Properly dispose of waste during Covid-19 pandemic: MPP chairman

KUCHING, July 30: Padawan Municipal Council (MPP) has reminded the public to properly dispose of all waste, especially used masks, gloves and sanitising wipes, by placing the items in the trash in securely tied bags to ensure a safe environment for everyone during the ongoing pandemic. 

MPP chairman Lo Khere Chiang emphasised that people needed to take an active role in keeping the environment clean and safe for living which is especially crucial during this Covid-19 pandemic period. 

“We need everyone to help in stopping and preventing illegal dumping which is unsightly and can cause major public health and safety concerns.

“There are many common areas for dumping, including vacant properties, alleyways, commercial dumpsters, and along the roadside,” he pointed out in a statement today. 

Illegal dumping issue has been raised in the PMC full council meeting held via Zoom today.

Lo revealed that among the common areas for illegal dumping under PMC jurisdiction include Jalan Kangkok, Kuching City Mall area, Jalan Arang, Jalan Ensing Timur and Jalan Khung Phin Ulu. 

“Most illegal dumping is done to avoid paying the disposal fees at designated landfills or failure to take the time and effort to dispose of the items properly. 

“Dumping causes devaluation of property, health hazards and storm water pollution. Items dumped and pollutants find their way into the storm drains and clogged drains thus causing flooding. They also harm the fish, wildlife and plants,” he said. 

Lo added that the PMC has spent approximately RM128,000 last year just to clear illegal dumping in various areas. 

He warned that illegal dumping was an offence under the By-law 18(3) of the Local Authorities (Cleanliness) By-laws 1999. 

“Any person found guilty of dumping waste illegally can be fined RM1,000 for the first offence and, in the case of second or subsequent offence, a further fine of RM2,000 or imprisonment for six months or both,” he added. —DayakDaily

Let Sentosa cluster be example, Lo tells businesses worried about name’s impact

KUCHING: Padawan Municipal Council (MPP) chairman Lo Khere Chiang saw no harm in the health authorities’ decision to name a cluster of Covid-19 cases in his jurisdiction the “Sentosa cluster”, following complaints that it affected businesses in the Kota Sentosa area.

“I agree (with the name of the cluster) as when it was named as Sentosa cluster, it is not just about the hospital itself, everybody (in Kota Sentosa) is affected,” Lo told a press conference held via Zoom today when asked of the complaints that the name tainted the area.

The Health Ministry had named the “Sentosa cluster” after the Sentosa Hospital near Kota Sentosa where cases were reported. According to the Sarawak Disaster Management Committee, the cluster currently has 31 cases.

Lo believed that the ‘Sentosa cluster’ should be an example for all regarding the importance of adhering to social distancing guidelines and everyone should play their part in curbing the spread of Covid-19.

“Social distancing is something that we must do. Whenever we are in a coffee shop where a table can only be seated by two people, please don’t drag another chair to the table for another person,” said Lo during a press conference held via Zoom today.

That said, Lo expressed concern for areas in his jurisdiction due to the risk posed by Covid-19, particularly businesses.

However, he assured the public that the council had taken all precautionary measures to stem the spread of the Covid-19 virus as the outbreak had greatly impacted all parties, including businesses and schools.

Lo also asked traders in Padawan to carry out their business at designated areas created by the council, instead of roadsides, to reduce traffic congestion and encourage a more hygienic business environment, as part of wider efforts to overcome Covid-19.

In addition, he appealed to the public to break the bad habit of illegal dumping.

“Please don’t aggravate the already dire situation due to Covid-19 outbreak,” said Lo.

In a statement shared with the media, the common areas of illegal dumping in MPP jurisdiction were Jalan Kangkok, Batu Kawa, Kuching City Mall area, Jalan Arang, Jalan Ensing Timur, Batu Kawa and Jalan Khung Phin Ulu.

Those who commit the offence are liable to be fined RM1,000 for the first offence and a further fine of RM2,000 for the second and subsequent offence or imprisonment for six months or both.

It was also shared that the council had spent RM128,000 in the year 2019 for clearing waste from illegal dumping areas.

On a separate note, Lo said he was proud of the cooperation rendered by the hawkers operating at third mile Sungai Maong market for closing their business for a day on Monday in order to organise mass cleaning and disinfections activities to keep Covid-19 at bay.

SUPP Assistant Publicity and Information Secretary, Lo Khere Chiang believed that after the conviction of Najib, other cases similar in nature must proceed according to rule of law. 

Lo who is also Batu Kitang branch Chairman pointed out that Pakatan Harapan(PH) former leader/ prime minister Tun Mahathir and their ally DAP have been criticising that Malaysia as a country “ruled by thieves”.

With  former Prime Minister Najib convicted of all seven charges related to RM42 million from SRC International case, they should think otherwise. 

“In fact, at this very moment, DAP is still painting a picture that the reopening of Penang Undersea Tunnel probe is politically motivated to frame Lim Guan Eng of corruption.

Clearly, the electoral mandate of Malaysians during 509 in 2018 has gone down the drain with the collapse of PH government, which is now politically null and void. Tun M and DAP had put the blame on Najib, and charged that Malaysia is back to a “dark era” ruled by “thieves”.

Ironically, Najib, the former UMNO president and former PM, who was brought down in 2018,was convicted during such “dark era”, and not the so-called “bright era” during PH’s rule!” he said. 

During PH’s rule, Lo said when the prosecutors started investigating Najib’s corruption cases, they withdrew Lim Guan Eng’s corruption cases. The handling of both cases, which yielded no results, was a great disappointment to many.

The short 22-month tenure of PH government – after it took power in 2018 until its collapse before end of February this year, only proved that this elected government could not survive endless internal squabbling. He said Tun Mahathir’s refusal to hand over the powet to Anwar after two years is one of the reaons. 

Tun M had repeatedly accused Najib of manipulating everything to cause the downfall of PH, and the formation of Pakatan Nasional after Sheraton move, and resulted in a country ruled by “thieves” again.

DAP further accused PN government for being worsethan before for discharging suspect involved in money laundering.

Now, with the conviction of Najib, all parties should continue to place their trust in the country’s independent judicial system. Next, all other similar cases should be investigated thoroughly according to rule of law. 

Regardless from which party or which political affiliation, all suspects must be treated equally. This included the case of Lim controversial bungalow purchase deal which was dropped in 2018 and the re-launched probe into Penang Undersea Tunnel scandal.

KUCHING, July 26: Strong support for Gabungan Parti Sarawak (GPS) under the leadership of Chief Minister Datuk Patinggi Abang Johari Tun Openg will ensure that Sarawak enjoys  stability, asserts Batu Kitang assemblyman Lo Khere Chiang.

According to Lo, the state government under GPS is on their own and does not form any coalition with the Barisan Nasional (BN), Parti Keadilan Rakyat (PKR) or Perikatan Nasional (PN).

“We must ensure that GPS continues to take care of Sarawak and we cannot depend on the peninsula based parties.

“At the same time, it is the right choice for Abang Jo to support PN, as a lot of Sarawakians have also been appointed as ministers and deputy ministers,” he said.

Lo, who is also Padawan Municipal Council (MPP) chairman, was speaking to reporters after distributing food aid to the needy at SJK Chung Hua Batu 10, here today.

Citing the political turbulence that occurred in Peninsular Malaysia, Lo said, many of the promises made by the previous federal government under Tun Dr Mahathir Mohamad to Sarawak was not fulfilled.

“That is why we must support GPS, which is a Sarawak based party, and it is very important for the stability of the whole nation.

“At the same time, we (GPS) also decide what is best for Sarawak, including taking back the five per cent oil and gas tax and many others,” he added. –DayakDaily.

MPP to embark on road-widening project leading up to 10th Mile Market

KUCHING, July 25: A RM400,000 road widening project by Padawan Municipal Council (MPP) in front of Padawan 10th Mile Market is underway.

This was revealed by MPP chairman Lo Khere Chiang, adding that the originally one-way road – Lorong 8 Padawan up to the Padawan 10th Mile Market – is being expanded into a two-way road.

He also noted the construction is expected to be completed in four month’s time.

“The council (MPP) is spending RM400,000 to widen this road next to the market. This is under the initiative of (Kota Padawan councillor) Cr Shirley Pui who brought it up in the council meeting,” said Lo when he visited SJK C Hung Hua at 10th Mile Padawan yesterday.

During the function, Lo gave away a total of 300 school bags to SJK C Chung Hua, SK Landeh and SK St. David in Padawan area for the needy students as schools reopened after closure due to Covid-19. —DayakDaily

耗資40萬 菜市隔鄰道路提升

（本报古晋25日讯）位于10哩巴达旺菜市场隔邻及后方的巴达旺路第八巷与进利路交界处路段正进行提升工程，以改善当地的交通规划。

巴达旺市议会主席罗克强指出，上述道路及沟渠提升计划耗资40万令吉，预计将耗时4个月时间完成。

他昨日率领市议员及社区领袖一齐到现场巡视提升计划后，受访时如是表示。

据悉，巴达旺路第八巷的路段，有部分路段目前是单向车道，而在该路段提升后，将改为双向车道。

值得一提的是，该道路兼路旁沟渠提升计划因为涉及挖深沟渠、迁移电线杆、迁移水管等工程，因此需耗资40万令吉进行提升工程。

（古晋24日讯）巴达旺市议会主席罗克强支持政府强制人民在公共场合戴口罩，并形容这将能有效阻断病毒的传播。

他说，许多美国人不愿意戴口罩，导致疫情居高不下，反观中国及其他亚洲国家，民众除外被佩戴口罩，所以死亡人数不多。

他解释，新冠病毒是通过呼吸道飞沫在人与人之间传播，为了降低感染风险，大家都必须发挥高度自律，除了出外需佩戴口罩，也必须保持安全社交距离。

他更建议民众在回家后，立刻换衣服洗澡，至后才触碰及拥抱孩子和家人。

也是巴都吉当区州议员的罗克强感到伤心，一些民众随意乱丢用过的口罩，包括在水沟、公园、马路等，这是不卫生及没有纪律的行为。

他希望该民众改掉乱丢垃圾的习惯，把使用后的口罩包好扔进垃圾桶，避免传染风险。

罗克强近日捐赠一台价值逾3千令吉的红外线体温测量仪予十哩中华公学，让师生能够在快速的情况下准确测量体温。

此外，十哩中华公学校董会主席本固鲁林应发也捐赠10个体温测量仪予该校，巴达旺团结行动公会捐赠150个书包予十哩中华公学贫穷的学生。

羅克強：欣慰自發戴口罩 惟亂丟口罩要不得

（本报古晋24日讯）巴达旺市议会主席罗克强表示认同政府拟强制性落实出外需戴口罩的政策，并对于人们自发戴口罩感到欣慰，惟不少人使用口罩后随意乱丢，让他感到遗憾。

对于政府拟强制人民出外需戴口罩，他表示支持，并形容目前即使不强制，如今人们也会自发的戴口罩。

他也指出，巴达旺市议会作为砂灾难管理委员会的成员之一，也是执法单位之一，因此将遵守该委员会的指示，必要时将展开执法，确保民众及各行业遵守防疫标准作业程序。

他对于人们在出门时自发地戴口罩而感到欣慰，并表示人们必须要自律防范疫情。

不过，他说，不少人仍有随意乱丢垃圾的坏习惯，包括用后的口罩随意丢到马路上、沟渠等公共场地。

他说，担任巴达旺市议会主席起至今，他发现多年来人们都难以改变一些坏习惯，尤其是乱丢垃圾，包括咖啡店乱丢烟蒂。他对此感到难过，希望人们能够提高有关方面的公民意识。

（本报古晋24日讯）巴都吉当区州议员罗克强今日造访十哩中华公学，移交一台红外热像仪予该校，作为防疫用途。

与此同时，他今日也见证该校校董会移交一批体温测量仪予该校使用，而巴达旺团结行动公会则移交150个书包予该校，以分发给学生使用。

巴达旺团结行动公会今日也移交75个书包予兰迪（Landeh）小学及75个书包予圣大卫（St David）小学。

也是巴达旺市议会主席的他形容，除了十哩中公，他也捐赠有关体温测量仪予多所学校，包括四哩半中华公学、三合兴小学、煤炭路小学等学校，每个体温测量仪器约耗资3600令吉。

他感谢各界在疫情蔓延的非常时期仍能自愿发起慈善运动，以便团结共同对抗疫情。

KUCHING, July 24: Padawan Municipal Council (MPP) chairman Lo Khere Chiang is unhappy seeing face masks littered everywhere instead of being properly disposed of to prevent a secondary contamination of the Covid-19 pandemic.

“It is sad to see face masks thrown all around. Some were in the drain, some on the streets and parks,” said Lo when questioned today on the ruling of wearing face masks becoming compulsory in Malaysia.

The Batu Kitang assemblyman, voiced his support of the ruling starting August 1 but he urged the public to properly dispose of used face masks to avoid unnecessary transmission from the contaminated face masks.

“Wearing face masks is very important in overcoming the (Covid-19) virus.

“It is good to make it compulsory, so there is no need for lockdown,” said Lo, adding that countries like Japan, Korea, Hong Kong and Taiwan are doing well in fighting against Covid-19 because the wearing of face masks are being enforced.

He also noted MPP and other enforcement agencies in Padawan are under the State Disaster Management Committee (SDMC) on Covid-19 regulations.

“Whenever SDMC gives its instructions, all MPP and agencies will follow and enforce,” he said when visiting SJK C Chung Hua 10th mile at Padawan this morning.

During the function, he handed over part of 300 brand new school bags to school headmaster of SJK Chung Hua Hiew Siaw Chew for the needy children besides SK Landeh and SK St. David which was donated by Persatuan Gerakan Kemajuan Kota Padawan chairman Albert Lee. —DayakDaily

To my fellow Sarawakians, Happy Sarawak 

Independence Day.

Sarawak Independence Day, also known as Hari 

Kemerdekaan  Sarawak, is a holiday observed on 

22nd July every year by Sarawak in Malaysia, 

celebrating the establishment and her independence on 

the 22nd of July, 1963. 

The official Sarawak Independence Day public holiday 

was gazetted by the government of Sarawak in 

2016 to raise awareness about Sarawak’s past and 

contributions of its past leaders.

This is a day we should cherish and hold pride in for our fair land Sarawak. This is a day for us to hold our 

heads high and be counted as Sarawakians first.

We are in a unique state with rich resources; something we should be thankful for. 

Sarawak is host to the highest variety of ethnic races and yet we show the world how close knit we all are. 

We are able to live, work and make merry together, joining in the many different festivals. 

This is the 57th independence anniversary of Sarawak and in all these years, we have been together 

through rain and shine like a big family. 

However, we only got to celebrate Sarawak Independence Day when it was officially gazetted in 2016. 

Nevertheless, it is better to be late than never for us to be able to celebrate this important occasion and be 

proud of this day.

We must ask ourselves why we are able to commemorate such an occasion. This is due to us having a 

stable government that promotes peace and harmony. 

57 years is a long time and we have come a long way with big transformations in all parts of Sarawak. 

We sincerely believe that the new Federal government will keep its word and return to us what is due to us. 

We can do much better and enjoy better infrastructure for the whole of Sarawak if the Federal government 

makes good the deal to return what belongs to us. 

On our 57th anniversary, my hope is to see that the Federal Government will look into making sure that we 

have one-third representation of all the seats in parliament. 

When we formed Malaysia with Singapore, Sarawak, Sabah, Malaya, we were all given one-third of MP 

seats. After Singapore opted out in 1965, the seats that belonged to Singapore were all taken by Malaya.

Our Chief Minister, YAB Datuk Patinggi Dr. Abang Haji Abdul Rahman Johari Bin Tun Datuk Abang Haji 

Openg has rightfully stated a few days ago that we will continue to fight for our  rights in restoring the 

allocation of one-third representation for East Malaysia. CM Abang Jo warned that without the one-third, 

the constitution can be amended with more power distribution for Peninsular Malaysia. 

Our first prime minister, the father of Malaysia, Tuanku Abdul Rahman had said, The days of imperialism 

are gone and it is not the intention of Malaya to perpetuate or revive them when the Borneo territories 

become part of Malaysia, They will cease to be colonies, they will be partners of equal status, no more 

or no less than the other states.

But saying is one thing. Malaya since then has not treated us fairly. We got little from our own oil and gas, 

a mere 5 percent while we lost autonomy in our Education, our Health and even Security. We used to have 

our own Sarawak Rangers to patrol our borders and their services have sadly long been dispensed of. 

On 22nd July, 1963, the Governor of Sarawak, Sir Alexander Waddell, issued a proclamation to form the 

first Supreme Council with the appointment of Stephen Kalong Ningkan, the chairman of Sarawak National 

Party (SNAP), as the first chief minister of Sarawak. The other members of the supreme council were 

Abdul Taib Mahmud, James Wong Kim Min, Dunstan Endawie Anak Enchana, Awang Hipni Pengairan 

Anu and Teo Kui Seng. This marked the end of colonial rule and birth of Sarawak as a self governing 

country.

他今日受访时提到，砂人联党一直以来都有召开会议，并谈及候选人课题。

他直言，人联党有很多人选可代表上阵参选，惟他并没透露候选人详情，仅表示党中央主席在时机一到时，自然会宣布候选人名单。

他相信，不只是人联党已做好准备迎来选举，砂政党联盟，包括成员党也已为选举做好准备。

出自本地著名壁画家萧全成（Leonard Siaw）之手，比达友族铜环女壁画是在古晋10哩旧GIANT霸级市场的墙壁上进行。壁画中的5名女主角，是砂拉越仅剩下最原始，也是最后一批的铜环女，目前5名仅存的铜环女依然生活在巴达旺地区的部落，是珍贵的文化遗产。
巴达旺市议会主席罗克强今午与市议会副主席、市议员及多名议会职员们一齐造访10哩旧GIANT霸级市场，了解画作的进展。
他随后受访时表示，该5名铜环女是巴达旺区的重要文化资产，因此需要好好保护。同时，随着画家画出上述5名最后的铜环女，将帮助提升世人对比达友族的认知，画作也可帮助振兴旅游业。
他也相信，即使Giant公司在行动管制令期间退出砂拉越市场，但新的铜环女画作也将帮助未来将进驻到该超市的公司提升知名度。
据悉，铜环女壁画也是2年前一部纪录片《最后的铜环女》（The Last Ring Ladies）的后续发展，
壁画的5名女主角，依然健康地生活在巴达旺地区的部落，她们来自文莪上游甘榜森班（Kpg Semban），年龄介于69岁至94岁，是砂拉越仅存的最后一批铜环女。
上述画作面积达5400平方公尺的壁画，画作是从6月30日开始，如今进度顺利，料将在今年9月完工。
据悉，2010年仍有8名铜环女，但到了2018年只剩下5人，预计未来10年内，森班地区的特殊戴铜环文化将会消失。

人聯潛能人選眾多 時機到自會公布

（本报古晋16日讯）人联党巴都吉当区州议员的罗克强，人联党已积极为来届州选作好备战工作，并形容党内潜能人选众多，勤于在基层走动服务。

他说，待时机成熟时，该党中央主席拿督斯里沈桂贤自然会宣布出征选举的候选人名单。

他称，人联党向来都有召开重要会议，谈论备战选举的课题。

也是巴达旺市议会主席的他，今午巡视巴达旺铜环女壁画作画过程后，接受媒体访问时如是表示。

他相信，目前不只是人联党已做好准备迎战州选，整个砂政党联盟的各个成员党都已为备战选举作好准
备。

KUCHING, July 16: The 5,400 square feet “Dayung Hmuai Semban” mural painting on the walls of Mile 10 Bazaar will become a tourist attraction in Kuching.

Padawan Municipal Council (MPP) chairman Lo Khere Chiang said this when he visited the mural painting in progress of “The Last Ringed Ladies” today, adding that it would be one of the largest mural paintings in the whole of Sarawak once completed.

The mural painting depicts five Bidayuh ringed ladies who are the only ones left with the copper coiled rings worn on their forearms (Ruyank’ng) and calves (Rasunk’ng).

It is undertaken by local muralist Leonard Siaw in cooperation with “Dayung Hmuai Semban” project manager Evangeline Thian and is expected to be completed in Sept this year.

Lo said the mural painting was vital in preserving the Bidayuh culture for the people of Sarawak and also the rest of the world.

“Tourists can come to this place to know about the Semban ladies and also take picture with them.

“After that, the tourists can even visit them at the Bengoh Resettlement Scheme,” said Lo, adding that these last surviving ringed ladies have since 2014 moved to Bengoh Resettlement Scheme, Semadang following the impoundment of the Bengoh Dam which submerged Semban.

The largest street art in Kuching is made in conjunction with the premiere of “The Last Ring Ladies”, a documentary film by Sarawakian director, Nova Goh (NG Production) on international broadcast channels, NHK (Japan), KBS (Korea) and PTS (Taiwan) since August 2019. —DayakDaily

LICT and MPP join forces to offer 15 scholarships for diploma courses

KUCHING, July 15: Limkokwing Institute of Creative Technology (LICT) and Padawan Municipal Council (MPP) have teamed up to offer 15 scholarships to SPM school leavers to pursue a diploma course in various creative art and design fields. 

The scholarships worth RM240,000 will be awarded to deserving SPM students with minimum three credits to pursue a diploma in fields such as Architecture, Interior Design, Mass Communication, Graphic Design, Animation and Multimedia, Fashion, Business and Tourism.

According to a media release today, the scholarships are only applicable for diploma programmes at LICT’s newly-relocated Kuching Campus at CityOne Megamall for this coming August 2020 intake. 

The new campus will allow students to learn in an environment in which they are constantly applying what they know to real world problems and learn from a global model of creativity and innovation. 

MPP chairman Lo Khere Chiang believes many Sarawakian youth are creative but are unable to pursue a proper education in arts. 

“We hope this effort will help those who wish to further their studies in creative arts but are lacking in financial means to do so to be able to fulfill their dreams. 

“Simultaneously, we will be able to build a comprehensive database of creative human resources who will be instrumental in helping us realise our Chief Minister’s vision of a digital economy,” he added.

LICT senior management official Petrus Alfred Paul pointed out that of late, the demand for graduates highly skilled in creative design and artistry in the workforce is on the rise.

“As we are now living in a digital age where information is mostly presented visually, there is a growing awareness on the importance of creative arts in various fields, even in science-based industries such as pharmaceuticals and engineering,” he highlighted.

The scholarships are an initiative under Limkokwing’s Foundation for Creativity and Innovation which was started by the founder and president of Limkokwing University of Creative Technology (LUCT) Tan Sri Datuk Seri Paduka Lim Kok Wing more than 30 years ago. 

It is part of the university’s philanthropic mission to help the less fortunate, marginalised and displaced young people and empower them with an opportunity to draw their own blueprint of their future through tertiary education.
