Sarawak to build 4 international schools to prepare bright students for elite universities

KUCHING, March 8: The Sarawak government plans to set up international boarding high schools to nurture bright students for elite universities and become the new generation of movers and shakers, thinkers and leaders of the state.

Chief Minister Datuk Patinggi Abang Johari Tun Openg emphasised that the approach to education in Sarawak had to change in order to keep up with information technology that was rapidly advancing and evolving over time.

“This is a heavy investment on the part of the state government. To begin with, we will have four international schools, and the sites have been identified in Kuching, Sibu, Miri and Bintulu,” he elaborated after launching Sin Chew Education Fair 2019 at a leading hotel here today.

“The aim is to nurture and produce elite students who can pursue higher studies and gain admission into the best international universities in the world, including in New Zealand, United States (USA) and United Kingdom (UK) such as Stanford, Harvard, Oxford, Cambridge or London School of Economics,” he added.

He revealed that Minister of Education, Science and Technological Research Dato Sri Michael Manyin Jawong had just returned from Cambridge University to seek partnership and collaboration.

“I will give the budget by next year to build a basic but residential school. It will take quite some time,” he said.

On the model of the international school, he said it would be similar to that of Mara Junior Science College (MRSM) or Singapore’s reputable colleges, which were government-owned and admission would be fully selective.

“This particular school will take in the ‘creme de la creme’ students. We will work with Cambridge University on the international syllabus and, of course, Bahasa Malaysia will be a single subject. Even the teachers will be trained,” he said.

Noting that international schools were a luxury afforded to few due to the expensive fees, Abang Johari, however, emphasised that the school would be within the reach of the poor.

“This will provide opportunities for the poor to kickstart their educational journey and improve chances of gaining admission into good and elite universities via Yayasan Sarawak scholarships,” he said.

The group of elite students who have obtained new knowledge and skills, he continued, must return and contribute to the development of Sarawak, with a focus on digital transformation to move Sarawak’s economy upwards.

“Sarawak’s economy is no longer isolated but integrated with the global economy. With that, we need quality human resource as well as technology to optimise the strength and resources of Sarawak, which has a small population but huge land mass,” he added.

On the fair, he hoped it would give exposure and opportunities to Sarawak students, particularly, to look for opportunities to further their studies in local and international institutions.

— DayakDaily

Jln Semaba traffic woes may be resolved with new traffic lights

  • The Borneo Post

  • KUCHING: The problem of traffic jams along Jalan Semaba during peak hours could be a thing of the past with a proposed traffic light system at the T-junction to Jalan Stephen Yong.

Batu Kitang assemblyman Lo Khere Chiang said a plan to improve the junction and construct a traffic light system there would start at the end of next month and are expected to be completed before the end of September.

The Padawan Municipal Council (MPP) chairman said the RM650,000 project is important to Kampung Semaba folk as there is a lot of traffic along Jalan Semaba every day.

“There are about 1,500 people staying in Kampung Semaba while the road users include outsiders, who usually make a short cut to Mile 7 through the same road.

“The traffic light is important because it can help control the traffic flows during peak hours. There is only one road going to Jalan Stephen Yong from Kampung Semaba, while Jalan Stephen Yong is very congested during peak hours, which always causes a traffic jam along the road as the motorists using Jalan Semaba have difficulty coming out,” he told reporters during a site visit yesterday.

Lo said the community at Kampung Semaba had requested for a traffic light system for some time.

“I would like to thank the Sarawak government, especially the Chief Minister (Datuk Patinggi Abang Johari Tun Openg), for approving this project; yet another project for Batu Kitang constituency.

“I also thank the Chief Minister for approving RM2.7 million for the implementation of the street lighting project in Batu Kitang – from Haji Baki to Kampung Bunga Rampai and from Jalan Stephen Yong to the T-junction of Kampung Bumbok.

“This project was implemented and completed last year,” he said.

Lo said RM200,000 had also be approved for the widening of a queuing lane next to Lorong 1 Jalan Batu Kitang.

He said the road widening project, upon completion, would facilitate traffic flow along the stretch.

Putrajaya to speed up citizenship applications for stateless children

KUCHING: The Home Affairs Ministry has agreed to put the citizenship application from Sarawak under Article 15A of the Federal Constitution.
“The application under Article 15A will be put in a basket of its own. This means that the applications from Sarawak will be given priority and will not be mixed up with applications from other states,” said Welfare, Community Wellbeing, Women, Family and Childhood Development Minister Datuk Seri Fatimah Abdullah.
According to Fatimah, Home Affairs Minister Tan Sri Muhyiddin Yassin told her the decision during a courtesy call on him at his office in Putrajaya on Feb 22.
“During the visit, we (Fatimah’s entourage) requested for the process to be hastened, and be given priority,” she said after attending the Women and Family Development’s Self-Genius programme at the Borneo Convention Centre Kuching here today.
She explained that stateless children would end up not having the opportunity to go to school and receive welfare benefits without citizenship.
“During the visit, we also requested to Muhyiddin to maintain the special task force handling citizenship issues, which was set up by former Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi in 2015.”
Fatimah heads the special task force for Sarawak, and she said Muyhiddin had agreed to the request.
“This is very good news. The ministry has also agreed to look into applications not applied through the special task force before 2016, which must be given due consideration too.”
She added that under the special task force, it would take up to two years or less for stateless children to obtain their citizenship.
On Monday’s issue raised by Batu Kitang assemblyman Lo Khere Chiang regarding five children, who are still waiting for their citizenship, Fatimah said she had brought up the matter with the Home Affairs Ministry.
“I believe this matter will be solved because Muhyiddin is a man of his word.
“And he had said that when it comes to the welfare of Sarawak, politics has nothing to do with it,” said Fatimah.
She added that the special task force would be having another meeting this month to find out the outcome of any application.

Five children still waiting forlornly for MyKad

Lo with four of the stateless children (from left) Wennie (19), Connie Chin (12), Elisya (10) and Ye Siong (10).
KUCHING: Wennie Liaw Tze Shyan has big dreams – she wants to get a good education, and a job, in order to support her family.
But her dream is set to be unfulfilled if she fails to obtain one of the most important documents a citizen needs – the MyKad.
“Her three siblings have all gotten their citizenship. If they can have theirs, why can’t Wennie?
“We have applied twice, once in 2012 and again in 2014. Until now, there is no news,” lamented the parents of the 19-year-old.
It’s the same situation for Liew Ye Siong, whose foster father, a Sarawakian, applied for the 10-year-old boy’s citizenship in 2012 but only silence followed.
Ye Siong was born in Samarahan near here and he has the necessary adoption papers.
Meanwhile, another 10-year-old, Elisya Selly, could not apply for citizenship prior to this as her mother is a foreigner.
“When Elisya was born, I did not have a Malaysian citizenship but in 2010, I received my MyKad.
“I have applied multiple times for my daughter’s citizenship but did not get any response from the authorities,” the mother said.
Two other children faced the same predicament, with one of the parents a citizen and the other a non-citizen.
Batu Kitang assemblyman Lo Khere Chiang yesterday urged the Home Ministry and the National Registration Department to give the five stateless children their citizenship.
“These children are innocent, and they should not have to go through all this just to have their citizenship,” he said.
Lo urged authorities to look into this matter and treat the cases fairly and use common sense to make a decision.
“Do not follow the book blindly. Make sensible decisions because these children have done nothing wrong and they will not have a good future without their citizenship,” he said.
He added that the cases had been referred to Welfare, Community Wellbeing, Women, Family and Childhood Development Minister Datuk Seri Fatimah Abdullah.

Throw the book at errant builders, landowners: Councillor

Wilfred Yap (left) with SUPP members at a site at 7th Mile where construction works of a structure without approval is alleged to be carried out.
KUCHING: The issue of illegal extensions and construction of illegal structures on state land can be solved by tightening existing legislation – by imposing a fine on contractors who undertake such works for landowners of buildings or structures or extensions without approval from the relevant authorities.
Sarawak United People’s Party (SUPP) Public Complaints Bureau chief Wilfred Yap said a fine would serve as a deterrent for contractors not to carry out works for parties when approvals for such works had not been obtained.
He said illegal construction of extensions and encroachment onto state land by irresponsible parties were common and the Padawan Municipal Council (MPP), of which Yap is a councillor, had received a lot of complaints.
He said he had raised the issues numerous times in the monthly MPP council meetings.
The most recent case, he added, was the construction of a structure on a parcel of land.
The complainant had alleged that the said construction works appeared to be encroaching onto state land meant to be used as a road and was also carried out without approval from the relevant authorities.
Following the information received, the matter was immediately communicated to the relevant department of MPP to check whether the landowner concerned had submitted building plans to MPP for approval and for appropriate legal action to be taken against the landowner if there was no such application.
Yap hoped that the public would cooperate with the relevant authorities by considering what the impact of their action would have on others.
“Being responsible and considerate is the key to making sure our actions will not cause a nuisance to others. This will go a long way towards reducing the enforcement work load of the relevant authorities concerned and making our environment more conducive for doing business and living.”

KUCHING: Trienekens (Sarawak) Sdn Bhd in cooperation with Padawan Municipal Council (MPP) recently carried out a recycling awareness refresher talk for about 250 students of SJK Chung Hua Pangkalan Baru.
The event was part of the school’s annual solid waste education and segregation programme activities which is entering its third year.
With the talk, the students learned about the detrimental impacts of poor management of solid waste, including habitual littering and indiscriminate dumping towards the environment and human health.
Students also had the opportunity to understand the waste management process carried out by Trienekens including the best recycling practices and how it can help reduce waste pollution in the long term.
“Equipping students with the right knowledge and skills in managing waste properly, including recycling, is essential in shaping their behaviours and attitudes towards waste and the environment,” said Trienekens (Sarawak) group senior manager (Corporate Affairs) Katherine Kong in a media statement.
“We are pleased to work together with the school again this year and continue to help lay the necessary foundation for better environmental awareness and practices among school students,” she added.
The annual collaboration focuses on motivating and empowering the students to discard their waste appropriately by separating them from the point of generation. Following from the talk, the company will also organise several environment-themed activities such as Amazing Green Race game, inter-class most collected recyclables contest, colouring, poster design and eco-fashion competitions as well as other green initiatives for the school.
The solid waste segregation programme is also part of Trienekens’ on-going CSR mission and efforts to educate and instil environmental awareness among school students and the general public.

MPP implementing numerous projects to tackle various issues  — Lo,

Kuching Feb 28: Padawan Municipal Council (MPP) is giving due attention to drainage and road improvement projects to tackle flash floods and other problems in areas under its jurisdiction, said Lo Khere Chiang, its chairman.

For instance, the RM1.16 million flood mitigation project to upgrade drainage and road network along Jalan Dogan in Batu Kawah is currently in progress.

Another flood mitigation project along Jalan Burung Lilin and Jalan Burung Kawok at 3 1/2 Mile here is currently under tender evaluation stage and expected to start soon. Lo, who is Batu Kitang assemblyman, said 34 projects amounting to RM5.8 million under the rural transformation initiative were currently ongoing, where 18 of them costing RM2.7 million are under his constituency.

“Under the 11th Malaysia Plan, RM3.6 million has been approved to implement various projects this year.

A sum of RM200,000 each has been allocated for street lighting and traffic light, roads as well as our Green Market Padawan project.

“In addition, RM3 million has been allocated to develop the Sungai Batu Kawah waterfront project that cost RM5 million. However, we received RM2 million last year.

“All these projects are scheduled to start in the second quarter of this year,” Lo told reporters after chairing MPP’s full council meeting today. MPP has also received RM28 million from the Malaysian Road Records Information System (Marris) fund for 2019, an increased of RM3 million from last year’s allocation.

Lo said RM12 million has been approved for Marris special projects involving roads and drainage.

Touching on the breakdown, he explained that RM7.455 million would be used for 63 road resurfacing projects, while RM4.545 million was allocated for 35 drain repairs and maintenance projects.

“The council is planning to start 15 road and five drain projects next month,” he added. Meanwhile, the remaining RM15.97 million allocation would be used for routine projects and maintenance. In addition, Lo said MPP had also embarked on 14 drain repair and maintenance projects amounting to RM5.8 million.

Work started on Feb 20 and is scheduled to be completed on May 19 this year.

During the meeting, he briefed councillors and officers on the need to improve MPP’s service delivery. Citing MPP’s recent Balanced Scorecard (BSC) evaluation workshop on Feb 21-22, Lo raised the need to re-evaluate its strategic planning to ensure that the council did not derail from its target and long-term vision to become an efficient and self-sustainable municipality.

MPP would relook at the effectiveness and demands of its current services while strengthening its tax collection.

“Through the key performance index and other new initiatives, we hope to achieve our target (in line with the council’s mission) to be more committed to improving the life quality of our residents through more efficient services.

“We will also utilise public feedback and create more involvement to improve our delivery.”

MPP is looking to introduce a system to monitor development projects.

It will focus on performance delivery and proper implementation, including those approved by state and federal lawmakers.

The council would also improve its record to monitor areas prone to flash flood, traffic congestion as well as areas with road safety and traffic control issues.

Lo (fourth right) presents a hamper to Dr Sim. Seen at fourth left is Tan.
KUCHING: Gabungan Parti Sarawak (GPS) should capitalise on the barely satisfactory performance of the Pakatan Harapan (PH) government since May last year to remain in power come the 12th state election.
In making this point Friday night, Batu Kitang assemblyman Lo Khere Chiang said GPS ought to start preparing for the next state polls since the PH Sarawak had worked on its election preparation.
The Sarawak United People’s Party (SUPP) lawmaker also hoped that his party could decide on its recommended candidates sooner rather than later so that they could be better prepared for the coming battle.
“PH government has been making u-turns in its policy-making and decisions, not to mention that they have yet to fulfill some of their election promises particularly the recognition of Unified Examination Certificate (UEC), 20 per cent oil and gas royalties for Sarawak and returning 50 per cent of the revenue collected from Sarawak back to Sarawak.
“People are very disappointed with the PH government’s performance thus far. Because of this, GPS has (an) absolute chance to defeat PH Sarawak,” he said at the SUPP Batu Kitang branch’s Lunar New Year dinner here.
Lo, who is Padawan Municipal Council chairman, said the Sarawak government had set aside an amount of fund for several development projects in his constituency.
According to him, among the projects are the upgrading of roads and drains in Batu Kitang.
He observed that some people have been leading a difficult life due to the rising cost of living, saying the scenario was different from what the PH government used to say – that people would see an improved life.
He said the Sarawak government, under the leadership of Datuk Patinggi Abang Johari Tun Openg, had imposed the five per cent sales tax on petroleum products, and he had confidence the Chief Minister would come up with even better policies to defend the interests of Sarawakians.
Lo called on the people of Sarawak to give their undivided support to the local-based coalition GPS in the next state election.
He added that PH Sarawak, which comprised four peninsula-based political parties, would not be sincere in fighting for the state’s rights.
Among those present were Local Government and Housing Minister and SUPP president Datuk Dr Sim Kui Hian and Temenggong Tan Joo Phoi.

KUCHING: Datuk Patinggi Abang Johari Tun Openg has called for the support of Sarawakians to stand together with Gabungan Parti Sarawak (GPS) to safeguard the state’s rights.
The Chief Minister said Malaysia’s political scenario had undergone unprecedented changes and Sarawak was caught in a delicate situation as many important issues remained outstanding.
“Therefore your mandate to support us again will be crucial to safeguard the rights of Sarawak. Together we fight for a better Sarawak,” he said at the Chinese New Year dinner hosted by the Federation of Kuching Division Community Associations at the Thian Court here last night.
His text of speech was read out by Local Government and Housing Minister Datuk Dr Sim Kui Hian.
Abang Johari, who is GPS chairman, added: “In Sarawak, we always try to do things without unnecessarily causing any tension among ourselves. We are not in the habit of bringing others down in the course of our duty towards the people and we strive to respect our fellow Sarawakians and their views.”
He said the Sarawak government preferred to do things quietly for the benefit of the people.
“And our strength lies in our service towards the people within the limit of our resources and without politicising anything,” he added.
Among those present were Batu Kitang assemblyman Lo Khere Chiang, Temenggong Tan Joo Phoi, president of the federation Penghulu Tan Heng Kee and organising chairman Theng Chew Tong.

Local Government and Housing Ministry to request RM60 mln to help local councils – Dr Sim

Dr Sim (fifth right) flanked by Ahmad (fourth right) and Lo (sixth right) and others tossing the ‘yee sang’ during the MPP Chinese New Year gathering.
KUCHING: The Ministry of Local Government and Housing will request for RM60 million from the Sarawak government to help local councils affected by the revenue shortfalls.
Its minister Datuk Dr Sim Kui Hian said he would submit a cabinet paper requesting the Sarawak government for the amount so that all the councils and councillors can do better, interact more with the community and conduct more activities with the community.
He said many councils in Sarawak were experiencing a revenue shortfall following the Sarawak government’s decision to bring down the residential property assessment rates.
On April 27, 2016, the late Pehin Sri Adenan Satem, then chief minister, announced that the Sarawak government had reduced the residential property assessment rates to help the people cope with the rising cost of living.
Dr Sim noted that the Padawan Municipal Council (MPP), for instance, registered RM6 million less in revenue per year following the reduced assessment rates.
“The government’s decision to reduce assessment rate affects 98 percent of the 64,000 houses in MPP.
“These houses are either paying reduced assessment rates or did not pay anything at all but they still get functioning street lights and their rubbish collected.
“Not only that, MPP is also providing 24 hours, seven days a week service to the community,” he said at the MPP Chinese New Year gathering here yesterday.
Dr Sim said he requested the funding now because the Sarawak government is going to have extra revenue from the sales tax of oil and gas products.
He said Sarawak is fortunate because its State Legislative Assembly (DUN) sitting was able to pass the five percent sales tax on oil and gas products, which will bring about RM3.9 billion revenue to state.
He said as there will more than RM3 billion extra revenue from sales tax of oil and gas products every year, asking for RM60 million for the councils is not too much.
“We need to help the local councils that are facing shortfalls in revenue. We want to give the community the best service,” he said.
Dr Sim said he would try to ask for that RM60 million because if five percent sales tax on oil and gas products is not enough, Sarawak “could go up to 10 per cent”.
“Sarawak oil and gas is not Sarawak government’s oil and gas; this is the right of every Sarawakian.
“When the funding is channeled to the councils, it is for the benefits of Sarawakians,” he said.
Batu Kitang assemblyman and MPP chairman Lo Khere Chiang along with MPP deputy chairman Dato Ahmad Ibrahim were also present.

KUCHING: Padawan Municipal Council (MPP) extended its appreciation to the state government for being generous and always supporting the council’s in its infrastructure projects and other development projects.
This was pointed out by MPP chairman Lo Khere Chiang at a press conference after chairing the council’s monthly meeting at MPP office in Kota Padawan near here, today.
“An additional allocation of RM3 million has been approved under the Malaysian Road Records Information System (Marris) making a total of RM28 million this year compared to RM25 million last year.
“RM12 million has been approved under Marris special projects for roads and drains where RM7.455 million will be used for the re-surfacing of 63 roads and RM4.545 million for the repairing of 35 drains and maintenance projects,” Lo said.
He also strongly supported the state government’s initiatives to start implementing the five per cent sales tax to be imposed on petroleum products which will certainly increase the source of income for the state.
“I also strongly believe that it (sales tax) will benefit the state’s development and infrastructure projects in the future,” he said.
Thirty-four projects costing RM5.8 million under the Rural Transformation Programme (RTP) and RM1.16 million projects are still in progress under the flood mitigation programme.
Meanwhile, RM3.6 million under the 11th Malaysia Plan (RMK11) this year has been approved for projects such as street lighting, roads and improvement to the Padawan Green Market.
Lo also said that at present 14 drain repair and maintenance projects costing RM5.8 million are in progress and expected to be completed by May this year.
