Lo: RoRo bins a must at construction, renovation sites for waste disposal
KUCHING, Nov 25: All developers and house owners carrying out construction and renovation works in the Padawan areas are now required to rent RoRo bins for the proper disposal of building and demolition (C&D) waste at work sites.
Padawan Municipal Council (MPP) chairman Lo Khere Chiang emphasised that this new policy was implemented following the Public Health Standing Committee meeting on Nov 4 this year.
“This new policy is aimed at reducing the amount of C&D waste that was illegally dumped as well as to provide a better quality solid waste management in MPP jurisdiction,” he said at a press conference after the monthly full council meeting via Zoom today.
Illegal dumping, Lo pressed, has become a major concern for the council as the cost for its management has increased significantly over the years.
“In 2019, MPP has identified 15 hotspots of illegal dumping site and the clearing works had incurred about RM128,213 per year.
“Most of the dumpings found by the roadside consisted of construction and renovation waste,” he added.
The RORO bin can be rented from Trienekens with a 10m3 suitable for disposal of heavy construction waste at RM330 for three days period.
Further rental extension is charged at RM20 per day or RM1,270 on a monthly basis.
With the policy, Lo said developers and renovators will have to produce to the Council a rental receipt of the RoRo container or weighbridge ticket as a proof of proper disposal at Mambong sanitary landfill by Trienekens.
Illegal dumping, Lo warned, is an offence under By-Law 18(3) of the Local Authorities (Cleanliness) By-Laws, 1999.
“Any person found guilty of dumping waste illegally can be fined of RM1,000 for the first offence, and in the case of a second or subsequent offence, a further fine of RM2,000 or imprisonment for six months or both,” he said.
