罗克强:巴达旺市议会 “除名”两承包商

(本报古晋30日讯)巴达旺市议会今年已“除名”2名承包商,而另有3名承包商的工作表现将在今午的一项会议上被重检。

巴达旺市议会主席罗克强于今日常月会议结束后的新闻发布会上,如是披露。

他坦言,该市议会人力有限,并提醒该市议会承包商与之好好配合,做好自己的工作本份,而不是懈怠。

“因为我们严正看待此事,无论是对A级或F级承包商,只要是工作表现差,我们会毫不留情地除名。”

他透露,历年来已逐渐将表现差的承包商除名,以建立一个良好的承包商团队。

“去年我们有不好的经验,出现没有表现的承包商。因此,我们将重检历年工程承包商的表现,若在从前表现不佳,就休想再获得承包市议会工程的机会!”

“实际上,今午我们会召开一项会议,检视涉及3名承包商的3项工程,为的是确保市议会每名承包商的表现都在最佳状态。”

Lo launches SUPP Batu Kitang Charity Drive

KUCHING: The Sarawak United People’s Party (SUPP) Batu Kitang Charity Drive was launched yesterday afternoon at the Batu Kitang Service Centre by the Batu Kitang State Assembyman, Lo Khere Chiang. He said in view of the rainy season, the branch was preparing for floods.

“I appeal to those who have old clothes, non-per i shabl e goods or toys to donate them to the various centres so that the Batu Kitang service centre staff can itemize and store them on the ground f loor. We wi l l keep the public informed of the items received now and then,” he said.

Lo also thanked SUPP Sentosa, Stakan, Kuching and Pending branches for assisting in the project. Meanwhile, the Organising Chairman of the Project, Gerald Goh said December was the month of car ing and giving.

“As heavy rainfall always cause floods in low-lying Batu Kitang, the preparat ion to help the needy is timely,” he added. SUPP Batu Kitang has set up a committee to manage the collection centres at the different venues.

Donors can donate the i r i tems at the col lect ion centres at The Spring, Boulevard and Vivaci ty shopping mal l s between 10am and 10pm. SJK Chung Hua at 4 ½ mile will also be used to accept donations of necessities from December 1 to 23 daily (10am to 12pm and 2pm to 4pm).

Drug offenders may soon be barred from entering Sarawak

PETRA JAYA: Sarawak is mulling imposing a ban on those with drug-related offences from entering the state.
The proposal to ban non-Sarawakians convicted under the Dangerous Drugs Act (Special Preventive Measures) 1985 is one of six recommendations being studied by the state government to reduce drug-related crimes in Sarawak.
State Welfare, Community Well-being, Women, Family, Childhood Development Minister Datuk Seri Fatimah Abdullah said the move is part of the state government’s way to tackle the problem in a holistic manner.
“Drug problems in Sarawak is a matter that concerns not only the state, but is a national issue.
“The solution to address this problem will not only depend on the state government since some of the implementation agencies are under federal administration.
“We will forward it (to the Federal government and agencies involved) and hope to get a positive response from the stakeholders,” said Fatimah.
She was speaking to reporters after attending a briefing from Singapore-based social media data and analytic company QSearch, here today.
Assistant State Community Well-being Minister Datuk Francis Harden Hollis, and Batu Kitang assemblyman Lo Khere Chiang, were present. Also in attendance were QSearch founder and chief executive officer Roger Do and the group business development manager in Malaysia, Joanne Wong.
Fatimah, however, did not provide a specific deadline on when the proposal could be implemented.
In Sarawak, affairs related to immigration powers are placed under the prerogative of the state government.
The state government, she said, is also taking its war on drug traffickers to the cyber world by capitalising on the internet and social media.
She said the state government is identifying the best mechanism to allow people to provide information on drug problems among their family members or within their neighbourhood.
“We are finding the best platform to empower and enable the community to give tip-offs on drug problems anonymously.
“We believe there are many people who are aware and have information of family members or neighbours who are addicts and drug peddlers but refuse to play their part since they are concerned for their safety.
“The state government hopes that this new mechanism will encourage more people to come forward and share information on drug problems within their surrounding,” she said.

KUCHING, Nov 21: Sunny Hill School held its annual staff dinner last night at a local restaurant here to celebrate the year’s achievement.

The annual dinner is one of the school’s largest events which combines all sections of the school, with about 70 teachers and staff in attendance.

According to a press release, Pastor Danny Nebor, president of the Seventh­Day Adventist Mission and chairman of the Sunny Hill School Board, declared that such a dinner is a great way to thank colleagues for their hard work and also come together to celebrate and reflect on this year’s achievements.

He added that the teachers and staff need to live up to the high expectations that come with their role as educators and gatekeepers of the sanctity of education.

Batu Kitang assemblyman and Padawan Municipal Council chairman Lo Khere Chiang said that he is proud of the school for being able to manage its resources well. He added that the school is not too dependent on the government to expand its quality and quantity.

Lo also announced that a sum of RM25,000 will be given to the school’s Parent­Teacher Association by the end of December to enhance the school’s facilities. — DayakDaily

Kota Padawan poised for rapid growth

KUCHING: Kota Padawan and its surrounding areas are set to be one of the fastest developing areas in the state in terms of housing and other landed properties.
Batu Kitang assemblyman Lo Khere Chiang, who is also chairman of Padawan Municipal Council (MPP), said Kota Padawan is right in the centre of other council areas and the prices of land there are still moderate – making it attractive to developers.
“It is only natural that Padawan and its surrounding areas would experience rapid growth in landed properties. The land there is not that cheap and not that expensive. The locality is neither near nor far. It is in the middle of areas under the jurisdiction of other councils like Kuching North, Kuching South, Serian and Kota Samarahan,” he remarked when met after the launch of Sarawak Housing and Real Estate Developers’ Association (Sheda) Kuching Branch’s Second Home Property Roadshow 2017 at Boulevard Shopping Mall here yesterday.
“We can imagine development coming fast into that area. Land up to Siburan is viable for housing. It is not that rural,” added Lo, who is also confident that developers would rise up to the challenge by being more innovative in meeting the buyers’ needs and providing value-for-money offerings despite the unfavourable global business climate.
“The small Sarawak market would enable developers to pool their resources together and take smaller risks,” he said, adding that Chief Minister Datuk Patinggi Abang Johari Tun Openg would also like to see competition between two or three developers so that buyers would have more choices and enjoy value-for-money products.
At the same time, Lo also commended Sheda Kuching for holding charity events to give back to society. As part of its corporate social responsibility (CSR) programme, Sheda Kuching gave donations amounting to  RM10,000 to two non-governmental organisations (NGOs) – Mental Health Association (MHA) Sarawak and Enoch Elderly Association Sibu.
On the property roadshow, Lo said it served as a one-stop-centre with all information on landed properties for prospective buyers.
“The buyers do not have to waste time and energy by going from developer to another just to hunt for homes and properties – everything is at this exhibition.”
Members of the public can expect a few exhibitors offering terraced houses ranging from RM150,000 to RM455,000 for a single-storey unit, and RM410,000 to RM842,000 for a double-storey unit.
Semi-detached houses are also available from RM368,000 to RM448,000 for single-storey unit, and RM860,000 to RM1.5 million for a double-storey unit.
Strata units such as apartments, condominiums and penthouses are also available from RM297,000 and above. Commercial properties across Sarawak are also available during the three-day roadshow, which kicked off Friday, with prices ranging from RM690,000 to RM4.5 million per two to four-storey shoplot.
The highlight of the roadshow is the ‘Buy and Win’ lucky draw for potential buyers, offering the grand prize of a filtered hot/cold water dispenser worth RM4,229 sponsored by 3M. Other prizes include electrical appliances.

他进一步指出,新加坡之所以发达,就是因为拥有优秀的领袖,如李显龙、李光耀等人,而今日砂首长基于陆续推出有远见且开明的计划,再再证明其就是一名优秀的领导人!
他说,拿督巴丁宜阿邦佐哈里最为显著的政策,其中一项即是成立属于砂州专属的砂拉越发展银行(DBOS),然而,此银行却不会与本地银行相互竞争,而是互相配合。
“我们的钱,是借给砂州政府作为发展之用途,我们先出钱,再向联邦政府收回。”
他称,砂州之所以能成立属于自己的发展银行,最主要的原因在于州政府有一定的基础,同时砂州也有足够储备金,这是一朝一夕,靠着优秀领袖为后辈所奠定下的基础。
同时,他以我国数个州属如雪兰莪、及槟城州为例,称相对较为发达的这些州属,储备金却显得少。因此,他呼吁民众,全力支持现有的砂州政府,成为州政府的后盾,带动砂州未来发展!

RM100 million for 114 flood-mitigation projects

KUCHING: As a caring and people centric government, the state government, under the dynamic leadership of the Chief Minister through the Cabinet Committee Rural Transformation Initiatives under Key Result Area (KRA) 7-Flash Flood Mitigation, has approved a ceiling of RM100 million to implement 114 high-impact flood mitigation projects throughout the state.

These projects will be implemented in stages from 2017 to 2019. 97 of these projects with a total allocation of RM45.781 million are already in various stages of implementation by the local authorities, Drainage and Irrigation Department (DID) and Public Works Department (PWD), while the remaining 17 projects include the upgrading and construction of culverts for the existing earth drains along Jalan Datuk Amar Kalong Ningkan and Jln Datuk Tawi Sli in Batu Kitang Constituency in Kuching.

Assistant Minister of Local Government, Datu Dr Penguang Manggil disclosed this when replying to Lo Khere Chiang (BNBatu Kitang) in the Sarawak State Legislative Assembly in Petra Jaya here yesterday. He added that another 115 flood mitigation projects with a total allocation of RM25.04 million had also been approved and were now implemented by the DID and Local Authorities.

In addition, the Federal Ministry of Urban Wellbeing, Housing and Local Government (KPKT) had also allocated RM7.02 million to the various Local Authorities in the state to implement flood mitigation projects while the Federal Ministry of Natural Resources and Environment (NRE) had approved RM27.55 million to DID to implement the flood mitigation projects.

Examples of the high-impact projects implemented under the above initiatives are the Padang Merdeka Flood Mitigation Project to construct New Drainage Outlets for Storm Water Discharge at Jalan Masjid India, Jalan Market and Lebuh Java leading to Sungai Sarawak at a total cost of RM6.9 million and the construction and completion of the Proposed Drainage Improvement Project at Jalan Green costing a total sum of RM3.288 million.

KUCHING: A total of 50 individuals were nabbed by police over the past week for illegal lottery activities as well as providing reload services for cyber gambling.
State CID chief Datuk Dev Kumar said a total of 36 raids were conducted from Nov 6 to 12, with the focus mainly on Kuching and Padawan.
“Thirty-two of the raids concerned illegal lottery activities which saw 36 arrests made and RM8,049 in cash seized.
“Mobile phones, portable, printers, calculators, betting slips and stationery items were also seized,” said Dev Kumar in a statement yesterday.
The remaining four raids, he disclosed, were conducted on counters offering cyber gambling reload services in Kuching, Padawan, Bintulu and Matu Daro that resulted in the arrest of 14 individuals and seizure of 14 mobile phones and tablets, as well as RM2,841 in cash.
Dev Kumar pointed out that the 50 individuals arrested were aged between 15 and 49 years, and that 34 of them were male.
All those arrested are being investigated for offences under the Common Gaming House Act 1953.

KUCHING: The newly-minted Democratic Action Party (DAP) central executive committee (CEC) reflects a fact that Sarawak carries only a three-per-cent worth of significance in the party.
Pointing this out yesterday was political secretary to the chief minister Michael Tiang, who said state DAP chairman Chong Chieng Jen is the only Sarawakian in the CEC line-up.
“DAP CEC name list released after its EGM (extraordinary general meeting) last Sunday, reveals that DAP is, de facto, a Malayan (peninsula-based) political party. Among the 30 elected and co-opted CEC members, Chong Chieng Jen who is from Sarawak is the only member in the CEC, and that constitutes only three per cent of the central power of the party.
“This can be viewed as a fact that Sarawak carries only three per cent worth of significance in the DAP,” he said in a statement issued at the State Legislative Assembly (DUN) media centre yesterday.
Tiang, who is also Sarawak United People’s Party (SUPP) central working committee (CWC) member, said the DAP election results also proved that ‘Sarawak is never DAP’s focus and political concerns’.
He wondered how DAP Sarawak leaders would be going to fulfil their promises to Sarawakians should DAP ever take over Putrajaya, when they are not much represented in the party’s CEC.
Tiang was referring to DAP’s earlier propagation of the ‘Sarawak Dreams’, as well as the promise to give back to Sarawak the 50 per cent tax revenues collected from the state if the party took over as the ruling government.
“How can they do that if Sarawak DAP leaders cannot even obtain position in the party central (CEC)?” Tiang said DAP received overwhelming support from voters in urban areas and had captured most of those seats in the 2011 state and 2013 parliamentary elections.
“The fact that DAP rose from zero to 12 assemblymen in 2011 and five MPs in 2013, there was great expectation from the voters who wanted to see DAP bringing forth change to Sarawak.
“Unfortunately, the DAP CEC election results (on Sunday) show that DAP is clinging onto their old path – Malaya first, Sarawak is accessorial,” he pointed out.
Tiang added that the reward for urban voters in Sarawak for supporting DAP for over a decade was a ‘mere three per cent of attention’.
“On the contrary, all central executive members from Parti Pesaka Bumiputera Bersatu (PBB), SUPP, Parti Rakyat Sarawak (PRS) and Progressive Democratic Party (PDP) are 100 per cent Sarawakians,” stressed Tiang.

KUCHING: The state government through the Rural Transformation Initiative has approved 114 flood mitigation projects totalling RM100 million this year.
Currently, 97 of the projects (RM45.78 million) are being implemented and 63 of them are expected to be completed within this year while the rest would be continued in 2018.
“These projects are implemented by the local councils, Drainage and Irrigation Department (DID) and Public Works Department (JKR),” Assistant Minister of Local Government Datu Dr Penguang Manggil said in a press conference held on the sidelines of the State Legislative Assembly sitting yesterday.
He added that under the state Rural Transformation Programme (RTP), 115 projects related to flood mitigation, with a total allocation of RM25.04 million, are now being implemented by DID and the local authorities.
“In addition to this, the Federal Ministry of Urban Wellbeing, Housing and Local Government (KPKT) has this year allocated RM7.02 million to the local authorities in the state to implement flood mitigation projects,” added Dr Penguang (BN-Marudi).
He also said the Federal Ministry of Natural Resources and Environment (NRE) had approved RM27.55 million for DID to implement the flood mitigation projects.
Among the high-impact projects implemented, he revealed, is the Padang Merdeka Flood Mitigation Project which is currently in its third phase of constructing a new drainage outlet for storm water discharge at Jalan Masjid India, Jalan Market, Java lane and eventually leading to the Sarawak River.
The project, which costs RM6.9million, is implemented by Kuching North City Commission (DBKU), he said.
Besides that, another project is the drainage improvement work at Jalan Green, Kuching under the 11th Malaysia Plan – implemented by DID since March 29.
Costing RM3,288,990, the project is now 90.63 per cent completed and is expected to be fully completed by Dec 12, he added.
Replying to the supplementary questions from Lo Khere Chiang (BN-Batu Kitang) on the plan to construct a stretch of drain along Jalan Stephen Kalong Ningkan (in front of Capital Garden down to Hong Hong Garden), Dr Penguang said it would be implemented in the third quarter of 2018 at cost of between RM3 million and RM4 million.
“The project will be implemented by JKR while the design will take into account the advice of the DID,” he added.

(本报古晋12日讯)巴达旺市议会主席罗克强表示,除了各地的篮球总会积极推动篮球运动之外,华人社团也有责任和义务推动篮球运动。他昨晚为古晋巴达旺福州公会主办,三马拉汉省篮球总会协办的“2017年甲必丹拿督刘思乐杯篮球锦标赛”主持开幕礼。
这项比赛共获得35支篮球队,超过350名球员参赛,比赛相信将非常激烈。罗克强希望各队球员发挥球技及体育精神,打好每一场比赛,争取最后的胜利。
他鼓励其他华人社团向古晋巴达旺福州公会看齐,每年举办篮球赛,让更多的篮球运动员,获得更多的比赛机会。
他建议华人社团和私人公司,赞助篮球赛经费或者领养青少年篮球队,让主办单位没有后顾之忧地办好每场赛事。
他相信,在各界人士的协助之下,将会有更多团体举办的篮球比赛,肯定可以激发篮球比赛风潮。期望有更多的退役篮球国手和州手,加入教练的行列,训练更多的青少年及儿童,成为优秀的篮球运动员。

(本报古晋10日讯)巴都吉当区州议员罗克强披露,为应付人们购买居所的需求,公寓和租屋正雨后春笋般的林立,然而购屋者正面对分层地契迟迟不发的棘手问题。
他说,一些发展商在收取了购屋者的钱后,却拖延处理分层地契的申请。无可否认,地方议会是负责检查后发出入伙准证的单位,但分层地契的手续处理是由发展商与土地发展局之间掌管。

许多廉价房屋的购屋者向我投诉及寻求协助,以解决多年悬而未决的分层地契问题。煤炭路富来银达花园廉价组屋就是一个例子。我希望土地测量局能加速发出分层地契给这些购屋者,这是对他们的一种保障。当然,发展商也必须扮演其角色,负起责任 ,确保符合与遵循申请分层地契所需的条件。”
他是今日在州立法议会参与2018年砂财政预算案辩论环节时,如是表示。
此外,罗克强也建议政府修改法令,合法化住宅区的围栏与保安社区概念。他称,现有的法令并不允许围栏与保安的设立,但是随着社会的发展,居民需要更安全的居住社区,政府法令也应该与时俱进。
另外,西马不再使用的二手警车送到东马砂沙两州继续上路,追捕罪犯。罗克强对此深感困惑。
据他所知,西马警方已不再用灵鹿小车充作巡逻用途,这些二手灵鹿汽车被送来东马。他也呼吁联邦政府即刻停止这项要不得的行为。

(本报古晋10日讯)人联党巴都吉当区州议员罗克强质问,西马警局安装电脑化车祸记录系统(CARS ),为何却没有连接到砂拉越?
他指出,电脑化车祸记录系统和警局链接有助于民众在发生车祸时向警方报案。不过,砂州子民却还没享有这项方便。
“这样才能给予本州人民方便处理车祸事宜以及最短的时间内挽救性命?”
对此,他称,联邦政府遗忘了砂拉越也表示砂州警方现有的保案系统是很不亲民的系统。
他表示曾经提出这项问题,但是迄今依然不见得有改善。
他继说,警方高层也曾多次通过媒体向人民保证,可到任何一所警局报案。但实际情况却并非如此。
他形容此举将引起人民对警方的愤怒。如今全球进入了高科技时代,警队却没有与时俱进,令人感到不得其解。

他形容,拥有4万人口的巴都吉当州选区共有8所小学,但迄今却仅有一所中学,即煤炭路中学,这让居住在较远地区的家长必须每天忙于载送孩子到其他地区上课。他说,这对于甘榜没有汽车的村民,只好用电单车,甚至徒步上下课,十分不便。
他今天在州立法议会参与2018年州财政预算案辩论时,呼吁政府尽快在巴都林当区鉴定一片土地,并早日将学校建立起来,以满足日益增加人口的需求。
此外,罗克强也力促政府在当地建造设备齐全的体育中心,从而引导青少年参与健康体育活动,远离陋习,例如滥用毒品或是犯罪活动。
他指出,随着毒品问题在我们的社会日趋严重,提供青少年体育 运动的场地,以舒缓日益竞争的社会压力是刻不容缓的。这也可 避免孩子们无所事事,而选择到商场游荡,最终误交损友而走上 犯罪的不归路。
也是巴达旺市议会主席的罗克强披露,实际上,该议会已在10哩巴雅莫比鉴定了一块面积约20英亩的土地,足以建造一座可容纳 各种体育康乐活动的体育中心,包括篮球、足球、乒乓、网球、室内足球等,当局也可考虑在体育中心建造宿舍。
他建议,一旦该体育中心建立起来后,可移交予巴达旺市议会负 责管理营运。
另一方面,罗克强也建议政府采用更节省能源的LED二极灯。
他说,照明技术不但可节省75巴仙的电能,也比普通灯泡耐用达25倍,属于更干净的绿色能源。
他说,许多发达国家,包括中国都在大量的采用LED二极灯。他因此希望砂拉越能源考虑使用在州与联邦道路的路灯及其他户外用途上。
他说,巴达旺市议会每年所缴交的电费高达300万令吉,倘若砂能源将现有的灯泡改换成LED二极灯,市议会每年就可剩下210万令吉。
“更换所有路灯的成本或许高昂,但长远上,对砂拉越整体还是有 利可图的。”

罗克强也披露,为满足青年的住屋需求,公寓和租屋正雨后春笋般的林立,然而购屋者正面对分层地契迟迟不发的棘手问题。 一些发展商在收取了购屋者的钱后,却拖延处理分层地契的申请。无可否认,地方议会是负责检查后发出入伙准证的单位,但分层地契的手续处理是在发展商与土地发展局之间。
“许 多廉价房屋的购屋者向我投诉及寻求协助,以解决多年悬而未决的分层地契问题。煤炭路富来银达花园廉价组屋就是一个例子。我希望土地测量局能加速发出分层地契给这些购屋者,这是对他们的一种保障。当然,发展商也必须扮演其角色,负起责任,确保符合与遵循申请分层地契所需的条件。”
罗克强也建议政府修改法令,合法化住宅区的围栏与保安社区概念。现有的法令并不允许围栏与保安的设立。但是随着社会的发展,居民需要更安全的居住社区,政府法令也应该与时俱进。
西马不再使用的二手警车送到东马砂沙两州继续上路,追捕罪犯。巴都吉当区州议员罗克强深感困惑。
据他所知,西马警方已不再用灵鹿小车充作巡逻用途,这些二手灵鹿被送来东马。难不成砂拉越是他们的“继兄弟”?
他今天在州立法议会辩论2018年周财政预算案时呼吁联邦政府即刻停止这项要不得的行为。
此外,西马各警局也都已安装了电脑化车祸记录系统(CARS),方便民众在发生车祸时向警方报案。
“但为何这项系统没有连接到砂拉越?给予本州人民方便处理车祸事宜以及最短的时间内挽救性命?”
他形容联邦政府是在遗忘了砂拉越。
罗克强指出,本州警方现有的保案系统根本不亲民,他曾经提出这项问题,但是依然不见改善。

罗克强在辩论中也提到本州的性犯罪课题,尤其是涉及家庭成员的性侵罪案。
虎毒不食子,但这些原本应该负责照顾弱小的成人,却侵犯自己的家庭成员,的确令人感到痛心疾首。甚至为人师表的教师侵犯学生也时有所闻。
孩童需要的是庇护,然而却有禽兽不如的家长,数年来多次淫侮年幼的家庭成员;学校是培育英才,启迪民智的场所,绝非侵犯孩子权益的地方。孩子们必须被教导,万一受到侵犯,应该勇敢的说出来。
他认为,家长、教师、政治人物和公众都有责任,在铲除性侵犯罪方面扮演重要角色。
父母应该知道谁是孩子的老师,教育局更不应该将丑闻扫入地毯下。当局倘若只是将问题教师调走到其他学校,那只是将问题转移到其他学校,狼师到了新的学校,可能继续的辣手摧花,更多无辜的孩子成为受害者。
他建议向其他国家学习,如果预防孩子成为性侵的受害者,例如向学生教导性教育,至少他们知道如何避免受到性骚扰。
此外,公众在得悉性侵罪案时,应即刻向有关当局投报,拯救无辜的孩子继续的生活在恶魔爪下。
他也建议修改法令,更严厉的惩罚性侵罪犯,绝不容许他们逍遥法外,导致更多人受害。
