Hungry Ghost festival celebrated at BDC carpark

KUCHING: The Hungry Ghost Festival or Zhong Yuan Jie celebration was held at carpark in front of BDC Everrise Supermarket on Friday night.
Organised by the Kuching Wushu Association for the fifth consecutive year, the event attracted curious members of the public.
Elaborate preparations for the offering ceremony started early in the afternoon with food offerings contributed by celebrants being laid out systematically for the ritual.
Abundant joss sticks and joss papers were also burnt for the dead.
Padawan Municipal Council (MPP) chairman Lo Khere Chiang was among invited guests who participated in the celebration.
There were prayers and rituals led by the association chairman Kuan Choon Foo, followed by the “Qiang Gu” ceremony, where devotees are allowed to grab the food offerings.

Lo raps Chiew for ‘making a mountain out of a molehill’
KUCHING: Padawan Municipal Council (PMC) chairman Lo Khere Chiang yesterday felt slighted by Batu Kawa assemblywoman Christina Chiew’s comment on the water interruption at 10th Mile Bazaar, which he said was impractical and unfair.
Chiew had slammed the council in a Chinese daily on Tuesday for not taking immediate action to resolve the water interruption, which she claimed lasted for three months and had severely affected the business activities of traders and raised health concerns.
“The complaints are not true. The water interruption only occurs occasionally, mainly because of exhausting water supply as some traders like the fishmongers or chicken sellers would let the pipe water run for the whole operation hours,” he explained.
“It is low water supply that caused the interruptions on certain days. The water supply will be insufficient no matter how big the capacity of the water tanks,” he told a press conference after chairing the council’s full meeting at the headquarters yesterday.
As the people’s elected representative, Lo advised Chiew to conduct a more detailed investigation into the problem before creating a scene and making baseless accusations.
“She should also advise the traders not to waste water, taking into consideration the needs of other business operators in the market,” he said.
“I am very disappointed with Christina Chiew’s action when she could have done a more detailed investigation to get to the truth of the situation rather than blowing up the problem and misleading the public.
Lo pointed out that this was not the first time the opposition brought up cases that lacked credence.
“There have been numerous other cases where they just blow it up out of proportion which in turn create more problems for the council,” he said.
“She should have done things in a wise manner. As a people’s representative, she should tell the truth and not make a mountain out of a molehill,” he added.
On the insufficient water at the market, Lo emphasised the need to take stricter action such as suspending or terminating licences if traders could not comply with the rules and regulations and refused to heed warnings.
On the other hand, Lo praised the public for giving feedback and possible solutions that could help the council provide better services to the public.
“I really welcome the public to send messages to the council through our social network channels like WhatsApp, WeChat or email us so we can work together to improve our city,” he said.

罗克强是于今日在该市议会常月会议上,针对周宛诗日前提出十哩小贩市场缺水问题而做出回应。周宛诗是于日前抨击巴达旺市议会不负责任,在没有顾虑到十哩小贩们的生计和面临卫生的问题,让他们在没有水源的情况下经营。
鉴于此,罗克强表示,真实的情况并非如周宛诗所形容。
人潮时段出现缺水现象
他澄清,其实十哩市场只是在周末期间,即人潮较多的时段才出现缺水的现象。而导致缺水的主要原因是因为使用过量,导致水压降低,于此,部分的小贩才无法获得水供。
罗克强解释,该市议会发现许多卖鱼类及鸡肉类的小贩在凌晨四时就已开始用水。而在营业期间,这些小贩从未关过水龙头,导致大量的水也就此白白浪费,而且其他摊位的小贩也不得使用。
他直言,虽然砂州水源充足,水费也相对的比许多地区来的便宜,但市民不应就此浪费水,不应保持其错误的态度。
周宛诗言论不负责任
说到这里,他认为周宛诗的言论也相当不负责任。他认为周宛诗在还未查清事实的情况下,就把矛头指向市议会,是非常不负责任的行为。
“我为石角区州议员周宛诗感到非常失望,她不只没有给予正面的反馈,反而还制造了一大堆问题给巴达旺市议会,还有随便说市议会没有做的事情。”
罗克强表示,本身并不介意大家把问题提出来,但前提是必须把事实及根据一并提出来,然后大家携手同心解决问题。
他称,身为人民代议士的周宛诗不应有这样的态度。与其以不实的根据破坏巴达旺市议会,她更应劝解浪费水源的小贩,因爱惜水源,从对的解决方式着手。

KUCHING: Majlis Perbandaran Padawan (MPP) mempertimbang untuk
menggunakan sistem parkir berbayar automatik berkuat kuasa tahun hadapan.
Pengerusinya Lo Khere Chiang berkata ketika ini MPP sedang meneliti kertas cadangan beberapa syarikat kontraktor berpotensi selain mendapat maklum balas daripada pengguna bagi memastikan sistem diguna pakai nanti lebih mudah serta efisien.
Katanya lagi, MPP mahu memastikan kadar bayaran yang dikena juga tidak membeban pengguna.
“Saya tidak mengatakan sistem diguna pakai sekarang di Sarawak seperti di Kuching, Sibu dan Miri tidak bagus cuma kita mahu yang lebih mudah, praktikal dan efisien untuk membayar yuran serta denda.
“Kita mahu melaksana sistem parkir berbayar untuk jangka masa panjang. Oleh itu, MPP terbuka kepada idea dan cara baharu lebih berkesan serta mesra pengguna,” katanya pada sidang media selepas mempengerusikan mesyuarat penuh MPP semalam.
Lo menambah dengan menggunakan sistem parkir berbayar automatik, tenaga buruh ramai tidak diperlukan.
Dalam perkembangan lain, Lo memberitahu, tahun ini MPP akan membelanjakan RM1.1 juta untuk memasang lampu jalan di kawasan pentadbirannya yang dibahagikan kepada tiga zon iaitu Batu Kawa, Padawan dan Matang.
Jumlah peruntukan itu, katanya, hanya sebahagian daripada RM3.3 juta peruntukan keseluruhan bagi tujuan tersebut.
“Kita akan memasang lampu jalan ini secara berperingkat-peringkat dan akan memastikan tidak ada kawasan terpinggir. Buat masa ini kita lebih fokus kepada kawasan luar bandar kerana keperluannya lebih tinggi,” jelasnya.
Memberitahu peruntukan itu dari Dana Rizab MPP dan dengan RM1.1 juta dibelanjakan tahun ini, pihak berkuasa tempatan itu dapat memasang kira-kira 60 peratus daripada jumlah diperlukan meliputi kawasan bandar, pinggir bandar dan luar bandar.
Hadir sama, Timbalan Pengerusi MPP Dr Zaidi Suhaili, Setiausaha MPP Andrew Joris Noyen.

Parking fees in MPP areas next year
KUCHING: Padawan Municipal Council (MPP) will implement parking fees within its jurisdiction sometime next year.
Its chairman, Lo Khere Chiang, said the council was vetting two proposals from two companies, while continuing to hold talks with Kuching City Parking System (KCPS).
“They (KCPS) have come to brief us once, and we will have further discussions. There are two other companies who have submitted their proposals, saying their systems will be better and can help us get more revenue,” he said when contacted yesterday.
He was asked to respond to a recent call by Assistant Minister for Public Health, Datuk Dr Jerip Susil, for MPP to expedite the process of implementing parking fees within its jurisdiction to increase revenues.
Lo, however, conceded many members of the public were against the idea of having a proper parking system even though the majority of them wanted it.
“We are in the process of talking to various people because a lot of them, including owners of shops, are against it. They feel the imposition will affect them. It is necessary for us to talk to everybody and carefully assess all the proposals before we seek approval from the higher authority. We want to make sure everybody is happy with us.”
He disclosed there were some 5,000 parking bays within MPP areas.
He was quick to add that the council planned to impose fees on 2,000 to 3,000 parking bays first.
“We will not implement all of the 5,000. Instead, we will start with the most congested areas, such as Third Mile, 7th Mile, Siburan, and part of MJC New Township.
“The parking fees are estimated to generate about RM1 million worth of revenue for MPP every year. However, it is not the money that we are concerned about.”
He pointed out the people had complained about shortage of parking spaces, particularly in congested areas. When a parking system is put in place, he said the shortage issue could be addressed.
“People say it is very difficult to find parking in some areas, while some say there is no place to park.
“Furthermore, it helps control illegal hawking at car parks,” he said, however adding residents of MJC flats had expressed concern about being affected by parking fees.
He, therefore, stressed MPP would gather as much feedback as possible before implementing any system given that it would not want the community to be unhappy.
During the 19th MPP anniversary celebration early this month, Dr Jerip asserted it was high time that the council charged users for the use of its parking bays.
“There are a lot of car parks in MPP areas, and I hope the council would expedite this process, which is to have more revenues as well. With modern city life, there is a need for a proper parking system.”

KUCHING: Kuching City Hash organised a Merdeka celebration dinner for its members at a leading city restaurant on Saturday night.
The dinner was also to conclude the Kuching City Hash Merdeka Day run which was held on Saturday afternoon at Batu Kitang, Padawan.
Present at the dinner was Padawan Municipal Council (MPP) Chairman Lo Khere Chiang, who in his speech, said that Padawan would continue to work with Kuching City Hash to further promote Padawan area which is full of natural rainforest.
“Kuching City Hash running activities are mostly held in Padawan area, therefore through this activity we can promote Padawan area not only to the local people but also to the tourists,” he said.
It is not easy to find natural rainforest, but in Padawan district there are a lot to offer for international tourism, Lo pointed out.
Meanwhile, Kuching City Hash Grandmaster Richard Lee, said that Kuching City Hash organised about 50 runs per year with most of these being held in Padawan area.
“Next year we will be going to Bali to bid in the Inter Hash Run 2017, and hope MPP will support us,” he said. Lee also conveyed his appreciation to MPP for their full support, and also to JASA Sarawak (Sarawak Special Affairs Department) for giving RM10,000 to Kuching City Hash to organise the Merdeka Run. Kuching City Hash that was formed in 1988 currently has 240 active members.

KUCHING: Padawan Municipal Council chairman, Lo Khere Chiang and members of International Society For Krishna Conscious (ISKCON) Malaysia led by its Temple President and Spiritual Counselor, Reverend Prabhu distributed free food to the public at 7th Mile market, Kota Sentosa near here yesterday.
Lo said “We come into this world with nothing, and we leave this world with nothing as well, and the most important thing to do is to give while we are still in this world. As the more we give, the more happier we become and this is a very valuable aspect in life.”
He added that no matter how rich or poor we are, everyone have something to offer, by contributing in many ways, not just in terms of materialistic things but also by contributing our time to listen and talk to someone who had problems and helping them go through hard and difficult time.
According to Prabhu the charity activity is done every month where the members go to different places such as the blind centre, old folks home, orphanage and markets to distribute free and healthy vegetarian food to the people.
He believed that doing charity work was a service to God and it was important to do charity for mankind.
Members of the ISKCOM are encouraged to donate rice, cooking oil and vegetables to cater for 300 people per visit.

MPP council will continue to monitor the traffic situation to assess whether a traffic light is necessary.

他于昨日上午率领市议员、人联党领袖及社区领袖前往7哩双溪达邦路路口巡视时,感谢居住当地的社区领袖本固鲁贝文美,极力向市议会提出该问题,最终协助让问题获得解决。
另一方面,根据公共工程局古晋省工程师阿旺莫哈末法迪拉指出,在扩建完成后,该路口将装置交通灯,预计会在今年杪之内开始装置,耗资约30万令吉。

“Constructive suggestions can ensure a better administrative efficiency of the council to create a win-win situation for everyone,” said Lo during a courtesy call by the Kuching branch committee of Sarawak Housing and Real Estate Developers’ Association (Sheda) at his office recently.
He also said the council had recently amended its policy on the issuance of Occupational Permit (OP), which now would not require the endorsement by all of its councillors.
Instead, he added, the OP would be signed and endorsed by the council’s secretary, thus shortening the application process.
“Things have definitely improved a lot for the council and project developers who are applying for OP,” he added.
On another note, he admitted that the council would not be spared from the hiccups in the processing of any type of applications or queries.
To avoid disappointment, he advised applicants to meet the council’s officers to find ways to iron out their problems.
Meanwhile, the courtesy call yesterday was headed by Sheda Kuching branch chairman Dr Christopher Sim, who introduced the branch’s new members to the council.
“We have always strived to pursue a smart partnership between Sheda members, the authorities and the general public to achieve the highest level of efficiency and positive outcome,” said Sheda Kuching branch deputy chairman Tony Su during the visit.
Besides Kuching, Sheda has branch committees in Sibu, Bintulu and Miri.
He said the Kuching branch covers Kuching, Kota Samarahan and Serian.
Proposals put forward during the visit included the need for joint council meetings to be held regularly with Sheda and professional consultants.
Su said this was to improve their standard operating procedures which were generally affecting the property industry.
‘This is an area where we hope the various councils will be supportive and continue to engage us,” said Su.

SHEDA mahu jalin kerjasama pintar dengan PBT, kata Tony

KUCHING: Persatuan Pemaju Perumahan dan Harta Tanah Sarawak (SHEDA) mahu menjalinkan kerjasama pintar dengan pihak berkuasa tempatan (PBT) untuk meningkatkan lagi tahap kecekapan sistem penyampaian kedua-dua pihak.
Timbalan Pengerusi SHEDA Cawangan Kuching Tony Su berkata sehubungan itu, SHEDA mencadangkan agar mesyuarat bulanan PBT dan sebagai permulaan Majlis Perbandaran Padawan (MPP) dihadiri wakil persatuan serta konsultan profesional.
“SHEDA setiasa mahu menjalinkan kerjasama pintar antara ahli, pihak berkuasa dan orang awam untuk mencapai tahap kecekapan tinggi serta hasil positif,” kata Su.
Beliau berkata demikian ketika ditemui semasa SHEDA Cawangan Kuching diketuai Pengerusinya Dr Christopher Sim mengadakan kunjungan hormat terhadap Pengerusi MPP Lo Khere Chiang di bangunan MPP semalam.
Su menambah, berkongsi dan pada masa sama menambah baik prosedur operasi standard (SOP) yang memberi kesan kepada industri hartanah antara SHEDA dan PBT sangat penting.
“Dalam hal ini kami (SHEDA) amat berharap pelbagai PBT akan memberi sokongan padu dan terus bekerjasama dengan kami,”tambahnya.
Sementara itu Lo memberi jaminan bahawa MPP sentiasa bersedia mendengar sebarang pertanyaan atau cadangan untuk menambah baik sistem pentadbirannya.
“Sekiranya cadangan itu dapat memperbaiki dasar-dasar sedia ada, idea baharu itu akan dibangkitkan dalam mesyuarat penuh majlis untuk diperhalusi seterusnya mungkin diguna untuk meminda dasar-dasar sedia ada.
“Cadangan membina yang dapat memastikan keberkesanan pentadbiran MPP adalah dialu-alukan bagi mewujudkan situasi menang-menang kepada setiap pihak,” katanya.
Menurut Lo, MPP baru-baru ini meminda dasar pengeluaran Permit Kependudukan (OP) yang tidak lagi memerlukan sokongan daripada semua ahli majlisnya.
Sebaliknya kata beliau, OP kini ditandatangani dan diendors terus oleh setiausaha majlis, yang ternyata mempercepatkan lagi proses permohonan.

“Dalam timpuh 19 taun udah nyadi Majlis Perbandaran, penyampau pemayar chukai pintu enggau penyampau asil chukai ke digumpul nambah tiga kali lipat.

He said Sarawak is truely a unity state and they do not only talk about unity but practise it.
Lo pointed out that likewise in a mosque function, all the non Muslims would gathered together to share any joyful festival and also during the Church function.
“During Chinese new year, Gawai, Hari Raya, Christmas, we all visit one another irrespective of race and religion. This is really Sarawak for you,” he added.
