KUCHING, Apr 25: Unlicensed hawkers and petty traders in the Padawan Municipal Council (MPP) are encouraged to register for a Sarawak Pay account online to facilitate the payment of the special financial aid provided by the Sarawak government.

MPP chairman Lo Khere Chiang in a statement said the move is to avoid having close contacts with other people, adding that the closing date for the application for the special financial aid is on May 31.

“The applicants are encouraged to apply online.

“This is for their own safety as well as a precaution to curb the spread of Covid-19.

“However, if the traders have difficulties applying online, they can submit the hard copy of their application forms to the council,” he said in a statement.

Lo added if applicants are unable to register for a Sarawak Pay account due to acceptable reasons, their payment will be made in the form of cash.

He stated that any information regarding the cash payment to successful applicants shall be made known to them soonest.

Lo said that initially, hawkers and petty traders had to pay RM30 per month for a temporary permit in accordance with the Local Authorities Ordinance 1996.

However, he disclosed that the state government had decided to waive the monthly temporary permit fees for the period of six months from April to September 2020.

Lo, who is also Batu Kitang assemblyman, revealed that the permit application for unlicensed hawkers and petty traders can be made online through http://community- service.sarawak.gov.my

He explained that the permit is a pre-requisite for unlicensed hawkers and petty traders to apply for the Sarawakku Sayang Assistance Package 2.0 which will provide a special financial aid of RM1,500 to them who are registered with the local authorities.—DayakDaily

KUCHING: Application forms for the registration of unlicensed hawkers and petty traders are now available for download on the Padawan Municipal Council’s (MPP) website.

MPP chairman Lo Khere Chiang said that the application forms were for those parties who wished to apply for a temporary permit from the council, which is a pre-requisite for them in applying for the Sarawakku Sayang Assistance Package 2.0 announced by the Sarawak government recently.

He added that unlicensed hawkers and traders could also refer to the criteria or conditions to check if they qualified for this aid as well as how to apply for this aid.

“This assistance will provide a special financial aid of RM1,500 to the hawkers and petty traders who are registered with the Local Authorities,” he said in a statement.

For any enquiries, the public can contact MPP’s Licensing Section at 082-615566 ext. 135/282/130 during office hours.

Lo said for those licensed hawkers and petty traders with MPP, they only have to register with Sarawak Pay and the special aid would be remitted to them at a later date.

The Batu Kitang assemblyman lauded the special grant of RM1,500 to hawkers and petty traders under the state government’s Sarawakku Sayang Assistance Package 2.0, as it would go a long way in lessening their burden during the Movement Control Order (MCO).

He described such assistance as timely to help small scale traders tide over difficult times.

He said that this is indeed a very noble gesture on the part of our Sarawak Government in assisting our hawkers and petty traders during these trying times.

“The amount may not be much but it is certainly a lifeline for small scale traders who could not operate as usual due to the MCO.

“These traders have complied with the MCO by not carrying out their trading in order to curb the spread of Covid-19. Together, we fight Covid-19, he said.

Lo: Council to continue ensuring public’s compliance with MCO, safety measures against Covid-19

KUCHING: Batu Kitang assemblyman Lo Khere Chiang and Padawan Municipal Council (MPP) chairman said that the council will continue to play its role in ensuring that the public comply with the Movement Control Order (MCO).

He lauded the state government’s move in adhering to the extension of the MCO to Apr 28, as was announced yesterday by Prime Minister Tan Sri Muhyiddin Yassin.

“The extension will ensure that the nation’s efforts in overcoming Covid-19 (Coronavirus Disease 2019) will not go in vain and that the Covid-19 situation in the country can be brought under control,” he said in a statement today.

Lo added that the council alongside the state Fire and Rescue Department (Bomba) would continue carrying out sanitising works at public places and those considered red zone areas within MPP’s jurisdiction.

“MPP shall continue to play our role in providing essential municipal services and ensuring that our markets and businesses selling essential goods comply with the guidelines to curb the spread of Covid-19.

“Daily surveillance will continue to be carried out by the Council’s Enforcement and Public Health Officers to ensure compliance to aspects such as adherence to social distancing guidelines, essential businesses operation hours, maintaining cleanliness of trading premises and the town and ensuring that there is no illegal hawking,” he added.

Aside from that, he announced that the council would be carrying out body temperature screening and provision of hand sanitisers for customers at major wet markets, namely Kota Sentosa Market, 3rd Mile Market and Kota Padawan Market.

At the same time, he said the council would continue to impose entry restrictions on the number of people entering the market at a time to ensure the shoppers can keep a safe distance from each other when when shopping for groceries.

“To the residents in MPP areas, let us be mindful of the sacrifices that our frontline officers like doctors, nurses, policemen, soldiers, Bomba and the council’s officers have made for us.

“Let us all help by staying at home to prevent the spread of this virus, contain it and break the chain as soon as we can. Together, we fight Covid-19.”

KUCHING: Traders at the popular 7th Mile Wet Market in Kota Sentosa have taken the initiative to limit 10 shoppers per time into the premises starting tomorrow as part of its effort to help break the Covid-19 chain, starting tomorrow (Wednesday).

In addition, the market will only be opened from 7am and will close at 7pm or even earlier in line with the latest state directive under the Movement Control Order, the traders told The Borneo Post today.

The entry restriction will be supervised by the market committee leaders and several officers from Padawan Municipal Council (MPP).

MPP chairman Lo Khere Chiang, when contacted, said however that the number per entry could fluctuate daily, depending on the overall number of shoppers or visitors per day.

“At one time during the MCO period there was too many people entering the popular market but times, you hardly see many people. So its up to the discretion and wisdom of the market leader and my officers to limit or increase the number of shoppers per entry,” he said.

However, he said MPP would still monitor the situation at the wet market while advising people to keep on practising hygiene as well as social distancing.

“The wet market is a big market and our officers (overseeing the market) shall observe the movement of shoppers tomorrow (Wednesday). We may be able to allow more than 10 in the market if they don’t crowd at one stall”

“I wish to call upon shoppers to cooperate with MPP to ensure that we do not crowd together at one stall so that more people have a chance to shop for our groceries and meat at our beloved markets,” said Lo.

“Together, let us overcome the Covid-19 in the shortest possible time and return to our normal routine again.”

When contacted today, Kota Samarahan Municipal Council (MPKS) chairman Dato Peter Minos said the Bandar Riyal wet market would also conduct a special social distancing strategy starting tomorrow (Wednesday).

The decision to limit number of shoppers per time at the wet markets in MPKS jurisdiction was also an initiative of the market management, he said.

“Yes that (decision) is the wet market’s own initiative which MPKS appreciates. But MPKS would still oversee the situation and continue to give guidance,” said Minos.

KUCHING, March 15: Sixty-nine families in need in Batu Kitang constituency had their dilapidated houses rebuilt or repaired in the last two years.

Batu Kitang assemblyman Lo Khere Chiang said this will continue as his constituency was allocated RM1 million by the state government to help the people there.

“My aim is to repair all the dilapidated houses which need to be repaired. If it cannot be repaired, then we will rebuild. I do not pick or choose who I should help. Everyone in Batu Kitang deserves help, regardless of race and issue. So long as I can assist, I will,” he said when met after handling over a newly built three-bedroom house for Hamidah Hamidi and her family at Kampung Lidah Tanah, today.

Praising Kampung Lidah Tanah village chief Hamzah Bujang, its Village Security and Development Committee (JKKK) and Rela Batu 10 volunteers for their efforts to help rebuilt the house, Lo said without these volunteers, it would be difficult to help those in need.

“I sincerely thank these people. They’ve been sacrificing their Sundays since mid- December last year to build this house. Because it on a voluntarily basis and ‘gotong- royong’ effort, they can only do it once a week, but that is good enough.

“I used my allocation to buy the materials needed. Overall the cost for this house was RM15,000,” Lo added.

The selection of beneficiaries is based on several criteria, he explained, namely registered as poor or very poor under eKasih, with dependents, the type of damage (if it can be repaired or not).
He will then get in touch with those in need of the assistance by contacting their community leaders.

Lo also revealed that he has received about 100 applications which will be reviewed as soon as possible.

Not all of these applicants fall under the hardcore poor category, but he gave assurance he will gradually help them, because priority will be given to those whose houses are not in safe nor suitable conditions to live in.

Meanwhile, Hamzah said Lo has helped 10 families from his village.

羅克強承諾繼續撥款 助選區內窮人修建房屋

（本报古晋15日讯）巴都吉当区州议员罗克强致力提升选区内贫困人士的生活，承诺在未来2至3年的时间，继续拨款帮助贫困人士修建房屋，为选区打造一个人人拥有舒适居住的环境。

他说，在砂首长拿督巴丁宜阿邦佐哈里推出每名州议员于每年可申请100万拨款作为砂贫穷群体房屋改善计划下，他目前已经通过拨款，协助修建了69间贫困家庭的房屋。他页指出，每间房屋最多可拨款1万5千令吉，作为修建用途。

他是今日巡视及移交房屋锁匙予位于甘榜利达丹那一户在砂贫穷群体房屋改善计划下受惠家庭后，受访时如是指出。

他表示，上述69间已修建房屋是不分种族的落实修建，修建不分包括屋顶漏水、 破旧地板、厕所问题、门窗遭白蚁侵蚀问题等。他说，他是通过地区上社区领袖推荐而拨款修建，并且会已破旧及贫困程度最严重者优先处理。

对于上述位于甘榜利达丹那的房屋，他表示该房屋是通过哥打巴达旺乡村安全与发展委员会主席兼人联党十哩分部副主席龚发信、甲必丹张纬赠、人民警卫团十哩兰迪区主任官祥月等人协助下，自愿发起在周末时段动工修建，并与今日移交予房屋屋主哈密达。

Congratulating Chief Minister Abang Jo for leading Sarawak into a win- win position, Lo said not only has GPS been invited by Perikatan Nasional to run this new government, GPS has been allocated with 4 Full ministers and 6 deputy ministers. 

“This is better than the 1 Full minister and 1 assistant minister entrusted to Sarawak under the previous Pakatan Harapan government where all election promises to Sarawak have been broken and allocation for major projects have been cut. The minister of Works under PN has again been entrusted to Sarawak. I am most pleased because now I can see a light at the end of the tunnel for the Rm20mil promised by the previous government for the construction of SK Haji Baki in my constituency, a promise which was never realised since PH won the last election. I have also hear of complaints from some contractors of pan borneo Highway who claim that its hard to collect payments. I am sure that with the Works minister been allocated back to Sarawak, Sarawak will gain back all those allocation for major projects that has been cut including allocation to our pan borneo Highway,“ he added. 

Afterall, he said Sarawak contributes RM92bil to the federal coffer every year so why should any allocation be cut from Sarawak? 

Lo pointed out that Tan Sri Muhyiddin has also agreed to the three conditions imposed by Sarawak for supporting Perikatan Nasional. First condition is for the federal government to acknowledge Sarawak’s rights under the Malaysia Agreement 1963 (MA63). Second one is to acknowledge Sarawak’s rights over its natural resources particularly its oil and gas.

“The third one is GPS will not be a part of Perikatan Nasional (PN). Only a partner with PN through GPS in a government caller the PN Plus GPS Government. There is, however, much to be done in the days ahead and I pray that all Sarawakians will support GPS  and pledge our undivided support to our CM Abg Jo in his quest to ensure that those three conditions recently agreed to by our new PM shall be uphold religiously. Let us all put Sarawak First!” he said. 

He hoped the 10 candidates from Sarawak will make their voices for Sarawak heard loud and clear.

KUCHING: The 2020 Economic Stimulus Package is just another joke to Sarawakians, implied Batu Kitang assemblyman Lo Khere Chiang.

He said the RM20 billion packages for the whole nation was not even comparable to how much Sarawak have been giving to Malaya annually.

“When (the current interim Prime Minister) Tun Dr Mahathir Mohamad became the Prime Minister 22 years ago, one Singapore dollar was equivalent to one Malaysian Ringgit.

“After Tun M stepped down as prime minister, one Singapore dollar was equivalent to two Malaysian Ringgit.

“Today, one Singapore dollar is equivalent to three Malaysian Ringgit and on top of that, Sarawak has been contributing RM92 billion to Malaya annually,” he said adding that the money was a waste of Sarawak’s asset when looking at the nation’s current state of affairs.

He said this to New Sarawak Tribune yesterday when asked to comment on Putrajaya’s announcement that it will allocate RM2 billion for the immediate implementation of small infrastructure repair and upgrading projects nationwide especially in rural areas in its 2020 Economic Stimulus Package.

Lo added that it would be better for Putrajaya to fulfill the promises stated in the Pakatan Harapan (PH) manifesto instead of coming up with new promises.

“Just acknowledges Malaysia Agreement 1963 (MA63); right the wrongs, correct all those violations of MA63 and give Sarawak back the rights to our oil and gas.

“Enough of the lies and promises, the rakyat (people) are fed up (with the empty promises)!” he said.

砂拉越首席部长拿督巴丁宜阿邦佐哈里周四主持州内阁会议，做出这项决定，以展现砂拉越对中国抗疫的支持和认同。

砂地方政府与房屋部长拿督斯里沈桂贤周五在汉晋连省华总的活动上宣布这项消息。

他表示相信，中国绝对能尽早控制新冠肺炎疫情。

他说，马中建交45年，砂拉越与中国无论是在政府或是民间的关系都十分密切。砂拉越与中国多个省城也缔结了友好省州关系，包括福建、云南及山东。

此外，砂中无论是教育、文化、贸易和民间交往也很紧密。

“如今中国面对困难与挑战，我们就应该与中国有难同当。”

沈桂贤也呼吁砂拉越人民，不分种族及宗教，支持晋汉连省华总发动的募捐活动，为武汉加油，为中国加油，以便能尽早战胜病魔。

他指出，砂拉越非常幸运，目前还是新冠肺炎白区。这主要是因为砂州政府采取了各项严厉举措，严防病毒入侵。对此，他感谢各方的谅解及配合。

他披露，砂拉越很幸运有本身的自主权，能够在第一时间采取主动，否则一切都需要等待联邦政府的决定和行动，或许为时已晚。

“砂拉越并没有如中国般的庞大的资源，也无法像中国般可以在6天内建设一座可容纳1000张病床的医院。因此，砂拉越必须动用移民自主权，控制入境，预防新冠肺炎的入侵。”

他也感谢中国政府在抗疫方面所采取的果敢行动，将病毒阻断在其境内，尽量避免流出。换句话说，中国是在为全人类的健康作出巨大的贡献。

程广中：砂人大爱无疆

中国驻古晋总领事程广中感谢砂拉越政府雪中送炭，这项暖心举动让他们深深感动。

他形容这体现了中国与马来西亚（砂拉越）不仅是在地理上一衣带水、经贸上紧密合作的好邻居、好伙伴，也是情感上守望相助、患难与共的好朋友；也体现了砂政府和砂人民大爱无疆的宽广胸怀与崇高的人道主义精神。

他代表中国政府和中国人民及中国驻古晋总领馆的全体同仁，感谢砂拉越政府为中国抗击疫情捐款100万令吉。

他表示，砂政府的捐款以及砂拉越各华人社团、华人企业和个人众多捐款充分体现了砂拉越华人与祖籍国中国之间割不断的同胞情谊和血浓于水的真情实感。

“大家对中国的热心帮助，不仅使中国人民得到物资上的巨大支持，而且得到精神上的巨大支持，增强了中国政府与人民战胜新冠肺炎的勇气、信心和力量。”

程广中披露，中国在习近平主席坚强领导下，中国人民抗击疫情的特殊战斗已经取得重大阶段性胜利。新冠肺炎从中国向境外蔓延、从湖北向全国蔓延和从武汉向湖北蔓延的渠道已被基本切断，治愈出院的总数已达1.85万人，新确诊病例已从原来每日数千减至每日数百，病死率也有所下降。”

程广中总领事相信不久的将来，中国将彻底战胜新冠肺炎，还中国人民一个幸福、安康的家园。

他披露，目前中国在继续抗击疫情的同时已开始立足长远，认真总结经验教训，以尽快完善公共卫生应急管理体系，并努力把疫情对中国经济社会发展的负面影响降至最低。努力完成好2020年各项经济社会发展目标。

他表示，这次疫情使中国更加深切地体会到，中国人民与包括砂拉越在内马来西亚人民同在小小的地球村，是体戚与共的命运共体。

BAU: A total of 1,383 units of Spektra Permata houses (RSP) are currently being built throughout Sarawak.

Assistant Minister of Housing and Public Health Dr Annuar Rapa’ee said some of them have been completed while some are still in progress.

He said the 1,383 units are among the 2,500 RSP announced by Chief Minister Datuk Patinggi Abang Johari Tun Openg in January last year and to be delivered within two years from the day of announcement.

“Now, we already have 1,383 units, which are in progress. So we still have 1,117 units more to build.

“The locations for these remaining units had been identified all over Sarawak. So it is just a matter of time for these 2,500 units of RSP to be delivered,” he told reporters after the launch of RSP programme at Luboh Bau here yesterday.

Asked if any or the houses have been fully completed, Dr Annuar said some house owners, for example in Sibu, have already move in; some have already started to pay the loan and waiting to move into the house.

The locations of the 1383 units that have already been completed in progress are in Darul Hana Kuching (564), Bunga Rampai Bau (122), Kemuyang Sibu (110), RSP Lundu (26), RSP Sematan (25), RSP Igan (22), RSP Tian (20), Rangau Limbang (128), Kampung Baru Kapit (75), Kampung Tabuan Melayu (258). RSP Lingga (10), Mejelin, Miri (20) and Kg Dato, Sibu (3).

He said the implementation at the seven new locations will begin this year because they need to complete all the 2500 units by end of 2022.

Dr Annuar noted that the respond to the RSP project in Sibuluh was very good.

“In other words, there are lots of demands here. So I think the Tasik Biru assemblyman Dato’ Henry Harry Jinep and Housing Development Corporation (HDC) will have to sit down again to look into this issue; whether we should put some more in Bau.

“It’s not a promise; but we have to look into it,” he said.

He said that the Housing Development Corporation planned to construct 164 units in Sibuluh with the 50 units expected to take after March.

“The requirement to build the 50 units is that there must be at least 200 applicants. And today all the 200 have finished within one hour.

“So you see, there is good demand here,” he said.

他解说，新冠肺炎病毒蔓延很快，但是死亡率低。

拿督斯里沈桂贤赞扬中国政府迅速采取抗疫行动，唯有中国政府迅速控制疫情，才减缓病毒蔓延开来。

KUCHING: The federal government’s allocation for street lights along Jalan Puncak Borneo is only enough to build the infrastructures, said Padawan Municipal Council (MPP) chairman Lo Khere Chiang.

He was addressing the lack of funding by the federal government for implementing the street light project along dark stretches from Jalan Kota Padawan to Kampung Annah Rais, which was announced by Puncak Borneo MP Willie Mongin on Thursday.

Lo stated, “While we welcome all funds received from the federal government, there’s a need to clarify that the money obtained by Willie is merely for building the infrastructures. The infrastructures are useless if there is no supply of electricity.

“I would like to highlight that when street lighting projects are proposed, a whole package need to be considered — infrastructures and costs of electricity supply which is a recurring cost,” he said in a statement yesterday.

Lo explained that for each street lighting infrastructure, funds in the tune of RM500,000 annually ought to be made available to MPP, for recurring costs and payments.

“This is because the rate collected from Puncak Borneo is far from enough to pay for daily services rendered and street lighting bills incurred.

“After all, the federal government siphons RM92 billion annually from Sarawak while returning a mere five percent to us.

“It is high time for the federal government under Pakatan Harapan returns, at least, what has been promised and which is 20 percent oil royalty, 50 percent of all taxes collected in Sarawak and the state’s autonomy on education and health,” he said.

Dog owners cooperation requested in neutering pets to prevent spread of rabies (Video)

KUCHING: It is paramount for dog owners in Sarawak to neuter their pets in preventing the spread of rabies in Sarawak, said Batu Kitang assemblyman Lo Khere Chiang.

He said that neutering was the best way to control the population of dogs in the state, which been the catalyst to the spread of the virus in 2017.

“Although the virus is currently under control, the problem now is the population of stray dogs due to the state’s vast areas such as forests and empty lands, and these stray dogs are capable to breed and expand its population.

“Meanwhile, the stray dogs’ population remained unseen in large cities such as Singapore and Kuala Lumpur. As such, we should vaccinate our dogs by getting the anti-rabies shot and at the same time neuter them so that dogs will not populate further,” the Padawan Municipal Council (MPP) chairman added.

He said this when met by reporters during his visit at the Anti-Rabies Vaccination Programme held at Kampung Semeba here today, of which similar programmes were simultaneously held in Sungai Apong and Taman Hui Sing.

As of 2.15pm this afternoon, the Department of Veterinary Services (DVS) Sarawak have vaccinated 360 dogs with owners coming in from Kampung Semeba and its nearby areas.

On December last year, DVS Sarawak director Dr Adrian Susin Ambud said the vaccination programme will continue in an effort to achieve a rabies-free state by 2025.

KOTA SAMARAHAN: Some 100 residents of Rumah Seri Kenangan at Jalan Datuk Mohammad Musa here were treated to a Chinese New Year luncheon yesterday, hosted by Kuching Dynamic Association (KDA) and Alvin Deco.

Batu Kitang assemblyman Lo Khere Chiang, who is also Padawan Municipal Council (MPP) chairman, was the guest-of-honour at the event, where Rumah Seri Kenangan Board of Visitors member Yep Seck Yong was also present.

Lo regarded the Chinese New Year celebration as a time when family members would gather and affirm their ties.

“The same, I believe, goes for those celebrating other festive occasions like Hari Raya Aidilfitri and Gawai Dayak. However, I have found out that the majority of our old folk here (residents of Rumah Seri Kenangan) are not able to spend time together with their loved ones during this time.

“Fret not – we’re here today and feeling very happy to be here. We’re very thankful to the team from KDA and Alvin Deco, who have organised this event, and brought love and happiness to all of the residents here.

“Thank you for your time – and Happy Chinese New Year, celebrating the ‘Year of the Rat’,” said Lo.
