Lo Khere Chiang.
He told reporters this yesterday after visiting Jalan Stakan to examine a pothole problem.
“The problem was left for so long because Kuching Water Board, who did the digging, did not seal up the hole straightaway after their maintenance works.
“The council has written a letter to them urging them to fix the problem as soon as possible,” he said.
Lo pointed out that other agencies like Sesco and Telekom Malaysia also regularly dig holes in roads for their maintenance works.
“This is unavoidable because it is part of the area’s development. As the population increases, the housing areas increase so maintenance works have to be done every day,” he pointed out.
He reminded the agencies to work closely with MPP on the matter.
Meanwhile, Lo advised the public to highlight problems or complaints directly to MPP.
“Maintenance of roads and drains is part of everyday work for us. We will try our best to attend to problems as soon as we can.
“I hope the public will not get angry at the government just because of a small hole but remember the government has invested a lot to upgrade the roads in Stakan area,” he said.
Lo thanked Kota Sentosa assemblyman Chong Chieng Jen for pointing out the problem recently and volunteering to pay for the patch-up work.
“Chong’s goodwill is appreciated but the council will not be able to pay him back even if he does so because there are procedures to follow within the council and also because we have our own contractors,” he said.

Lo: Hydro dams will benefit the people

KUCHING: The construction of hydro dams throughout the state will benefit the people, Chairman on Padawan Municipal Council Lo Khere Chiang told reporters during a Chinese New Year visit to his house last Monday.

“The building of hydro dams also attracts investments especially from the federal government to provide the funds for the state to build the dams.

Apart from that, the state will also be able to sell electricity to our neighbours,” he said, adding that with many development projects being implemented job opportunities will be created.

“Investors will only invest when they are confident of making a profit and although the dams are not yet completed, investors can already see the advantages,” he pointed out.

Lo also told reporters that not only the building of the dams but also the implementation of Sarawak Corridor of Renewable Energy (SCORE) will attract investors to the state.

Lo pointed out that SCORE investors include those from Japan, Korea, China and Taiwan.

“SCORE will certainly benefit the younger generation as is the intention of our leaders to make the people benefit from it,” he said.

Lo t o l d t h e m e d i a t hat before he was a bit skeptical on SCORE.

“But now since I am more involved with the development, I lauded the Chief Minister Pehin Sri Haji Abdul Taib Mahmud for being a step ahead in the state’s development by implementing SCORE,” he said.

Lo also talked on the development taking place in Kuching with more commercial building being built such as Giant Hyper Markets, Kuching Sentral and many others in the offing.

“There is no reason why we should shun these developments as they are meant to benefit our state and transform our economy,” he said.

Lo also disclosed that the parking coupon system will be implemented in the Padawan Municipal Council.

“We are taking this action because of the attitude of the traders. Some of them would park more than one vehicle in front of their business premises to deny others of the vacant spaces,” he said.

Although the actual date of implementation of the system has not been decided yet, Lo said that several areas have been earmarked for the system.“Among the areas are 3rd Mile Bazaar, MJC shop lots, 7th Mile Bazaar, 10th Mile Bazaar and Matang among others. The parking rates will not be any different compared to councils in the city,” he said.

Earlier on, Acting Head of State Datuk Amar Haji Mohammad Asfia Awang Nasar and his wife paid a Chinese New Year visit to Lo at his residence.

MPP introduces pay parking at commercial centres

FESTIVE CHEER FOR CHILDREN: Lo (second left) presenting ‘ang pows’ to children at his open house yesterday.
KUCHING: The next time you park your car at any of the commercial centres under the jurisdiction of Padawan Municipal Council (MPP) don’t be surprised if you are asked to pay for the spot.

As of this year, MPP has announced that free parking will no longer be available all commercial centres under its control as it has decided to follow the example of two other local councils in Kuching, Kuching City South Council (MBKS) and Kuching City North Commission (DBKU) that have already imposed charges on gazetted parking lots.

MPP chairman Lo Khere Chiang said the council is now in the process of gazetting several key locales to be turned into pay parking areas.

Among the areas include Sungai Maong (or Third Mile) bazaar, MJC new township and Matang Jaya.

Even so, Lo said people should not be overly concerned as the fees would be similar to that charged by other councils.

“The charges will be no more, no less (than that charged at DBKU and MBKS areas),” he told reporters at his Chinese New Year open house on Monday.

According to Lo, the pay parking system is a good way to ensure that motorists have an opportunity to locate and use available lots to park their vehicles at the proper places.

“Often at prime areas, we see shop owners parking one or two of their vehicles at the parking lots, depriving others of parking space. With pay lots, I believe this will no longer be a problem,” he said.

On another matter, Lo said this year’s CNY celebration for him and his family was made even more special with the visit by acting Head of State Datuk Amar Mohd Asfia Awang Nassar.

He believes this signifies the recognition of his work as MPP chairman since he was appointed in June 2010.

PMC collected over 80 pct in assessment rate last year

KUCHING: T h e Pa d awan Municipal Council (PMC) successfully collected RM17.75 million (83.7%) from assessment rates for the year ending 31 December, 2010 compared to RM17.45 million collected in 2009.

When contacted by New Sarawak Tribune yesterday, PMC Chairman Lo Khere Chiang said that the Council had always been able to collect an average of 80 per cent every year.

“Our normal collection of 80 per cent every year has always been achievable despite many defaulters,” he said.

Asked what the penalties for these defaulters are, Lo said that they would be subjected to the rules and regulations on default payment as stipulated by the Council, adding that the defaulters would be given two warning letters before the Council takes further action.

“If the defaulters still do not pay after the caveat (warning letters), we will bring the matter to court for further action,” he said, adding that the Council have the right to caveat the land under its jurisdiction if the land owner still refused to pay.

“After they have paid the rates then we will release the land to them,” he said.

Lo also mentioned that defaulters will incur one per cent interest rate per month if they do not pay their overdue assessment rate.

“The Council will not increase the assessment rates for every property under its jurisdiction for this year.We will have to check the areas thoroughly and see if there is a need to increase the rate,” he pointed out.

As for the cost of vandalism the Council has to bear, Lo disclosed that last year PMC had to spend about RM800,000 for the replacement of drain covers and other items in its areas which were stolen or vandalised.

He was not sure of last year’s losses on vandalism and theft but said that the Council had replaced many drain covers using concrete ones last year for which he expects the losses this year to decrease.

“I would have to check with our engineering section on this matter as they are the ones who are monitoring the matter,” he said, adding that he has yet to call for the Council’s first meeting for this year as they have recently closed their accounts on 31 December, 2011.

When asked if there are any new projects in the pipeline, Lo said that there are a few which he could not reveal just yet until their next council’s meeting.

Lo Khere Chiang for Stampin?

Friday, 23 December 2011 11:38 | Written by Abang Salfian

KUCHING: Padawan Municipal Council (PMC) Chairman Lo Khere Chiang said he would consider himself performing a duty for his party Sarawak United People’s Party (SUPP) and the people if he is chosen to replace Stampin incumbent Datuk Yong Khoon Seng in the forthcoming parliamentary election.

“It is an old story (of him replacing Yong)...but if such an instruction to replace Yong comes from SUPP and State Barisan Nasional (BN) leaderships, then I consider it as performing a duty to my party and the people in Stampin constituency,” he said.

Lo seemed reluctant to make the comment when asked by New Sarawak Tribune about the rumours that he would be replacing Yong, who had stressed he would not be seeking re-election, during a press conference at his office yesterday.

“I am not the ‘best’ candidate,” he humbly admitted, “There are much better candidates for the replacement.

However, if instructed by my leaders, then I will give my best shot as I have also to perform as PMC chairman.

Rumours and speculations had been brewing for the past few weeks that Lo would be the top candidate to replace five-term Yong for the Stampin parliamentary seat in the coming parliamentary election which will be held at any time soon.

Father and daughter with Parkinson’s disease finds kindness in society

NorthWest Parkinson's Foundation
Wednesday August 17, 2011
NIGEL EDGAR

TheStaronline - Ranyoi, 44, has to work hard to earn a living for her six children because her husband Shinawi Bada, 46, has Parkinson’s disease.

Her eldest daughter Liza, 24, also has the disease and can only stay at home, while her other two daughters and three sons are schooling.

Padawan Municipal Council (MPP) chairman Lo Khere Chiang visited her home with a group of reporters and officers yesterday and was saddened to see Shinawi and Liza wheelchair-bound and trembling because of the disease.

“My husband was diagnosed with Parkinson’s disease about five years ago. It just happened all of a sudden one day. He just trembled non-stop for no reason.

“After that, he could not continue working as a gardener at the Civic Centre and had to resign due to safety concerns. Shortly after that, my daughter was diagnosed with the disease too,” lamented Jiru.

She said she was now the sole breadwinner of the family by working as a cleaner at SMK Arang Road nearby.

“Fortunately, the Welfare Department is giving our family RM400 and my husband RM150 each month,” said Jiru.

“Our eldest son is married and also has a hard life of his own with his family. He just had a newborn son,” she added.

The family previously lived in a run-down shack in Kampung Sinar Budi and were noticed by concerned villagers and the St Joseph Catholic Church.

They raised funds and built her a better house about two years ago.

Unfortunately, the house was destroyed by a fire on July 3 with the family salvaging only the clothes on their backs.

They are now staying temporarily at a relative’s house nearby.

Lo said he and Stampin MP Datuk Yong Khoon Seng had applied for government assistance for the family to rebuild their house.

“A RM40,000 fund has been approved and we hope the construction will start next week,” he said, adding that Jiru and her family could live in the house with electricity and water supply in two to three months.

Jiru said she was thankful for the contributions of not only the people but also MPP and the government.

She said she only hoped her school-going children would do well in their studies and have a good future.

Padawan Municipal Council Helps Elderly Couple To Get New House After Fire Razed Old One

KUCHING: When his house was razed a fortnight ago, Morni Bujang from Kampung Haji Baki near here feared for the worst.

Being paralysed, the 78-year-old had to put up temporarily with her granddaughter Amy Salleh and not one to burden his loved ones, he longed for a new place.

His Ramadan prayers were answered as through the swift action of Padawan Municipal Council (MPP), Morni will soon be getting a new house, complete with electricity and water supply under the Program Bantuan Rumah (PBR).

What is even more comforting is that it will be built on the site of the previous one.

MPP chairman Lo Khere Chiang relayed the good news to Morni and his wife Jaleha Abdullah, 77, yesterday. Accompanying Lo was Batu Kawa PBB chairman Datuk Ahmad Ibrahim.

Lo said the new wooden house, which costs RM40,000, would be built after Aidilfitri and work was expected to be completed within four months.

Good tidings: Lo (centre) and Ahmad (at Lo’s left) with Morni (on wheelchair) and Jaleha (next to Morni) after they relayed the good news to the couple.
“When we got to know that the house was burnt down, we immediately helped the couple to apply for the PBR and we received the approval from Rural and Regional Development Ministry within two weeks.

“It shows the efficiency of the government,” said Lo.

Recalling the day of the fire, Amy said her grandparents were resting in the kitchen in the afternoon when she saw smoke billowing from the roof.

She said her grandfather had gone for a medical check-up earlier in the morning.

“Upon seeing the smoke, my family and I quickly rushed to the house and got both of them out.
“We were lucky to be able to do so as within five minutes, the house was completely burnt down by the raging fire,” said Amy, who is one of the couple’s 18 grandchildren and stays right next to Morni and Jaleha. The couple have three children.

She was thankful for the swift action from relevant authoritites in approving the PBR for her grandparents.

“We really appreciate the help from MPP,” she said, adding that her grandparents would be celebrating Hari Raya this year at her house.

Lo Khere Chiang denies election rumours

Tuesday, 19 July 2011 10:41 | Written by Goh Pei Pei

KUCHING: Padawan Municipal Council Chairman, Lo Khere Chiang has denied rumours that he will be replacing Dato Yong Khoon Seng as the Member of Parliament for Stampin.

He also denied rumours that Yong would not be recontesting in the coming parliamentary election.

Lo was interviewed on Sunday evening after attending the “Buy and Win Lucky Draw” contest organized by Ghee Yong Holdings (LKY) Sdn Bhd at Padawan Fair at MJC here.

“I think this is not the right time to discuss who should replace Dato Yong as the most important thing is gaining back the confidence of the voters.

“The person who will be replacing Yong must be a winnable and capable candidate who can perform well in serving the people,” he said.

“I would not say I should be given the chance to stand as there are still many young and capable leaders in the party.

Lo Khere Chiang: MPP to make Giam waterfall safer

Lo Khere Chiang: MPP to make Giam waterfall safer

KUCHING: Padawan Municipal Council (MPP) will soon explore the infamous Giam waterfall to find out what could be done to make it a safer place for visitors.

Saying this to The Borneo Post yesterday, MPP chairman Lo Khere Chiang said that they would also put up appropriate signs to warn the public of a particular dangerous spot.

“It is so unfortunate that lives have been lost at this particular spot and we are looking into what can be done to prevent similar incidents from happening in future,” he said.

He said this when asked to comment on the latest incident where a male doctor and a nurse drowned at the waterfall at about 11.30am on Monday.

It was further learnt that among the proposals considered by the council was to fill up the deepest portion where people were believed to have faced trouble and drowned.

In the Monday tragedy, the 27-year-old male doctor from Semariang was believed to have drowned when trying to rescue one of the nurses struggling in the water during their picnic there.

Instead of rescuing the first victim, the doctor, a heart specialist, also got into trouble and both of them never came out of the water.

The other two nurses shouted for help from the villagers nearby but they were also too late for the rescue.

When the kampung folk found the nurse, she was already lifeless and active resuscitation was unable to revive her.

The body of the second victim was recovered by the Fire and Rescue personnel when they arrived at the scene about an hour later.

This tragedy is certainly not the first to have occurred at the Giam waterfall, but despite the danger, the scenic view at the area still attracts visitors.

Annah Rais hot spring to be upgraded

Annah Rais hot spring to be upgraded

KUCHING: The Padawan Municipal Council (MPP) is going to turn the Annah Rais hot spring area into a camp site through its community based eco-tourism (CBET) programme.

MPP chairman Lo Khere Chiang said this was to further develop the area as a popular tourist destination since the place had gained greater popularity since the completion of the upgrading on the Annah Rais hot spring recently.

“We started the upgrading work since middle of last year and it was completed sometime last November and we have handed it back to the villagers to run,” he said at a press conference after chairing the full council meeting yesterday.

He also disclosed that with the proper facilities, the hot spring is now getting more popular where around 200 visitors go there every weekend.

Fees charged per-entry by the villagers were RM3 for adults, children (RM2) and RM1 for primary school pupils.

“All the money collected will go to the group of people who own the area,” he said.

A cool RM17 mln rates collection pleases MPP

KUCHING: Padawan Municipal Council (MPP) has collected about RM17 million or 83 per cent of the total assessment bills for this year.

NEW FORMAT: Lo (left) shows the new assessment rate bill format while Hashim is holding the old format.
Its chairman Lo Khere Chiang yesterday expressed satisfaction with the collection rate where he felt the figure was a good achievement.

“The 83 per cent collection rate is considered a good figure, thanks to our rate payers. Besides, we have managed to recover 25 per cent of our arrears and we will continue to collect it,” he told a press conference after chairing the full council meeting at MPP office here.

Earlier, MPP acting municipal secretary Ita Ling revealed that about RM2.5 million out of RM10 million of assessment bill arrears had been successfully collected, some were even back- dated from the 1970s.

Lo had announced that MPP will be using a new assessment rate bill format starting 2011.

He explained that the new bill will be in A4 size with an additional bar code feature.

“It is not an increase in rate. Incorporating the bar code feature is to improve our service delivery. The bar code will enable us to collect bills easier, faster with fewer errors. With the bar code, we could amend information pertaining to our rate payers more efficiently,” he said.

For the convenience of MPP rate payers, the council had opened a customer service centre in Batu Kawa New Township since March 2010.

However, it had caught the attention of Lo that not many MPP residents were aware of the existence of the counter.

“The customer service counter enables MPP to be nearer to rate payers and to provide better counter services. We are attending to any complaint from rubbish collection, grass cutting to drainage cleaning services,” Lo said.

The counter also attends to enquiries on assessment rate bills as well as collection of current and arrears assessment rate bills, besides attending to complaints and requests for services.

The counter near to Bata shoe outlet is located at BK 208, 1st floor. It is opened from 8am to 1pm and 2pm to 3.30pm from Monday to Thursday.

While its opening hours on Friday are from 8am to 11.45am and 2.15pm to 3.30pm. It can be contacted at 082-576729.

Deputy chairman Mohammad Hashim Yap was also present at the press conference.
